Conceptual Design for Consolidation TCAP

Two alternate Thermal Cycling Absorption Process (TCAP) designs have been developed for the Tritium Facility Modernization and Consolidation (TFM and C) Project. The alternate designs were developed to improve upon the existing Replacement Tritium Facility (RTF) TCAP design and to eliminate the use of building distributed hot and cold nitrogen system.A brief description of TCAP theory and modeling is presented, followed by an overview of the design criteria for the Isotope Separation System (ISS). Both designs are described in detail, along with a generic description of the complete TCAP system. A design is recommend for the Consolidation Project, and a development plan for both designs is proposed.

Rare B decays, mixing and cp violation at the Fermilab Tevatron

Over two decades since its discovery at Fermilab in 1977, the b quark has become an important laboratory for the exploration of the Standard Model as well as a potential window beyond it. Its kinematic properties, its large mass and long lifetime, and its large production cross section in hadron collisions, make it an excellent subject of study at the Tevatron {bar p}p collider. In this article, we will review recent results from CDF and D0 in two categories of tests of the Standard Model: the search for rare b decays, and the measurement of asymmetry parameters related to B{sup 0} meson mixing and CP violation. The detectors have been described elsewhere. The data for the results presented here are from the 1992-96 collider run, representing at each experiment, approximately 100 pb{sup -1} of integrated luminosity at {radical}s = 1.8 TeV.

c-axis twist Bi{sub 2}Sr{sub 2}CaCu{sub 2}O{sub 8+{delta}} josephson junctions : a new phase-sensitive test of order parameter symmetry.

Li et al. found that the critical current density J{sub c}{sup J} across atomically clean c-axis twist junctions of Bi{sub 2}Sr{sub 2}Ca Cu{sub 2}O{sub 8+{delta}} is the same as that of the constituent single crystal, J{sub c}{sup S}, independent of the twist angle {phi}{sub 0}, even at T{sub c}. They investigated theoretically if a d{sub x{sup 2}-y{sup 2}}-wave order parameter might twist by mixing in d{sub xy} components, but find that such twisting cannot possibly explain the data near to T{sub c}. Hence, the order parameter contains an s-wave component, but not any d{sub x{sup 2}-y{sup 2}}-wave component. In addition, the c-axis Josephson tunneling is completely incoherent. They also propose a c-axis junction tricrystal experiment which does not rely upon expensive substrates.

Workshop Summary -- Accelerator Issues

As we enter the high energy regime covered by RHIC and HERA, depolarization effects become strong, so that depolarization resonances begin to overlap. As a result, the ''good old days'' of the ZGS and AGS--when techniques for dealing with isolated resonances were sufficient--are now in the past, and a new generation of spin dynamics questions have to be addressed and new techniques have to be developed. Exciting results were presented at this workshop ranging from the recent rapid R&D advances on polarized H- sources to deeper understanding of the subtle spin dynamics involving Siberian snakes. This summary is an attempt to give some of the highlights.

A Parametric Analysis of Solidification in Y(Fe,Ni,Cr)-Nb-C Alloys

A parametric analysis is presented which summarizes the amount of total ({gamma}/NbC + {gamma}/Laves) and individual {gamma}/NbC and {gamma}/Laves constituents which form during solidification of {gamma}{sub (Fe,Ni,Cr)} alloys with variations in nominal Nb and C contents. Calculated results are presented for Fe base alloys and Ni base alloys. The results provide a quantitative rationale for understanding the relation between alloy composition and solidification microstructures and should provide useful insight into commercial alloys of similar composition.

This paper details the application of a standard physical security system design process to a US Border Port of Entry (PoE) for vehicle entry/exit. The physical security design methodology is described as well as the physical security similarities to facilities currently at a US Border PoE for vehicles. The physical security design process description includes the various elements that make up the methodologies well as the considerations that must be taken into account when dealing with system integration of those elements. The distinctions between preventing unlawful entry/exit of illegal contraband and personnel are described. The potential to enhance the functions of drug/contraband detection in the Pre-Primary Inspection area through the application of emerging technologies are also addressed.

