Below-Cost Timber Sales: An Overview (open access)

Below-Cost Timber Sales: An Overview

The Forest Service sells some timber at prices that are less than the agency costs to administer the timber program. This report discusses these "below-cost" timber sales that have been debated by Congress for more than a decade, but no policy to address the issue has been adopted legislatively or administratively.

Defects and transport in mixed oxides. Progress report, October 1, 1993--December 20, 1994 (open access)

Defects and transport in mixed oxides. Progress report, October 1, 1993--December 20, 1994

The PI of this research program came to Cornell University from Hannover (Germany) in July 1987. Beginning in Fall 1987 a new research group and a new research facilities were built up at Cornell. The program {open_quotes}Defects and Transport in Mixed Oxides{close_quotes} was started in July 1988. The last progress report for this program was written on September 30, 1993 and submitted to DOE with the last renewal proposal. Significant progress has been made in the areas of: (i) the nonstoichiometry of quasi-binary spinels, (ii) the cation tracer diffusion in oxide solid solutions of the type (Fe,Me){sub 3{minus}{delta}}O{sub 4}, (iii) the Monte-Carlo simulation of the cation diffusion in spinel solid solutions, (iv) interdiffusion measurements in the spinel solution (Fe,Mn){sub 3{minus}{delta}}O{sub 4}, and (v) defect-related properties of Co{sub 1{minus}{delta}}O.

Design review plan for Multi-Function Waste Tank Facility (Project W-236A) (open access)

Design review plan for Multi-Function Waste Tank Facility (Project W-236A)

This plan describes how the Multi-Function Waste Tank Facility (MWTF) Project conducts reviews of design media; describes actions required by Project participants; and provides the methodology to ensure that the design is complete, meets the technical baseline of the Project, is operable and maintainable, and is constructable. Project W-236A is an integrated project wherein the relationship between the operating contractor and architect-engineer is somewhat different than that of a conventional project. Working together, Westinghouse Hanford Company (WHC) and ICF Karser Hanford (ICF KH) have developed a relationship whereby ICF KH performs extensive design reviews and design verification. WHC actively participates in over-the-shoulder reviews during design development, performs a final review of the completed design, and conducts a formal design review of the Safety Class I, ASME boiler and Pressure Vessel Code items in accordance with WHC-CM-6-1, Standard Engineering Practices.

Failure characterization of nodular defects in multi-layer dielectric coatings (open access)

Failure characterization of nodular defects in multi-layer dielectric coatings

Nodular defects in multi-layer dielectric coatings have been computer modeled to characterize the electro-mechanical responses to laser pulses with wavelengths of 1.06 {mu}m and pulse lengths between 1 and 20 ns. The simulation begins with an axisymmetric electric field model using AMOS, a full-wave Maxwell solver with lossy (dispersive) electric and magnetic material models. Electric fields calculated by this code determine the spatial distribution of absorbed laser energy in the vicinity of the nodule. This data is linked to a thermal/stress model and mechanical calculations are executed using the general purpose finite element code COSMOS/M. The simulation estimates the transient temperature response of the nodule and the surrounding medium and predicts the dynamic stresses caused by the thermal impulse. This integrated computer process has been exercised to characterize failure of nodules as a function of defect characteristics, including seed size and depth.

Key Foreign and Defense Policy Issues in the 104th Congress

The new post-Cold War world and the role of the United States will be shaped by action on a wide variety of foreign policy and defense issues. The 104th Congress will debate many of these issues and help determine the outcome as it considers the National Security Act proposed by House Republicans in the Contract with America and takes up bills on foreign policy and defense agencies, programs, and budgets.

Radiation effects in space: The Clementine I mission (open access)

Radiation effects in space: The Clementine I mission

The space radiation environment for the CLEMENTINE I mission was investigated using a new calculational model, CHIME, which includes the effects of galactic cosmic rays (GCR), anomalous component (AC) species and solar energetic particle (SEP) events and their variations as a function of time. Unlike most previous radiation environment models, CHIME is based upon physical theory and is {open_quotes}calibrated{close_quotes} with energetic particle measurements made over the last two decades. Thus, CHIME provides an advance in the accuracy of estimating the interplanetary radiation environment. Using this model we have calculated particle energy spectra, fluences and linear energy transfer (LET) spectra for all three major components of the CLEMENTINE I mission during 1994: (1) the spacecraft in lunar orbit, (2) the spacecraft during asteroid flyby, and (3) the interstate adapter USA in Earth orbit. Our investigations indicate that during 1994 the level of solar modulation, which dominates the variation in the GCR and AC flux as a function of time, will be decreasing toward solar minimum levels. Consequently the GCR and AC flux will be increasing during Y, the year and, potentially, will rise to levels seen during previous solar minimums. The estimated radiation environment also indicates that the AC will dominate …

Recommendation on changing interfaces of W-058 and W-236A

This position paper recommends changes to improve the interface between the Cross-Site Transfer System (Project W-058) and the Multi-Function Waste Tank Facility (Project W-236A) to handle planned waste retrieval and storage operations. Appendix A includes cost estimates and schedule impacts for each project. The cost estimates, schedule impacts, and this position paper will be the basis for writing a change request to formally implement these changes on Project W-236A and Project W-058/W-028. Recommendations are made on pipeline rerouting, pump and configuration, and flushing configuration.
