3(omega) Damage: Growth Mitigation

The design of high power UV laser systems is limited to a large extent by the laser-initiated damage performance of transmissive fused silica optical components. The 3{omega} (i.e., the third harmonic of the primary laser frequency) damage growth mitigation LDRD effort focused on understanding and reducing the rapid growth of laser-initiated surface damage on fused silica optics. Laser-initiated damage can be discussed in terms of two key issues: damage initiated at some type of precursor and rapid damage growth of the damage due to subsequent laser pulses. The objective of the LDRD effort has been the elucidation of laser-induced damage processes in order to quantify and potentially reduce the risk of damage to fused silica surfaces. The emphasis of the first two years of this effort was the characterization and reduction of damage initiation. In spite of significant reductions in the density of damage sites on polished surfaces, statistically some amount of damage initiation should always be expected. The early effort therefore emphasized the development of testing techniques that quantified the statistical nature of damage initiation on optical surfaces. 3(omega) Power Balance Procedure on the NIF

This document defines the detailed NIF full system shot procedure to obtain 8% power balance as specified by the SDR002 3.2.1.04. Because the 48 quads of the NIF will be set up over a period of five years, obtaining power balance will naturally be accomplished in two steps. First, as each quad is brought online, the four laser beams within each quad will be tuned by setting the PABTS splitter ratios so that each beam will give the same laser power on target during low energy square pulse shots. During the quad activation period all of the technical tools and procedures will be developed that are needed for attaining full laser power balance. After the initial settings of the 48 PABTS, if no other tuning is done the overall NIF power balance is expected to be about <15%. In the second step, an iteration procedure with approximately 18 full laser system shots will be needed to obtain 8% power balance by tuning out the remaining systematic differences among the quads to an acceptable small difference of 2% rms (at 3{omega}). 3 Plant Radiation Study Interim Report #5- Part II Data on Gamma Shielding of Special Plutonium Samples

The calculation of shielding the thickness for plutonium is complicated by the many different energies represented in the gamma radiation emitted during decay of the plutonium isotopes. Dose rate predictions are also frequently confused by gamma from varying content of fission product impurities in the plutonium, as well as other gamma radiation induced through alpha and neutron particle absorption within the source material or its environment. After assumptions are made for these many factors the radiation data for shielding determination is still frequently inadequate because of wide variations in dose rates resulting from self-absorption. The degree if self-shielding is in turn dependent on nature of the plutonium compound, degree of compactness, weight, and over-all geometrical distribution of the source material. By preparing a variety of plutonium samples representing combinations of these varying factors, actual dose rates and gamma spectra, as obtained from them, can then be extrapolated for application to specific situations.

The 9/11 Commission and a National Counterterrorism Center: Issues and Options for Congress

This report examines a number of issues as Congress considers codification of an NCTC. One issue is whether the centralization remedy the commission has recommended fits the problems associated specifically with the 9/11 intelligence failure, and perhaps more broadly, the systematic maladies affecting the Intelligence Community. There are at least four options for congressional consideration: (1) NCTC with intelligence and operational planning duties, (2) NCTC restricted to an intelligence role, (3) NCTC restricted to an operational planning role, and (4) status quo plus-viewing the newly forming collected entity as a pilot potential NCTC. As one of its 41 recommendations, the 9/11 Commission recommended the creation of a National Counterterroism Center (NCTC).

9/11 Commission Recommendations: The Senate Confirmation Process for Presidential Nominees

On July 22, 2004, the National Commission on Terrorist Attacks Upon the United States, known as the 9/11 Commission, issued its final report, detailing the events up to and including the September 11, 2001 terrorist attacks upon the United States. The 9/11 Commission recommended that the Senate adopt rules requiring hearings and votes to confirm or reject national security nominees within 30 days of their submission at the start of each new presidential administration. Implementing the commission's proposal would involve imposing new restrictions on both the power of committee chairs to control the agenda of their committees and the rights of Senators to delay or block nominations through holds and extended debate. This report discusses in detail this proposal, how it could be implemented, and the potential effects of its implementation.

12.6 keV Kr K-alpha X-ray Source For High Energy Density Physics Experiments

A high contrast 12.6 keV Kr K{alpha} source has been demonstrated on the petawatt-class Titan laser facility. The contrast ratio (K{alpha} to continuum) is 65, with a competitive ultra short pulse laser to x-ray conversion efficiency of 10{sup -5}. Filtered shadowgraphy indicates that the Kr K{alpha} and K{beta} x-rays are emitted from a roughly 1 x 2 mm emission volume, making this source suitable for area backlighting and scattering. Spectral calculations indicate a typical bulk electron temperature of 50-70 eV (i.e. mean ionization state 13-16), based on the observed ratio of K{alpha} to K{beta}. Kr gas jets provide a debris-free high energy K{alpha} source for time-resolved diagnosis of dense matter.
