45-Day safety screen results for Tank 241-BY-103, auger samples 95-AUG-012 and 95-AUG-013

Two auger samples from tank 241-BY-103 (BY-103) were received by the 222-S Laboratories and underwent safety screening analysis, consisting of differential scanning calorimetry (DSC), thermogravimetric analysis (TGA), and total alpha activity. Analytical results for the TGA analyses for both samples were less than the safety screening notification limit. Since notification is made if the sample is analyzed at less than 17% water, notification was made on April 20, 1995. Although the sample results were below this limit, no secondary analyses were required or performed. Included in this report are the primary safety screening results obtained from the analyses and copies of all DSC and TGA raw data scans as requested per the TCP. Photographs of the auger samples were taken during extrusion and, although not included in this report, are available. Tank BY-103 is on the ferrocyanide Watch List.

The purpose of this sampling and analysis report is to provide data necessary to support treatment and disposal options for the low-level mixed waste from the 183-H solar evaporation ponds. In 1973, four of the 16 flocculation and sedimentation basins were designated for use as solar evaporation basins to provide waste reduction by natural evaporation of liquid chemical wastes from the 300 Area fuel fabrication facilities. The primary purpose of this effort is to gather chemical and bulk property data for the waste in the drums/boxes of sediment removed from the basin at Central Waste Complex.

242-A Evaporator Waste Analysis Plan. Revision 5

This Waste Analysis Plan (WAP) provides the plan for obtaining information needed for proper waste handling and processing in the 242-A Evaporator (Evaporator) located on the Hanford Site. In particular it addresses analysis necessary to manage the waste according to Washington Administrative Code (WAC) 173-303 and Parts 264 and 265 of the Code of Federal Regulations (CFR). Regulatory and safety issues are addressed by establishing boundary conditions for waste received and treated at the 242-A Evaporator. The boundary conditions are set by establishing limits for items such as potential exothermic reactions, waste compatibility, and control of vessel vent organic emissions. Boundary conditions are also set for operational considerations and to ensure waste acceptance at receiving facilities. The issues that are addressed in this plan include prevention of exotherms in the waste, waste compatibility, and vessel vent emissions. Samples from the other streams associated with the Evaporator are taken as required by Process Control Plans but are excluded from this plan because either the streams do not contain dangerous waste or the analyses are not required by WAC 173-303-300.

296-B-10 stack monitoring and sampling system annual system assessment report

B Plant Administration Manual, requires an annual system assessment to evaluate and report the present condition of the sampling and monitoring system associated with stack 296-B-10 at B Plant. The ventilation system of WESF (Waste Encapsulation and Storage Facility) is designed to provide airflow patterns so that air movement throughout the building is from areas of lesser radioactivity to areas of greater radioactivity. All potentially contaminated areas are maintained at a negative pressure with respect to the atmosphere so that air flows into the building at all times. The exhaust discharging through the 296-B-10 stack is continuously monitored and sampled using a sampling and monitoring probe assembly located approximately 17.4 meters (57 feet) above the base of the stack. The probe assembly consists of 5 nozzles for the sampling probe and 2 nozzles to monitor the flow. The sampling and monitoring system associated with Stack 296-B-10 is functional and performing satisfactorily.

This report for calendar year 1994 summarizes the progress that states and compact regions made during the year in establishing new low-level radioactive waste disposal facilities. Although events that have occurred in 1995 greatly alter the perspective in terms of storage versus disposal, the purpose of this report is to convey the concerns as evidenced during calendar year 1994. Significant developments occurring in 1995 are briefly outlined in the transmittal letter and will be detailed in the report for calendar year 1995. The report also provides summary information on the volume of low-level radioactive waste received for disposal in 1994 by commercially operated low-level radioactive waste disposal facilities, and is prepared is in response to Section 7(b) of Title I of Public Law 99-240, the Low-Level Radioactive Waste Policy Amendments Act of 1985.

