CSER-98-002: Criticality analysis for the storage of special nuclear material sources and standards in the WRAP Facility

The Waste Receiving and Processing (WRAP) Facility will store uranium and transuranic (TRU) sources and standards for certification that WRAP meets the requirements of the Quality Assurance Program Plan (QAPP) for the Waste Isolation Pilot Plant (WIPP). In addition, WRAP must meet internal requirements for testing and validation of measuring instruments for nondestructive assay (NDA). In order to be certified for WIPP, WRAP will participate in the NDA Performance Demonstration Program (PDP). This program is a blind test of the NDA capabilities for TRU waste. It is intended to ensure that the NDA capabilities of this facility satisfy the requirements of the quality assurance program plan for the WIPP. The PDP standards have been provided by the Los Alamos National Laboratory (LANL) for this program. These standards will be used in the WRAP facility. To internally check the accuracy and sensitivity of the NDA instruments, a further set of sources and standards will also be used by the facility. Each sealed source or standard will be referred to herein as a unit. The Landlord Project consists of the following facilities systems: steam, water, liquid sanitary waste, electrical distribution, telecommunication, sanitary landfill, emergency services, general purpose offices, general purpose shops, general purpose warehouses, environmental supports facilities, roads, railroad, and the site land. The Keystone Center began its work with the Environmental Management Science Program (EMSP) in May, 1996, when The Center agreed to design, organize, and facilitate stakeholder meetings at two DOE sites: Savannah River and Hanford. These meetings were held June 24--25, 1996 for the purpose of discussing the role of EMSP in constructing a site-specific basic research agenda that maps site cleanup needs to basic science areas. Summaries of the discussions from these meetings as well as lists of the stakeholders who were invited are included as Attachment 1. In August/September 1996, the Keystone Center was asked to convene two additional site meetings using funds that remained in their contract. These meetings were held in October 1996 at Oak Ridge and Idaho National Engineering Laboratory. Summaries from these meetings and participant lists are included as Attachment 2.

The authors discuss the design of hypre, an object-oriented library for the solution of extremely large sparse linear systems on parallel computers. The mathematical emphasis of hypre is on modern powerful and scalable preconditioners. The design of hypre allows it to be used as both a solver package and a framework for algorithm development. The object model used for hypre is more general and flexible than the current generation of solver libraries.

Laser damage performance of fused silica optical componets measured on the beamlet laser at 35nm

A statistics-based model is being developed to predict the laser-damage-limited lifetime of UV optical components on the NIF laser. In order to provide data for the model, laser damage experiments were performed on the Beamlet laser system at LLNL (aperture: 34 cm x 34 cm). Three prototype NIF focus lenses were exposed to 351 nm pulses (1.5 ns or 3 ns) during four experimental campaigns, each consisting of 23 to 38 pulses at NIF relevant fluences. Each lens was sol-gel AR coated and all laser exposures were performed in a vacuum environment. Through inspections of the lens before, during and after the campaigns, pulse-to-pulse damage growth rates were measured for damage initiating both on the surfaces and at bulk inclusions. Radial growth rates measured for rear surface damage was typically 10x higher than that measured in the bulk or at the front surface. No significant correlation of growth rate to precursor type was indicated. For 5 J/cm², 3 ns pulses the typical radial growth rate was nominally 20 µm/pulse. Average growth rates measured on three lenses made by two manufacturers were in good agreement. Automated damage test facilities for materials development and production optic quality assurance at Lawrence Livermore National Laboratory

The Laser Program at LLNL has developed automated facilities for damage testing optics up to 1 meter in diameter. The systems were developed to characterize the statistical distribution of localized damage performance across large-aperture National Ignition Facility optics. Full aperture testing is a key component of the quality assurance program for several of the optical components. The primary damage testing methods used are R:1 mapping and raster scanning. Automation of these test methods was required to meet the optics manufacturing schedule. The automated activities include control and diagnosis of the damage-test laser beam as well as detection and characterization of damage events.

Single-beam photothermal microscopy - a new diagnostic tool for optical materials

A novel photothermal microscopy (PTM) is developed which uses only one laser beam, working as both the pump and the probe. The principle of this single-beam PTM is based on the detection of the second harmonic component of the laser modulated scattering (LMS) signal. This component has a linear dependence on the optical absorptance of the tested area and a quadratic dependence on the pump laser power. Using a pump laser at the wavelengths of 514.5- and 532-nm high-resolution photothermal scans are performed for polished fused silica surfaces and a HfO{sub 2}/SiO{sub 2} multilayer coatings. The results are compared with those from the traditional two-beam PTM mapping. It is demonstrated that the single-beam PTM is more user-friendly (i.e. no alignment is needed) than conventional two-beam PTM and, offers a higher spatial resolution for defect detection.