The Uranium Industry Annual 1998 (UIA 1998) provides current statistical data on the US uranium industry`s activities relating to uranium raw materials and uranium marketing. It contains data for the period 1989 through 2008 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data provides a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Data on uranium raw materials activities for 1989 through 1998, including exploration activities and expenditures, EIA-estimated reserves, mine production of uranium, production of uranium concentrate, and industry employment, are presented in Chapter 1. Data on uranium marketing activities for 1994 through 2008, including purchases of uranium and enrichment services, enrichment feed deliveries, uranium fuel assemblies, filled and unfilled market requirements, and uranium inventories, are shown in Chapter 2. The methodology used in the 1998 survey, including data edit and analysis, is described in Appendix A. The methodologies for estimation of resources and reserves are described in Appendix B. Environmental Measurement-While-Drilling System for Real-Time Field Screening of Contaminants

Sampling during environmental drilling is essential to fully characterize the spatial distribution and migration of near surface contaminants. However, analysis of the samples is expensive and time-consuming: off-site laboratory analysis can take weeks or months. An alternative screening technology, Environmental Measurement-While-Drilling (EMWD), could save money and valuable time by quickly distinguishing between contaminated and uncontaminated areas. Real time measurements provided by an EMWD system enable on-the-spot decisions to be made regarding sampling strategies. The system also enhances worker safety and provides the added flexibility of being able to steer a drill bit in or out of hazardous zones.

A Convergence Analysis of Unconstrained and Bound Constrained Evolutionary Pattern Search

The authors present and analyze a class of evolutionary algorithms for unconstrained and bound constrained optimization on R{sup n}: evolutionary pattern search algorithms (EPSAs). EPSAs adaptively modify the step size of the mutation operator in response to the success of previous optimization steps. The design of EPSAs is inspired by recent analyses of pattern search methods. They show that EPSAs can be cast as stochastic pattern search methods, and they use this observation to prove that EpSAs have a probabilistic weak stationary point convergence theory. This work provides the first convergence analysis for a class of evolutionary algorithms that guarantees convergence almost surely to a stationary point of a nonconvex objective function.

To improve the processing of 3Z valve pistons in LF7 assemblies, material qualities are being investigated. After a review of the fracture toughness curve, it was noted that a change of a few degrees variation from the 900 F called for by the drawing would affect the fracture toughness of the product. After this observation it was decided to determine how close to the 900 F the parts were heat-treated. The subsequent study indicated that Federal Manufacturing & Technologies (FM&T) equipment held the product at 900 F {+-} 1.8 F.

Correlating radiation exposure with embrittlement: Comparative studies of electron- and neutron-irradiated pressure vessel alloys

Comparative experiments using high energy (10 MeV) electrons and test reactor neutrons have been undertaken to understand the role that primary damage state has on hardening (embrittlement) induced by irradiation at 300 C. Electrons produce displacement damage primarily by low energy atomic recoils, while fast neutrons produce displacements from considerably higher energy recoils. Comparison of changes resulting from neutron irradiation, in which nascent point defect clusters can form in dense cascades, with electron irradiation, where cascade formation is minimized, can provide insight into the role that the in-cascade point defect clusters have on the mechanisms of embrittlement. Tensile property changes induced by 10 MeV electrons or test reactor neutron irradiations of unalloyed iron and an Fe-O.9 wt.% Cu-1.0 wt.% Mn alloy were examined in the damage range of 9.0 x 10{sup {minus}5} dpa to 1.5 x 10{sup {minus}2} dpa. The results show the ternary alloy experienced substantially greater embrittlement in both the electron and neutron irradiate samples relative to unalloyed iron. Despite their disparate nature of defect production similar embrittlement trends with increasing radiation damage were observed for electrons and neutrons in both the ternary and unalloyed iron.

Assessing the disposal of wastes containing NORM in nonhazardous waste landfills

In the past few years, many states have established specific regulations for the management of petroleum industry wastes containing naturally occurring radioactive material (NORM) above specified thresholds. These regulations have limited the number of disposal options available for NORM-containing wastes, thereby increasing the related waste management costs. In view of the increasing economic burden associated with NORM management, industry and regulators are interested in identifying cost-effective disposal alternatives that still provide adequate protection of human health and the environment. One such alternative being considered is the disposal of NORM-containing wastes in landfills permitted to accept only nonhazardous wastes. The disposal of petroleum industry wastes containing radium-226 and lead-210 above regulated levels in nonhazardous landfills was modeled to evaluate the potential radiological doses and associated health risks to workers and the general public. A variety of scenarios were considered to evaluate the effects associated with the operational phase (i.e., during landfill operations) and future use of the landfill property. Doses were calculated for the maximally exposed receptor for each scenario. This paper presents the results of that study and some conclusions and recommendations drawn from it.

