Allan Shivers discussing a telephone conversation between Kempner and Bill Ryan regarding Shiver's interest in Miss Betty Kunz's application for admission to the University of Texas Medica Branch. Kempner assures that her application has been brought forward to Doctor Calvin to help, but explaining since the application arrived in January that several others are currently waiting admission.

Letter from I. H. Kempner to J. C. Wilson discussing Senate Joint Resolution 12, which proposes the relocation of the University of Texas Medical Branch at Galveston to a place other than Galveston. He believes the resolution needs a two-thirds majority vote to pass and suggests influencing Senator Winfield to be absent during the final vote. The letter says this would be convenient for the Senator and would allow him to maintain a positive record with the people of San Antonio.