1994 Annual wildlife survey report. Natural Resource Protection and Compliance Program

This report summarizes the results of wildlife surveys and other wildlife monitoring performed from January through December 1994. These surveys are part of a long-term ecological monitoring program conducted under the Natural Resource Protection and Compliance Program (NRPCP). This program is essential in identifying and quantifying fluctuations of wildlife populations, wildlife habitat use, and changes in the species using the Rocky Flats Environmental Technology Site (Site) as year-round or seasonal habitat. Wildlife population densities vary constantly due to natural pressures, and only well-integrated, long-term monitoring can identify which factors influencing wildlife populations are a consequence of natural causes, and which are due to human activities. An integrated monitoring program that gathers data on ecologically interactive species is essential in evaluating population fluctuations. Such data can be an invaluable tool in predicting and avoiding impacts on the ecology of an area due to projected human activities. With 167 species of birds, three big game species, nine species of carnivores, nine species of mid-sized mammals, and 15 small mammal species, the Site provides habitat to a surprising variety of wildlife. VELCOR is an integrated, engineering-level computer code that models the progression of severe accidents in light water reactor (LWR) nuclear power plants. The entire spectrum of severe accident phenomena, including reactor coolant system and containment thermal-hydraulic response, core heatup, degradation and relocation, and fission product release and transport is treated in MELCOR in a unified framework for both boiling water reactors (BWRs) and pressurized water reactors (PWRs). Its current uses include the estimation of severe accident source terms and their sensitivities and uncertainties in a variety of applications. Independent assessment efforts have been successfully completed by the US and international MELCOR user communities. Most of these independent assessment efforts have been conducted to support the needs and fulfill the requirements of the individual user organizations. The resources required to perform an extensive set of model and integral code assessments are large. A prudent approach to fostering code development and maturation is to coordinate the individual assessment efforts of the MELCOR user community. While retaining individual control over assessment resources, each organization using the MELCOR code could work with the other users to broaden assessment coverage and minimize duplication. 1995 Report on Hanford site land disposal restrictions for mixed waste

This report was submitted to meet the requirements of Hanford Federal Facility Agreement and Consent Order Milestone M-26-01E. This milestone requires the preparation of an annual report that covers characterization, treatment, storage, minimization, and other aspects of land disposal restricted mixed waste at the Hanford Site. The U.S. Department of Energy, its predecessors, and contractors at the Hanford Site were involved in the production and purification of nuclear defense materials from the early 1940s to the late 1980s. These production activities have generated large quantities of liquid and solid radioactive mixed waste. This waste is subject to regulation under authority of both the Resource Conservation and Recovery Act of 1976 and Atomic Energy Act of 1954. This report covers mixed waste only. The Washington State Department of Ecology, U.S. Environmental Protection Agency, and U.S. Department of Energy have entered into an agreement, the Hanford Federal Facility Agreement and Consent Order (commonly referred to as the Tri-Party Agreement) to bring the Hanford Site operations into compliance with dangerous waste regulations. 2D and 3D ablation front hydrodynamic instability experiments on Nova

Single-mode experiments have been conducted on the Nova laser to examine the effect of perturbation shape on ablation front Rayleigh-Taylor growth. The perturbations investigated had the same magnitude wave vector k=(k{sub x}{sup 2}+k{sub y}{sup 2}){sup 1/2} and the same initial amplitude. The shapes corresponded to 2D {lambda}=50 {mu}m, 3D square k{sub x}=k{sub y}, and stretched k{sub x}=3k{sub y} perturbations. We observed that the 3D perturbations grew more than the 2D perturbation. Numerical simulations in 2D and 3D arc in agreement, showing the most symmetric modes growing the largest.

The Automated Bar Coding of Air Samples at Hanford (ABCASH) system provides an integrated data collection, sample tracking, and data reporting system for radioactive particulate air filter samples. The ABCASH plotting program provides a graphical trend report for ABCASH of the performance of air sample results. This document provides an operational guide for using the program. Based on sample location identifier and date range, a trend chart of the available data is generated. The trend chart shows radiological activity versus time. General indications of directional trend of the concentrations in air over time may be discerned. Comparison limit set point values are also shown as derived from the ABCASH data base.

