3-D Mapping Technologies for High Level Waste Tanks
This research investigated four techniques that could be applicable for mapping of solids remaining in radioactive waste tanks at the Savannah River Site: stereo vision, LIDAR, flash LIDAR, and Structure from Motion (SfM). Stereo vision is the least appropriate technique for the solids mapping application. Although the equipment cost is low and repackaging would be fairly simple, the algorithms to create a 3D image from stereo vision would require significant further development and may not even be applicable since stereo vision works by finding disparity in feature point locations from the images taken by the cameras. When minimal variation in visual texture exists for an area of interest, it becomes difficult for the software to detect correspondences for that object. SfM appears to be appropriate for solids mapping in waste tanks. However, equipment development would be required for positioning and movement of the camera in the tank space to enable capturing a sequence of images of the scene. Since SfM requires the identification of distinctive features and associates those features to their corresponding instantiations in the other image frames, mockup testing would be required to determine the applicability of SfM technology for mapping of waste in tanks. 4-D High-Resolution Seismic Reflection Monitoring of Miscible CO2 Injected into a Carbonate Reservoir
The objective of this research project is to acquire, process, and interpret multiple high-resolution 3-D compressional wave and 2-D, 2-C shear wave seismic data in an attempt to observe changes in fluid characteristics in an oil field before, during, and after the miscible carbon dioxide (CO{sub 2}) flood that began around December 1, 2003, as part of the DOE-sponsored Class Revisit Project (DOE DE-AC26-00BC15124). Unique and key to this imaging activity is the high-resolution nature of the seismic data, minimal deployment design, and the temporal sampling throughout the flood. The 900-m-deep test reservoir is located in central Kansas oomoldic limestones of the Lansing-Kansas City Group, deposited on a shallow marine shelf in Pennsylvanian time. After 30 months of seismic monitoring, one baseline and eight monitor surveys clearly detected changes that appear consistent with movement of CO{sub 2} as modeled with fluid simulators and observed in production data.

275 C Downhole Microcomputer System
An HC11 controller IC and along with serial SRAM and ROM support ICs chip set were developed to support a data acquisition and control for extreme temperature/harsh environment conditions greater than 275 C. The 68HC11 microprocessor is widely used in well logging tools for control, data acquisition, and signal processing applications and was the logical choice for a downhole controller. This extreme temperature version of the 68HC11 enables new high temperature designs and additionally allows 68HC11-based well logging tools and MWD tools to be upgraded for high temperature operation in deep gas reservoirs, The microcomputer chip consists of the microprocessor ALU, a small boot ROM, 4 kbyte data RAM, counter/timer unit, serial peripheral interface (SPI), asynchronous serial interface (SCI), and the A, B, C, and D parallel ports. The chip is code compatible with the single chip mode commercial 68HC11 except for the absence of the analog to digital converter system. To avoid mask programmed internal ROM, a boot program is used to load the microcomputer program from an external mask SPI ROM. A SPI RAM IC completes the chip set and allows data RAM to be added in 4 kbyte increments. The HC11 controller IC chip set is implemented …

275 C Downhole Switched-Mode Power Supply
A vee-square (V2) control based controller IC is developed for a switch mode power supply capable of operating at extreme temperature/harsh environment conditions. A buck type regulator with silicon carbide power junction field effect transistors (JFET) as power devices is used to analyze the performance of controller. Special emphases are made on the analog sub-blocks--voltage reference, operational transconductance amplifier and comparator as individual building blocks. Transformer coupled gate drives and high temperature operable magnetic cores and capacitors are identified and tested for use in the design. Conventional ceramic chip packaging of ICs combined with lead carrier type mounting of passive filter components is introduced for hybrid packaging of the complete product. The developed SMPS is anticipated to support the operation of down-hole microcontrollers and other electronics devices that require low/medium power filtered dc inputs over an operating temperature of 275 C.

