On January 7, 1983, President Reagan signed into law the Nuclear Waste Policy Act (NWPA), 42 U.S.C. {section} 10101 et seq. As part of the Act, the Congress of the United States authorized construction of a permanent deep geologic repository in an effort to solve the nation's problem with disposal of spent nuclear fuel and high-level radioactive waste. Congress also directed the Department of Energy (DOE) to study the need for and feasibility of constructing a monitored retrievable storage (MRS) facility. Also in late April of 1985, the State of Tennessee was informed that three potential sites for the MRS had been selected in Tennessee. The locations included the site of the abandoned Clinch River Breeder Reactor Project, a site on DOE's Oak Ridge Reservation, and the site of the abandoned Hartsville nuclear power plant. This report covers the legal aspects of the potential project completed during the period September 1, 1985--November 30, 1985.

This note is an update to the muon calculations presented in CN-221 and takes into account: (1) a more complete muon production and transport model, including an estimate of wide angle production based on experimental data, (2) additional earth shielding that will be added on top and both sides of the 2/3 tunnel areas, and (3) a detailed analysis of the earth profile as it pertains to shielding in the direction of the SLAC site boundary. The highest annual dose at the SLAC boundary is found to be 13 mrem/year (4000 hours of operation at 50 kW), and this occurs at a horizontal angle of 0 degrees and a vertical angle of 3.6 degrees relative to the incident beam direction. Although the shielding criteria is 10 mrem/year at the site boundary, the radiation transport model becomes somewhat conservative at large distances from the shield, which should bring the 13 mrem/year number actually well below the criteria. This point is also about 28 feet above the roadway. Extension of this line may strike the ground in the Christmas tree farm beyond the SLAC boundary but there will be additional attenuation due to distance. This report summarizes progress on work performed in the Remote Engineering group at Rocky Flats from January to December 1984. Remote Engineering's goals in all 1984 projects were to help increase production capacity, reduce radiation exposure, improve operation safety, improve product quality, or alleviate material-accounting errors. To convert manual operations to automated operations, Remote Engineering provided design, fabrication, and assembly of new equipment for varied plant operations. Seventeen separate projects were handled by Remote Engineering in 1984. Four of the projects automate related operations in Building 559, the Chemical Analytical Laboratory. In Building 559, the following operations needed mechanizing: Sample Cutting, Storage and Retrieval, Pneumatic Transfer System, and Chemical Operations Robotic System. Remote Engineering has completed the design of the hot-dip zinc-galvanizing furnace, and Maintenance will complete the assembly and installation. Three systems are in production use but are still undergoing development: the Unimate robot, the Laser Marker, and the Ingot Gripper. The Plutonium Oxide/Skull-Burn Furnace is awaiting installation. The other projects are at various states of design and development. These reports reflect the status of the projects as they existed December 31, 1984, except the Future Work sections which were updated August 27, 1985.

The High-Yield Lithium-Injection Fusion Energy (HYLIFE) concept to convent inertial confinement fusion energy into electric power has undergone intensive research and refinement at LLNL since 1978. This paper reports on the final HYLIFE design, focusing on five major areas: the HYLIFE reaction chamber (which includes neutronics, liquid-metal jet-array hydrocynamics, and structural design), supporting systems, primary steam system and balance of plant, safety and environmental protection, and costs. An annotated bibliography of reports applicable to HYLIFE is also provided. We conclude that HYLIFE is a particularly viable concept for the safe, clean production of electrical energy. The liquid-metal jet array, HYLIFE's key design feature, protects the surrounding structural components from x-rays, fusion fuel-pellet debris, neutron damage and activation, and high temperatures and stresses, allowing the structure to last for the plant's entire 30-year lifetime without being replaced. 127 refs., 18 figs.

Sixteen waste drums, containing six categories of plutonium-contaminated waste, were monitored for venting and gas generation for six months. The venting devices tested appeared adequate to relieve pressure and prevent hydrogen accumulation. Most of the gas generation, primarily H2 and CO2, was due to radiolytic decomposition of the hydrogenous wastes. Comparison of the gas yields with those obtained previously in laboratory tests showed very reasonable agreement with few exceptions.
