Abortion: Legislative Response (open access)

Abortion: Legislative Response

The primary purpose of this issue brief is to focus on the current legislative action in the 107th Congress with respect to abortion; however, understanding that legislation requires a review of the U. S. Supreme Court’s leading decisions concerning a woman’s right to choose whether to terminate her pregnancy. For a detailed discussion of the case law, see CRS Report 95-724, Abortion Law Development: A Brief Overview.

Abortion: Legislative Response

The primary focus of this issue brief is legislative action in the 108th Congress with respect to abortion. However, discussion of those legislative proposals necessarily involves a brief discussion of the leading U.S. Supreme Court decisions concerning a woman’s right to choose whether to terminate her pregnancy. For a more detailed discussion of the relevant case law, see CRS Report 95-724, Abortion Law Development: A Brief Overview.

About the Toroidal Magnetic Field of a Tokamak Burning Plasma Experiment with Superconducting Coils (open access)

About the Toroidal Magnetic Field of a Tokamak Burning Plasma Experiment with Superconducting Coils

In tokamaks, the strong dependence on the toroidal magnetic field of both plasma pressure and energy confinement is what makes possible the construction of small and relatively inexpensive burning plasma experiments using high-field resistive coils. On the other hand, the toroidal magnetic field of tokamaks using superconducting coils is limited by the critical field of superconductivity. In this article, we examine the relative merit of raising the magnetic field of a tokamak plasma by increasing its aspect ratio at a constant value of the peak field in the toroidal magnet. Taking ITER-FEAT as an example, we find that it is possible to reach thermonuclear ignition using an aspect ratio of approximately 4.5 and a toroidal magnetic field of 7.3 T. Under these conditions, fusion power density and neutron wall loading are the same as in ITER [International Thermonuclear Experimental Reactor], but the normalized plasma beta is substantially smaller. Furthermore, such a tokamak would be able to reach an energy gain of approximately 15 even with the deterioration in plasma confinement that is known to occur near the density limit where ITER is forced to operate.

Acceptability of Bettis Laboratories waste shipment to WHC solid waste (open access)

Acceptability of Bettis Laboratories waste shipment to WHC solid waste

The purpose of this document is to evaluate a potential discrepancy between the Solid Waste Management (SWM) Criticality Prevention Specifications and a proposed waste receipt from Bettis Laboratories. This analysis resolves an apparent discrepancy between two different requirements of the Central Waste Complex and 200 Area Low-Level Burial Grounds Criticality Prevention Specifications (CPS-SW-149-00002 and CPS-SW-149-00003 respectively). The analysis is being performed to enable Solid Waste Management to accept a specific package from Bettis Laboratories. This package meets the requirements of section 2.1.1 in that the total fissile content of the drum is less than 200g and the waste occupies greater than 20% of the container volume. The package may not appear, however, to meet the requirements of section 2.1.5 for maximum enrichment of uranium bearing waste, as will be described below. Based on this analysis for this specific package, the waste is shown to be critically safe under all conditions for which the 55-gallon drums (17C, 17H, or UN1A2) specification applies. This package can be accepted under the 55-gallon drum limitations on fissile quantity. No change to the CPS is required.

Accuracy tests of the tessellated SLBM model (open access)

Accuracy tests of the tessellated SLBM model

We have compared the Seismic Location Base Model (SLBM) tessellated model (version 2.0 Beta, posted July 3, 2007) with the GNEMRE Unified Model. The comparison is done on a layer/depth-by-layer/depth and layer/velocity-by-layer/velocity comparison. The SLBM earth model is defined on a tessellation that spans the globe at a constant resolution of about 1 degree (Ballard, 2007). For the tests, we used the earth model in file ''unified{_}iasp.grid''. This model contains the top 8 layers of the Unified Model (UM) embedded in a global IASP91 grid. Our test queried the same set of nodes included in the UM model file. To query the model stored in memory, we used some of the functionality built into the SLBMInterface object. We used the method get InterpolatedPoint() to return desired values for each layer at user-specified points. The values returned include: depth to the top of each layer, layer velocity, layer thickness and (for the upper-mantle layer) velocity gradient. The SLBM earth model has an extra middle crust layer whose values are used when Pg/Lg phases are being calculated. This extra layer was not accessed by our tests. Figures 1 to 8 compare the layer depths, P velocities and P gradients in the UM …
