2000 Census: Review of Partnership Program Highlights Best Practices for Future Operations

A letter report issued by the General Accounting Office with an abstract that begins "To take a more complete and accurate count of the nation's population in the 2000 Census, the Bureau of the Census partnered with other federal agencies, as well as with state, local, and tribal governments; religious, community, and social service organizations; and private businesses. According to the Bureau, about 140,000 organizations participated in the partnership program by assisting in such critical activities as reviewing and updating the Bureau's address list, encouraging people--especially hard-to-count populations--to participate in the census, and recruiting temporary census employees. GAO found that the Bureau spent about $142.9 million on its partnership program, or about two percent of the estimated $6.5 billion the Bureau allocated for the census and an average of about $1.19 for each of the 120 million households that the Bureau estimates are in the nation. The Bureau staffed the partnership program with 594 full-time positions, of which 560 were allocated to the field, while the remaining slots were located in the Bureau's headquarters. AB Initio Protein Tertiary Structure Prediction: Comparative-Genetic Algorithm with Graph Theoretical Methods

During the period from September 1, 1998 until September 1, 2000 I was awarded a Sloan/DOE postdoctoral fellowship to work in collaboration with Professor John Moult at the Center for Advanced Research in Biotechnology (CARB). Our research project, ''Ab Initio Protein Tertiary Structure Prediction and a Comparative Genetic algorithm'', yielded promising initial results. In short, the project is designed to predict the native fold, or native tertiary structure, of a given protein by inputting only the primary sequence of the protein (one or three letter code). The algorithm is based on a general learning, or evolutionary algorithm and is called Genetic Algorithm (GAS). In our particular application of GAS, we search for native folds, or lowest energy structures, using two different descriptions for the interactions of the atoms and residues in a given protein sequence. One potential energy function is based on a free energy description, while the other function is a threading potential derived by Moult and Samudrala. This modified genetic algorithm was loosely termed a Comparative Genetic Algorithm and was designed to search for native folded structures on both potential energy surfaces, simultaneously. Advanced Imaging Catheter: Final Project Report

Minimally invasive surgery (MIS) is an approach whereby procedures conventionally performed with large and potentially traumatic incisions are replaced by several tiny incisions through which specialized instruments are inserted. Early MIS, often called laparoscopic surgery, used video cameras and laparoscopes to visualize and control the medical devices, which were typically cutting or stapling tools. More recently, catheter-based procedures have become a fast growing sector of all surgeries. In these procedures, small incisions are made into one of the main arteries (e.g. femoral artery in the thigh), and a long thin hollow tube is inserted and positioned near the target area. The key advantage of this technique is that recovery time can be reduced from months to a matter of days. In the United States, over 700,000 catheter procedures are performed annually representing a market of over $350 million. Further growth in this area will require significant improvements in the current catheter technology. In order to effectively navigate a catheter through the tortuous vessels of the body, two capabilities must exist: imaging and positioning. In most cases, catheter procedures rely on radiography for visualization and manual manipulation for positioning of the device. Analysis of Hydrologic Properties Data

The purpose of this Analysis/Model Report (AMR) is to describe the methods used to determine hydrologic properties based on the available field data from the unsaturated zone at Yucca Mountain, Nevada. This is in accordance with the AMR Development Plan (DP) for U0090 Analysis of Hydrologic Properties Data (CRWMS M and O 1999c). Fracture and matrix properties are developed by compiling and analyzing available survey data from the Exploratory Studies Facility (ESF), Cross Drift of Enhanced Characterization of Repository Block (ECRB), and/or boreholes; air injection testing data from surface boreholes and from boreholes in ESF; in-situ measurements of water potential; and data from laboratory testing of core samples.

Analysis of mineral trapping for CO{sub 2} disposal in deep aquifers

CO{sub 2} disposal into deep aquifers has been suggested as a potential means whereby atmospheric emissions of greenhouse gases may be reduced. However, our knowledge of the geohydrology, geochemistry, geophysics, and geomechanics of CO{sub 2} disposal must be refined if this technology is to be implemented safely, efficiently, and predictably. As a prelude to a fully coupled treatment of physical and chemical effects of CO{sub 2} injection, we have analyzed the impact of CO{sub 2} immobilization through carbonate precipitation. A survey of all major classes of rock-forming minerals, whose alteration would lead to carbonate precipitation, indicated that very few minerals are present in sufficient quantities in aquifer host rocks to permit significant sequestration of CO{sub 2}. We performed batch reaction modeling of the geochemical evolution of three different aquifer mineralogies in the presence of CO{sub 2} at high pressure. Our modeling considered (1) redox processes that could be important in deep subsurface environments, (2) the presence of organic matter, (3) the kinetics of chemical interactions between the host rock minerals and the aqueous phase, and (4) CO{sub 2} solubility dependence on pressure, temperature and salinity of the system. The Application of Reliability-Based Design Factors In Stress Corrosion Cracking Evaluations