Accelerated test methods for life prediction of hermetic motor insulation systems exposed to alternative refrigerant/lubricant mixtures. Final report

In 1992, the Air-Conditioning and Refrigeration Technology Institute, Inc. (ARTI) contracted Radian Corporation to ascertain whether an improved accelerated test method or procedure could be developed that would allow prediction of the life of motor insulation materials used in hermetic motors for air-conditioning and refrigeration equipment operated with alternative refrigerant/lubricant mixtures. Phase 1 of the project, Conceptual Design of an accelerated test method and apparatus, was successfully completed in June 1993. The culmination of that effort was the concept of the Simulated Stator Unit (SSU) test. The objective of the Phase 2 limited proof-of-concept demonstration was to: answer specific engineering/design questions; design and construct an analog control sequencer and supporting apparatus; and conduct limited tests to determine the viability of the SSU test concept. This report reviews the SSU test concept, and describes the results through the conclusion of the proof-of-concept prototype tests in March 1995. The technical design issues inherent in transforming any conceptual design to working equipment have been resolved, and two test systems and controllers have been constructed. Pilot tests and three prototype tests have been completed, concluding the current phase of work. One prototype unit was tested without thermal stress loads. Accelerator-based conversion (ABC) of weapons plutonium: Plant layout study and related design issues

In preparation for and in support of a detailed R and D Plan for the Accelerator-Based Conversion (ABC) of weapons plutonium, an ABC Plant Layout Study was conducted at the level of a pre-conceptual engineering design. The plant layout is based on an adaptation of the Molten-Salt Breeder Reactor (MSBR) detailed conceptual design that was completed in the early 1070s. Although the ABC Plant Layout Study included the Accelerator Equipment as an essential element, the engineering assessment focused primarily on the Target; Primary System (blanket and all systems containing plutonium-bearing fuel salt); the Heat-Removal System (secondary-coolant-salt and supercritical-steam systems); Chemical Processing; Operation and Maintenance; Containment and Safety; and Instrumentation and Control systems. Although constrained primarily to a reflection of an accelerator-driven (subcritical) variant of MSBR system, unique features and added flexibilities of the ABC suggest improved or alternative approaches to each of the above-listed subsystems; these, along with the key technical issues in need of resolution through a detailed R&D plan for ABC are described on the bases of the ``strawman`` or ``point-of-departure`` plant layout that resulted from this study.

Accelerator operation management using objects

Conflicts over control of shared devices or resources in an accelerator control system, and problems that can occur due to applications performing conflicting operations, are usually resolved by accelerator operators. For these conflicts to be detected by the control system, a model of accelerator operation must be available to the system. The authors present a design for an operation management system addressing the issues of operations management using the language of Object-Oriented Design (OOD). A possible implementation using commercially available software tools is also presented.

Accelerator waveform synthesis and longitudinal beam dynamics in a small induction recirculator

A recirculating induction accelerator requires accelerating waveforms that produce current amplification and provide bunch length control throughout the acceleration process. Current amplification occurs because of both an increase in the beam velocity and a shortening of the length of the beam bunch. The pulsed acceleration and control waveforms seen by the beam change in time as the pulse duration shortens. For one acceleration cycle of the small recirculator, each accelerating gap is driven by a burst of 15 pulses. As the beam gains velocity, the time interval between pulses shortens from approximately 20 to 10 {mu}sec. A zero-dimensional design code REC is used to develop the accelerator wave forms. An envelope/fluid code CIRCE and a 3-D particle code WARP3d are used to confirm the REC design and study the effects of errors. The authors find that acceleration errors can lead to space-charge waves launched at the bunch ends that strongly affect or even destroy the current pulse shape. The relation between the rate of longitudinal compression and the velocity of space charge waves is studied.

Acceptability of Bettis Laboratories waste shipment to WHC solid waste

The purpose of this document is to evaluate a potential discrepancy between the Solid Waste Management (SWM) Criticality Prevention Specifications and a proposed waste receipt from Bettis Laboratories. This analysis resolves an apparent discrepancy between two different requirements of the Central Waste Complex and 200 Area Low-Level Burial Grounds Criticality Prevention Specifications (CPS-SW-149-00002 and CPS-SW-149-00003 respectively). The analysis is being performed to enable Solid Waste Management to accept a specific package from Bettis Laboratories. This package meets the requirements of section 2.1.1 in that the total fissile content of the drum is less than 200g and the waste occupies greater than 20% of the container volume. The package may not appear, however, to meet the requirements of section 2.1.5 for maximum enrichment of uranium bearing waste, as will be described below. Based on this analysis for this specific package, the waste is shown to be critically safe under all conditions for which the 55-gallon drums (17C, 17H, or UN1A2) specification applies. This package can be accepted under the 55-gallon drum limitations on fissile quantity. No change to the CPS is required.