Effects of Wet Etch Processing on Laser-Induced Damage of Fused Silica Surfaces

Laser-induced damage of transparent fused silica optical components by 355 nm illumination occurs primarily at surface defects produced during the grinding and polishing processes. These defects can either be surface defects or sub-surface damage.Wet etch processing in a buffered hydrogen fluoride (HF) solution has been examined as a tool for characterizing such defects. A study was conducted to understand the effects of etch depth on the damage threshold of fused silica substrates. The study used a 355 nm, 7.5 ns, 10 Hz Nd:YAG laser to damage test fused silica optics through various wet etch processing steps. Inspection of the surface quality was performed with Nomarski microscopy and Total Internal Reflection Microscopy. The damage test data and inspection results were correlated with polishing process specifics. The results show that a wet etch exposes subsurface damage while maintaining or improving the laser damage performance. The benefits of a wet etch must be evaluated for each polishing process.

Enhanced adhesion for LIGA microfabrication by using a buffer layer

The present invention is an improvement on the LIGA microfabrication process wherein a buffer layer is applied to the upper or working surface of a substrate prior to the placement of a resist onto the surface of the substrate. The buffer layer is made from an inert low-Z material (low atomic weight), a material that absorbs secondary X-rays emissions from the substrate that are generated from the substrate upon exposure to a primary X-rays source. Suitable materials for the buffer layer include polyamides and polyimide. The preferred polyimide is synthesized from pyromellitic anhydride and oxydianiline (PMDA-ODA).

Ordering in classical Coulombic systems.

The author discusses the properties of classical Coulombic matter at low temperatures. It has been well known for some time [1,2] that infinite Coulombic matter will crystallize in body-centered cubic form when the quantity {Lambda} (the dimensionless ratio of the average two-particle Coulomb energy to the kinetic energy per particle) is larger than {approximately}175. But the systems of such particles that have been produced in the laboratory in ion traps, or ion beams, are finite with surfaces defined by the boundary conditions that have to be satisfied. This results in ion clouds with sharply defined curved surfaces, and interior structures that show up as a set of concentric layers that are parallel to the outer surface. The ordering does not appear to be cubic, but the charges on each shell exhibit a ''hexatic'' pattern of equilateral triangles that is the characteristic of liquid crystals. The curvature of the surfaces prevents the structures on successive shells from interlocking in any simple fashion. This class of structures was first found in simulations [3] and later in experiments [4].

Management of offshore wastes in the United States.

During the process of finding and producing oil and gas in the offshore environment operators generate a variety of liquid and solid wastes. Some of these wastes are directly related to exploration and production activities (e.g., drilling wastes, produced water, treatment workover, and completion fluids) while other types of wastes are associated with human occupation of the offshore platforms (e.g., sanitary and domestic wastes, trash). Still other types of wastes can be considered generic industrial wastes (e.g., scrap metal and wood, wastes paints and chemicals, sand blasting residues). Finally, the offshore platforms themselves can be considered waste materials when their useful life span has been reached. Generally, offshore wastes are managed in one of three ways--onsite discharge, injection, or transportation to shore. This paper describes the regulatory requirements imposed by the government and the approaches used by offshore operators to manage and dispose of wastes in the US.

Increasing Waterflood Reserves in the Wilmington Oil Field Through Improved Reservoir Characterization and Reservoir Management

The objectives of this quarterly report are to summarize the work conducted under each task during the reporting period January - March 1998 and to report all technical data and findings as specified in the "Federal Assistance Reporting Checklist". The main objective of this project is the transfer of technologies, methodologies, and findings developed and applied in this project to other operators of Slope and Basin Clastic Reservoirs. This project will study methods to identify sands with high remaining oil saturation and to recomplete existing wells using advanced completion technology. The identification of the sands with high remaining oil saturation will be accomplished by developing a deterministic three dimensional (3-D) geologic model and by using a state of the art reservoir management computer software. The wells identified by the geologic and reservoir engineering work as having the best potential will be logged with cased-hole logging tools. The application of the logging tools will be optimized in the lab by developing a rock-log model. This rock-log model will allow us to translate measurements through casing into effective porosity and hydrocarbon saturation. New Microscopic Model of the Staebler-Wronski Effect in Hydrogenated Amorphous Silicon

