2-D Axisymmetric Line Transport

The methods used in the ALTAIR code for computing the transfer of spectral line radiation in two-dimensional axially-symmetric geometry are described. ALTAIR uses a variable-Eddington-tensor approach, in which the transfer equation of non-coherent line scattering is written in moment form, and the moments are closed with an assumed tensor relating the monochromatic pressure tensor and energy density; this Eddington tensor is obtained self-consistently using an accurate angle-dependent solution of the transfer equation. The finite element method for solving the moment system, and the discontinuous finite element method for solving the S{sub n} equation of transfer are described. Two applications of the method are discussed: line formation in uniform cylinders with different length-diameter ratios, and monochromatic transfer on an irregular x-y mesh (the Mordant test problem). 13 refs., 2 figs.

The 300 Kpc Long X-Ray Jet in PKS 1127-145, Z=1.18 Quasar: Constraining X-Ray Emission Models

We present a {approx} 100 ksec Chandra X-ray observation and new VLA radio data of the large scale, 300 kpc long X-ray jet in PKS 1127-145, a radio loud quasar at redshift z=1.18. With this deep X-ray observation we now clearly discern the complex X-ray jet morphology and see substructure within the knots. The X-ray and radio jet intensity profiles are seen to be strikingly different with the radio emission peaking strongly at the two outer knots while the X-ray emission is strongest in the inner jet region. The jet X-ray surface brightness gradually decreases by an order of magnitude going out from the core. The new X-ray data contain sufficient counts to do spectral analysis of the key jet features. The X-ray energy index of the inner jet is relatively flat with {alpha}{sub x} = 0.66 {+-} 0.15 and steep in the outer jet with {alpha}{sub x} = 1.0 {+-} 0.2. We discuss the constraints implied by the new data on the X-ray emission models and conclude that ''one-zone'' models fail and at least a two component model is needed to explain the jet's broad-band emission. 401(k) Plans: Other Countries' Experiences Offer Lessons in Policies and Oversight of Spend-down Options

A letter report issued by the Government Accountability Office with an abstract that begins "The six countries GAO reviewed can offer U.S. regulators lessons on how to expand access to a mix of spend-down options for 401(k) participants that meet various retirement needs. Five of the six countries generally ensure that participants can choose among three main plan options: a lump sum payment, a programmed withdrawal of participants' savings, or an annuity. In the last several decades, all the countries took steps to increase participant access to multiple spend-down options, with some first conducting reviews of participants' retirement needs that resulted in policy changes, as shown below. In the United States, 401(k) plans typically offer only lump sums, leaving some participants at risk of outliving their savings. The U.S. Departments of Labor (DOL) and the Treasury (Treasury) have begun to explore the possibility of expanding options for participants, but have not yet helped plan sponsors address key challenges to offering a mix of options through their plan."

3D-FFT for Signature Detection in LWIR Images

Improvements in analysis detection exploitation are possible by applying whitened matched filtering within the Fourier domain to hyperspectral data cubes. We describe an implementation of a Three Dimensional Fast Fourier Transform Whitened Matched Filter (3DFFTMF) approach and, using several example sets of Long Wave Infra Red (LWIR) data cubes, compare the results with those from standard Whitened Matched Filter (WMF) techniques. Since the variability in shape of gaseous plumes precludes the use of spatial conformation in the matched filtering, the 3DFFTMF results were similar to those of two other WMF methods. Including a spatial low-pass filter within the Fourier space can improve signal to noise ratios and therefore improve detection limit by facilitating the mitigation of high frequency clutter. The improvement only occurs if the low-pass filter diameter is smaller than the plume diameter.
