B plant transition project management plan

The mission of the B Plant Transition Project is to place B Plant and its ancillary facilities (referred to as B Plant throughout this document) in a safe and stable condition which requires minimal long term surveillance and maintenance (S&M), thereby reducing the risks associated with the current radiological and chemical inventory and the costs for S&M until disposition. Transition may include activities such as removal of stored radioactive and hazardous materials, safe shutdown of support systems such as electrical circuits and ventilation, and installation of new or modified systems required to support S&M for a 10 year period. The goal of this Project is to complete B Plant transition activities by September 30, 1998. During transition, the Waste Encapsulation and Storage Facility will be isolated from B Plant for stand alone operation. Upon completion of transition, B Plant will be turned over to the Office of Environmental Restoration (EM-40) for the S&M phase of B Plant decommissioning.

Human-machine interface (HMI) report for 241-SY-101 data acquisition [and control] system (DACS) upgrade study

This report provides an independent evaluation of information for a Windows based Human Machine Interface (HMI) to replace the existing DOS based Iconics HMI currently used in the Data Acquisition and Control System (DACS) used at Tank 241-SY-101. A fundamental reason for this evaluation is because of the difficulty of maintaining the system with obsolete, unsupported software. The DACS uses a software operator interface (Genesis for DOS HMI) that is no longer supported by its manufacturer, Iconics. In addition to its obsolescence, it is complex and difficult to train additional personnel on. The FY 1997 budget allocated $40K for phase 1 of a software/hardware upgrade that would have allowed the old DOS based system to be replaced by a current Windows based system. Unfortunately, budget constraints during FY 1997 has prompted deferral of the upgrade. The upgrade needs to be performed at the earliest possible time, before other failures render the system useless. Once completed, the upgrade could alleviate other concerns: spare pump software may be able to be incorporated into the same software as the existing pump, thereby eliminating the parallel path dilemma; and the newer, less complex software should expedite training of future personnel, and in the process, …

This report provides a summary of the radiological surveys performed in support of near-facility environmental monitoring at the Hanford Site. The Second Quarter 1997 survey results and the status of actions required are summarized below: All of the routine environmental radiological surveys scheduled during April, May, and June 1997, were performed as planned with the exception of UN-216-E-9. This site was not surveyed as stabilization activities were in progress. The sites scheduled for the Environmental Restorations Contractor (ERC) team were switched with those identified for the third quarter as there was a conflict with vegetation management activities.

Mechanical behavior of ultrahigh strength ultrahigh carbon steel wire and rod

Ultrahigh-carbon steels (UHCSS) can achieve very high strengths in wire or rod form. These high strengths result from the mechanical work introduced during wire and rod processing. These strengths have been observed to increase with carbon content. In wire form, tensile strengths approaching 6000 MPa are predicted for UHCS containing 1. 8%C. In this paper, we will discuss the influence of processing (including rapid transformation during wire patenting) and micros ct- ure on the mechanical behavior of UHCS wire. The tensile properties of as- extruded rods are described as a function of extrusion temperature and composition. For spheroidized steels, yield and ultimate tensile strength are a function of grain size, interparticle spacing and particle size. For pearlitic steels, yield and ultimate strength were found to be functions of colony size, carbide size and plate spacing and orientation. Alloying additions (such as C, Cr, Si, Al and Co) can influence the effect of processing on these microstructural features. For spheroidized steels, fracture was found to be a function of the size of coarse carbides and of composition.

Engineering study of the criticality issues associated with Hanford tank 241-Z-361

Tank 241-Z-361 is associated with the Plutonium Finishing Plant (PFP). Uncertainty about the contents of the tank have led to the declaration of an Unreviewed Safety Question (USQ) and the preparation of a Justification for Continued Operation (JCO) to address flammable gas and other authorization basis issued. A Criticality Safety Team was assembled to review old data, determine its validity, and reevaluate the tank. It was concluded that the tank has a sufficient margin of safety to allow opening, sampling, and other characterizing activities. The team concluded that a criticality in Tank 241-Z-361 was extremely unlikely.

Hanford Tanks Initiative mission analysis report

This mission analysis report for the Hanford Tanks Initiative (HTI) supports the Hanford Site`s Single-Shell Tank (SST) Waste Retrieval Program in its commitment to remove waste from the SSTs for treatment and final closure of the tanks. The results of the HTI will support the US Department of Energy`s (DOE) privatization of retrieval efforts. This report addresses the HTI problem statement: Alternative technologies to past practice sluicing (PPS) have not yet been demonstrated to remove the hard heel from a sluiced tank or to remove waste from a leaking SST. Nor have performance-based criteria for cleanout and closure been demonstrated to the degree necessary to validate them as technically and economically achievable. This report also defines the mission statement and mission boundaries; the known interfaces, both programmatic and project; the mission level requirements; the test and evaluation methodology; and measures of success.

