Letter from J. R. Duncan to T. E. Penn informing Penn that the consolidation proposal has been approved. The letter also mentions the way that men cut off at DeLeon will be expected to be present in Smithville, or forfeit their seniority. Duncan also informs Penn he will be the representative from DeLeon. Handwritten text at the top of the letter: "Consolidation T-C-R Smithville."