Temperature dependence of ion irradiation induced amorphization of zirconolite

Zirconolite is one of the major host phases for actinides in various wasteforms for immobilizing high level radioactive waste (HLW). Over time, zirconolite's crystalline matrix is damaged by {alpha}-particles and energetic recoil nuclei recoil resulting from {alpha}-decay events. The cumulative damage caused by these particles results in amorphization. Data from natural zirconolites suggest that radiation damage anneals over geologic time and is dependant on the thermal history of the material. Proposed HLW containment strategies rely on both a suitable wasteform and geologic isolation. Depending on the waste loading, depth of burial, and the repository-specific geothermal gradient, burial could result in a wasteform being exposed to temperatures of between 100--450 C. Consequently, it is important to assess the effect of temperature on radiation damage in synthetic zirconolite. Zirconolite containing wasteforms are likely to be hot pressed at or below 1,473 K (1,200 C) and/or sintered at or below 1,623 K (1,350 C). Zirconolite fabricated at temperatures below 1,523 K (1,250 C) contains many stacking faults. As there have been various attempts to link radiation resistance to structure, the authors decided it was also pertinent to assess the role of stacking faults in radiation resistance. Pb(Mg{sub 1/3}Nb{sub 2/3})O{sub 3}-PbTiO{sub 3} thin films synthesized by metalorganic chemical vapor deposition

Metalorganic chemical vapor deposition was used to synthesize epitaxial Pb(Mg{sub 1/3}Nb{sub 2/3})O{sub 3}{minus}PbTiO{sub 3} films on SrTiO{sub 3} and SrRuO{sub 3}/SrTiO{sub 3} substrates, using solid Mg(DPM){sub 2} as the Mg precursor. Depositing conditions have been identified under which phase-pure perovskite PMN-PT may be grown. In contrast, in lead-poor environments, an additional second phases of a disordered magnesium-niobium oxide has tentatively been identified. X-ray diffraction and selected area electron diffraction indicate a cube-on-cube orientation relationship between film and substrate, with a (001) rocking curve width of 0.1{degree}, and in-plane mosaic of 0.8{degree}. The rms surface roughness of a 200nm thick PMN film on SrTiO{sub 3} was 2 to 3 nm as measured by scanned probe microscopy. The zero-bias dielectric constant and loss measured at room temperature and 10 kHz for a 350 nm thick pure PMN film on SrRuO{sub 3}/SrTiO{sub 3} were 1100 and 2%, respectively. Small-signal permittivity ranged from 900 to 1400 depending on deposition conditions and Ti content; low values for the dielectric loss between 1 and 3% were determined for all specimens. Here the authors report on growth conditions and the initial structural and dielectric characterization of these samples.

Rapid Risk-Based Evaluation of Competing Conceptual Designs

In this paper, the authors have shown how a qualitative analysis can provide good input to a risk reduction design problem. Traditionally qualitative analyses such as the FMEA can be supplemented by qualitative fault trees and event trees to produce logic models of the accident sequences for the different design options. These models can be compared using rule-based manipulations of qualitative branch point probabilities. A qualitative evaluation of other considerations such as collateral safety effects, operational impacts and worker-safety impacts can provide a more complete picture of the trade-off between options. The authors believe that their risk-reduction analysis approach that combines logic models with qualitative and possibility metrics provides an excellent tool for incorporating safety concerns rapidly and effectively into a conceptual design evaluation.

Development of wear-resistant coatings for cobalt-base alloys

The level of nuclear plant radiation exposure due to activated cobalt wear debris could potentially be reduced by covering the cobalt-base materials with a wear resistant coating. Laboratory pin-on-disc and rolling contact wear tests were used to evaluate the wear performance of several coatings. Based on the results of these tests, multilayer Cr-nitride coatings and ion nitriding are the most promising approaches.