CSER 97-008: 327 Building hot cell and SERF one-gallon can criticality analysis

This CSER gives the limits for the storage of one-gallon cans in the hot cells and the SERF in the 327 Building. The 327 Building is used to perform post irradiation testing of fissionable materials in remotely manipulated hot cells. Historically, scrap pieces of fuel cladding, cleanup materials, and other items have been placed into one-gallon paint cans for storage and ultimately disposal. These cans of materials had been assumed to contain no (or essentially no) fissionable materials, and therefore were not specifically controlled for material accountability. Recently, eight cans with high radiation levels were selected to be assayed for content. These cans contained from 0 to 2.5 grams of fissionable material, with an average of 1 gram per can. Since several of the hot cells contained a significant quantity of the cans, concerns were raised as to whether a CPS nonconformance had occurred, and should the cans have some limits for operation placed on them. This analysis is a response to the concerns raised, and gives guidance for incorporating operating limits for the one-gallon waste cans.

This document reports survey data collected from the U.S. Department of Energy, Richland Operations Office (DOE-RL), Project Hanford Management Contract (PHMC) companies, and the PHMC enterprise companies for purposes of characterizing the Hanford Local Area Network (HLAN) user profile. Telephone, radio, and pager data are also provided. The data reveal that job tasks of the 8,500 Hanford Site workers who use the HLAN are highly, if not completely, computer dependent. Employees use their computers as their pens and paper, calculators, drafting tables and communication devices. Fifty eight percent of the survey respondents predict 90 to 100% loss in productivity if they had no access to a computer. Additionally, 30% of the users felt they would have a 50 to 80% loss in productivity without computers; and more than 68 % use their computers between 4 and 8 hours per day. The profile also shows th at the software packages used most heavily are cc:Mail` the Windows version, Hanford Information, WordPerfece, Site Forms and Look-up. Use of Windows-based products is very high. Regarding the productivity tools that are seldom used, 49 % of the respondents say they ``never use`` the Hanford Help and Hints (HUH). Threshold detection in generalized non-additive signals and noise

The classical theory of optimum (binary-on-off) threshold detection for additive signals and generalized (i.e. nongaussian) noise is extended to the canonical nonadditive threshold situation. In the important (and usual) applications where the noise is sampled independently, a canonical threshold optimum theory is outlined here, which is found formally to parallel the earlier additive theory, including the critical properties of locally optimum Bayes detection algorithms, which are asymptotically normal and optimum as well. The important Class A clutter model provides an explicit example of optimal threshold envelope detection, for the non-additive cases of signal and noise. Various extensions are noted in the concluding section, as are selected references.

Subsurface sludge and/or surface coating material have been collected for four N Reactor fuel elements from K West Basin and one element from K East Basin. It is proposed that examinations of the fairly small volumes of recovered material proceed in order to identify the constituents and their potential impacts on fuel and sludge processing. Lists of potential examination techniques and material allocations are given in this report.

Mixing materials within zone boundaries using shape overlays

Shape overlays provide a means of statically imposing a physical region containing specified material properties onto a zoned mesh. In the most general case, material interface boundaries are unrelated to mesh zone boundaries, causing zones to contain a mixture of materials, and the mesh itself is not uniform in physical space. We develop and apply an algorithm for shape overlays on nonorthogonal, nonuniform meshes in two dimensions. Examples of shape generation in a multiblock uid dynamics code are shown.

Modeling single molecule detection probabilities in microdroplets. Final report

Optimization of molecular detection efficiencies is important for analytical applications of single molecule detection methods. In microdroplets some experimental limitations can be reduced, primarily because the molecule cannot diffuse away from the excitation and collection volume. Digital molecular detection using a stream of microdroplets has been proposed as a method of reducing concentration detection limits by several orders of magnitude relative to conventional measurements. However, the bending and reflection of light at the microdroplet`s liquid-air interface cause the illumination intensity and fluorescence intensity collected to be strongly dependent on the position of the molecule within the droplet. The goal is to model the detection of single molecules in microdroplets so that one can better understand and optimize detection efficiencies. In the first year of this modeling effort the authors studied the collection of fluorescence from unit-amplitude dipoles inside of spheres. In this second year they modified their analysis to accurately model the effects of excitation inhomogeneities, including effects of molecular saturation, motion of the droplet, and phase variations between the two counter-propagating waves that illuminate the droplet. They showed that counter-propagating plane wave illumination can decrease the variations in the intensity which excites the molecules. Also in this second year …