309 Building transition plan
The preparation for decontamination and decommissioning (transition) of the 309 Building is projected to be completed by the end of the fiscal year (FY) 1998. The major stabilization and decontamination efforts include the Plutonium Recycle Test Reactor (PRTR), fuel storage and transfer pits, Transfer Waste (TW) tanks and the Ion Exchange Vaults. In addition to stabilizing contaminated areas, equipment, components, records, waste products, etc., will be dispositioned. All nonessential systems, i.e., heating, ventilation, and air conditioning (HVAC), electrical, monitoring, fluids, etc., will be shut down and drained/de-energized. This will allow securing of the process, laboratory, and office areas of the facility. After that, the facility will be operated at a level commensurate with its surveillance needs while awaiting D&D. The implementation costs for FY 1995 through FY 1998 for the transition activities are estimated to be $1,070K, $2,115K, $2,939K, and $4,762K, respectively. Costs include an assumed company overhead of 20% and a 30% out year contingency.

The 2010 Oil Spill: Criminal Liability Under Wildlife Laws
This report highlights the possible ways to prosecute those who caused the 2010 oil spill in the Gulf of Mexico. The report suggests that prosecution can be done under laws such as the ESA (Endangered Species Act) or the MMPA (Marine Mammal Protection Act) both of which provide for civil and criminal punishment. However, the most likely law to be used will be the MBTA (Migratory Bird Treatment Act) which makes it a crime to kill migratory birds. The report suggests that the MBTA would be the best method to prosecute for criminal liability.

2012 SRNL-EM VANE RHEOLOGY RESULTS
The vane method has been shown to be an effective tool in measuring the yield stress of both settled and mixed slurries in laboratory bench scale conditions in supporting assessments of both actual and simulant waste slurries. The vane has also been used to characterize dry powders and granular solids, the effect of non-cohesive solids with interstitial fluids and used as a guide to determine if slip is present in the geometries typically used to perform rheological flow curve measurements. The vane has been extensively characterized for measuring the shear strength in soils in both field and laboratory studies. The objectives for this task are: Fabricate vane instrument; Bench top testing to further characterize the effect of cohesive, non-cohesive, and blends of cohesive/non-cohesive simple simulants; Data from measurement of homogenized and settled bed of Kaolin sludge and assessment of the technology. In this document, the assessment using bench scale measurements of non-cohesive materials (beads) and cohesive materials (kaolin) is discussed. The non-cohesive materials include various size beads and the vane was assessed for depth and deaeration (or packing) via tapping measurements. 21st Century Locomotive Technology: Quarterly Technical Status Report 6 DOE/AL68284-TSR06
Experimental work to map the performance of the High Pressure Common Rail (HPCR) system on a locomotive is in progress. The experimental trends agree with KIVA modeling predictions. Injection optimization is in progress. Electrically-assisted turbocharger modeling was used to study passenger locomotive performance improvements. Energy storage cycling life testing began, and an improved battery state algorithm was determined. The hybrid locomotive energy storage was prepared for energy management system algorithm testing. Progress in reliable methods for computing optimal driving plans, and methods to reduce the complexity of the necessary optimization are reported.

242A Distributed Control System Year 2000 Acceptance Test Report
This report documents acceptance test results for the 242-A Evaporator distributive control system upgrade to D/3 version 9.0-2 for year 2000 compliance. This report documents the test results obtained by acceptance testing as directed by procedure HNF-2695. This verification procedure will document the initial testing and evaluation of the potential 242-A Distributed Control System (DCS) operating difficulties across the year 2000 boundary and the calendar adjustments needed for the leap year. Baseline system performance data will be recorded using current, as-is operating system software. Data will also be collected for operating system software that has been modified to correct year 2000 problems. This verification procedure is intended to be generic such that it may be performed on any D/3{trademark} (GSE Process Solutions, Inc.) distributed control system that runs with the VMSTM (Digital Equipment Corporation) operating system. This test may be run on simulation or production systems depending upon facility status. On production systems, DCS outages will occur nine times throughout performance of the test. These outages are expected to last about 10 minutes each.