Absolute CH radical concentrations in rich low-pressure methane-oxygen-argon flames via cavity ringdown spectroscopy of the A transition

We measure cavity ringdown spectra of the A{sup 2}{Delta}-X{sup 2}II transition of the methylidyne (CH) radical in a series of rich low-pressure methane-oxygen-argon flames and demonstrate that the technique is sensitive, quantitative, and straightforward in its implementation and interpretation. As a line-of-sight technique, it complements imaging techniques, such as planar laser-induced fluorescence. Our results generally agree with chemical kinetic models for methane oxidation that have appeared in the literature, but suggest some refinements are necessary. Additional examination of the CH + O{sub 2} reaction rate as a function of temperature is advised. Our results are consistent with those of Derzy et al. using the C{sup 2}{Sigma}{sup +}-X{sup 2}II transition for stoichiometric, low-pressure flames which include nitrogen. Our results for rich flames, as with earlier experiments for singlet methylene, suggest that flame chemical kinetic models need to be adjusted to account for flame chemistry for stoichiometries richer than {phi} = 1.5.

Evaluation of plasma-sprayed CoS{sub 2} cathodes for thermal batteries

Conventional electroactive stack components in thermal batteries are constructed from pressed-powder parts. These include the anode, separator, and cathode pellets (discs). Pressing parts that are less than 0.010 inch thick is difficult. The use of plasma spray to deposit thin CoS{sub 2} cathode films onto a stainless steel substrate was examined as an alternative to pressed-powder cathodes. The plasma-sprayed electrodes were tested in single cells under isothermal conditions and constant-current discharge over a temperature range of 400 C to 550 C using standard LiSi anodes and separators based on the LiCl-KCl eutectic. Similar tests were conducted with cells built with conventional pressed-powder cathodes, which were tested under the same conditions for comparative purposes. This paper presents the results of those tests.

Spectroscopy of selected fission fragments

The spectroscopy of nuclei produced as fragments in the fission process has been undertaken using the EUROGAM II {gamma}-ray multidetector array. The first experiment involved a spontaneously fissioning {sup 248}Cm source and produced neutron-rich nuclei. The data analysis concentrated on the odd-A Ce isotopes and the present contribution details the structure of {sup 151}Ce which results from the strong coupling of the odd neutron to the core. The results of a preliminary analysis of the yrast structure of {sup 138}Te will also be given. In a second experiment performed at the VIVITRON accelerator in Strasbourg, nuclei on the neutron-rich side of the valley of stability were produced via the {sup 28}Si + {sup 176}Yb reaction at 145 MeV bombarding energy. The level schemes of {sup 99}Mo, {sup 101}Tc and {sup 103}Ru have been extended to high spins ({approximately} 20h). Two new high lying structures in {sup 101}Tc are explained with the help of cranked shell model calculations.

In this paper, we report initial test results of a four-bounce Bragg reflection X-ray interferometer at 7.46 keV and, for the first time to our knowledge, at the higher energy of 14.91 keV where the spectral acceptance is much smaller.

Trends in the use of digital technology for control and regulation of power supplies.

Since the availability of computers, accelerator power supplies have relied on digital technology in some way, from such simple tasks as turning the supplies on and off to the supplying of computer-controlled references. However, advances in digital technology, both in performance and cost, allow considerably more than simple control and monitoring. This, coupled with increasing demand for higher performance and monitoring capabilities, has made it appealing to integrate such technology into power supply designs. This paper will review current trends in the use of such advanced technology as embedded DSP controllers, and the application of real-time algorithms to the regulation and control of power supplies for accelerators and other large-scale physics applications.

Relationships between stress corrosion cracking tests and utility operating experience

Several utility steam generator and stress corrosion cracking databases are synthesized with the view of identifying the crevice chemistry that is most consistent with the plant cracking data. Superheated steam and neutral solution environments are found to be inconsistent with the large variations in the observed SCC between different plants, different support plates within a plant, and different crevice locations. While the eddy current response of laboratory tests performed with caustic chemistries approximates the response of the most extensively affected steam generator tubes, the crack propagation kinetics in these tests differ horn plant experience. The observations suggest that there is a gradual conversion of the environment responsible for most steam generator ODSCC from a concentrated, alkaline-forming solution to a progressively more steam-enriched environment.
