This report provides information concerning the authority to impose sanctions, lists the 14 areas that have been subject to sanctions since 1990, describes their status as of October 1997, and discusses the role of sanctions and alternatives under the act.

With the end of the Cold War, the Strategic Arms Reduction Treaties (START), and other agreements, the United States and Russia have dramatically reduced their arsenals of nuclear weapons. As a result, each side has accumulated large stockpiles of plutonium, one of the principal materials used in nuclear warheads. The United States recently declared a holding of approximately 50 metric tons of weapons-usable plutonium excess to military needs. Even greater levels are believed to exist in Russia.

Terrorists, governments, and the media see the function, roles and responsibilities of the media when covering terrorist events from differing and often competing perspectives. Such perspectives drive behavior during terrorist incidents--often resulting in both tactical and strategic gains to the terrorist operation and the overall terrorist cause. The challenge to both the governmental and press communities is to understand the dynamics of terrorist enterprise and to develop policy options designed to serve the interests of government, the media, and the society.

A specialized information section cites sources on human rights, immigration, international organizations, military strengths, terrorism, and other topics. Included are titles of some of the most frequently consulted bibliographic sources that are available for use in many libraries. Electronic information on foreign countries is also provided, via the Internet, by agencies of the federal government, international organizations, and related sources. Included is a list of foreign chanceries located in Washington, D.C.