A new microscopic and kinetic model of light-induced metastability in hydrogenated amorphous silicon (a-Si:H) was recently proposed. Carrier recombination excites H from deep Si-H bonds into a mobile configuration, leaving a threefold-coordinated Si dangling bond (DB) defect at the site of excitation - a process long suspected to be an element of metastable DB production. Normally, mobile H are recaptured at DB defects and neither metastability nor net DB production results. However, when two mobile H collide, they form a metastable two-hydrogen complex and leave two spatially-uncorrelated Staebler-Wronski DBs. The model leads to differential equations describing the evolution of the mobile H and DB densities and a variety of new predictions. New directions for improving the stability of a-Si:H are discussed.

Stress corrosion cracking of Ni-base and Ti alloys under controlled potential

Susceptibility to stress corrosion cracking (SCC) of alloy C-22 and Ti Gr-12, two candidate alloys for the inner-container of the multi-barrier nuclear waste package, was evaluated by using the slow-strain-rate (SSR) test technique in a deaerated acidic brine (pH {approx} 2.70) at 90 C. The strain rate used was 3.3 x 10{sup {minus}6} sec{sup {minus}1}. Prior to being tested in the acidic brine, specimens of each alloy were pulled inside the test chamber in the dry condition at room temperature (RT). Then specimens were exposed to the test solution while being strained under different controlled electrochemical potentials. The magnitude of the controlled potential was selected based on the corrosion potential measured in the test solution prior to straining of the specimen. Results indicate that, for Ti Gr-12, the times to failure were significantly shorter compared to those for alloy C-22. Furthermore, Ti Gr-12 showed reduced ductility in terms of percent reduction in area and true fracture stress, as the controlled potential became more cathodic. Results also indicate that the time-to-failure and percent elongation reached the minimum values when Ti Gr-12 was tested under impressed potential of {minus}1162 mV. X-ray absorption near-edge spectroscopy of plutonium solid species.

We present XANES at the L{sub III} edge for four plutonium solid phases: Pu(III)F{sub 3}, Pu(IV)O{sub 2}, NaPu(V)O{sub 2}CO{sub 3}, and Ba{sub 3}Pu(VI)O{sub 6}. These correspond to the four important oxidation states in the process chemistry and environmental chemistry of plutonium. By a fitting method that uses an arc tangent function and gaussian curves, it was possible to reproducibly determine the edge energy and distinguish among the four oxidation states. These data demonstrate a 1.85 {+-} 0.20 eV shift per oxidation state.

Innovative regulatory approach for synthetic-based muds.

The oil and gas industry has historically used water-based muds (WBMs) and oil-based muds (OBMs) in offshore drilling operations. WBMs are less expensive and are widely used. Both the WBMs and the associated drill cuttings maybe discharged from the platform to the sea provided that U.S. Environmental Protection Agency (EPA) discharge limitations are met. In some wells, however, difficult drilling conditions may force a switch from a WBM to an OBM. Neither the OBM nor the associated drill cuttings may be discharged. The OBM is hauled to shore, where it is processed for reuse, while the associated cuttings are injected in a disposal well at the platform or hauled to shore to a disposal facility. Both of these options are expensive. Synthetic-based muds (SBMs) are drilling fluids that use synthetic organic chemicals as base fluids. SBMs were developed to replace OBMs in difficult drilling situations. SBMs are more expensive than OBMs; however, they have superior environmental properties that may permit the cuttings to be discharged on-site. Like OBMs, SBMs are hauled ashore for processing and reuse after the well is drilled. The existing national effluent limitations guidelines (ELGs) for the offshore industry do not include requirements for SBM-cuttings since SBMs …

The efficiency and stability of rotational magnetic suspension systems are enhanced by the use of high-temperature superconductor (HTS) magnetic bearings. Fundamental aspects of the HTS magnetic bearings and rotational magnetic suspension are presented. HTS cooling can be by liquid cryogen bath immersion or by direct conduction, and thus there are various applications and integration issues for cryocoolers. Among the numerous cryocooler aspects to be considered are installation; operating temperature; losses; and vacuum pumping.