First-order reliability methodology (FORM) is used to develop reliability-based design factors for deterministic analyses of stress corrosion cracking. The basic elements of FORM as applied to structural reliability problems are reviewed and then employed specifically to stress corrosion cracking evaluations. Failure due to stress corrosion cracking is defined as crack initiation followed by crack growth to a critical depth. The stress corrosion cracking process is thus represented in terms of a crack initiation time model and a crack growth rate model, with the crack growth rate integrated from the initiation time to the time at which the crack grows to its critical depth. Both models are described by log-normal statistical distribution functions. A procedure is developed to evaluate design factors that are applied to the mean values of the crack initiation time and the crack growth rate for specified temperature and stress conditions. The design factors, which depend on the standard deviations of the statistical distributions, are related to a target reliability, which is inversely related to an acceptable probability of failure. The design factors are not fixed, but are evaluated on a case-to-case basis for each application. The use of these design factors in a deterministic analysis assures that …

ARF1 Frequency and Amplitude Curve Calibration

ARF1 was calibrated and checked on 4/18/01. The technique used was to set the start/stop timers (A:R1LLT1 and A:R1LLT2) for duration of 200 msec. Driving the cavities for longer than 200 msec at full voltage could put some stress on the Hipotronics anode supply. The Camac curve generator card was substituted with a precision DC voltage source. Data for both amplitude and frequency were taken with the DC source. A HP 8563A spectrum analyzer in zero span with resolution bandwidth of 1 MHz at a center frequency of 52.818 MHz was used to take the amplitude data. The dynamic curve was a triangle waveform provided by a triggered HP3213A function generator. Frequency was measured on the Fluke frequency counter mounted in the rack in AP50 (with the high level RF off). The attached data and graph contain the current calibration. ARF1-1 is slightly lower voltage than ARF1-2, but well within spec. The calibration was made with the Anode supply at 9 Kvolts, the bend busses were off due to an access that was in progress. Due to the unregulated Anode supply, the voltage levels observed may be slightly higher than with bend busses on. The dynamic performance with the triangle …

Army Readiness: Readiness Improved for Selected Divisions, but Manning Imbalances Persist

A letter report issued by the General Accounting Office with an abstract that begins "In recent years, GAO has testified that personnel shortages, assignment priorities, and frequent peacekeeping deployments were undermining the combat readiness of the Army's five later-deploying divisions. In 2001, GAO reported on the Army Chief of Staff's manning initiative of October 1999, which seeks to ensure that all active Army units are assigned the numbers, grades, and skills needed to carry out wartime missions. Since then, terrorists have attacked the World Trade Center and the Pentagon, and the Bush administration has formulated a new military strategy. These developments may change how, when, and where these divisions will be used--as seen in the deployment of soldiers from the 40th Infantry Division in Operation Enduring Freedom. As of June 2001 the five divisions reported they were ready and able to perform all or most of their combat missions. Enlisted personnel levels were at or near 100 percent of their authorization compared with 93 percent in March 1998. However, staffing imbalances persist for some combat support skills. Beam tube vacuum in a Very Large Hadron Collider; Stage 1 VLHC

Synchrotron radiation induced photodesorption in particle accelerators may lead to pressure rise and to beam-gas scattering losses, finally affecting the beam lifetime. We discuss the beam tube vacuum in the low field Stage 1 Very Large Hadron Collider VLHC. Since VLHC Stage 1 has a room temperature beam tube, a non-evaporable getter (NEG St101 strip) pumping system located inside a pumping antechamber, supplemented by lumped ion pumps for pumping methane is considered. A possible beam conditioning scenario is presented for reaching design intensity. The most important results are summarized in this paper. More detailed reports of the calculations will be presented at the PAC2001 Conference, Chicago, IL to be held in June 2001, and at the Snowmass Conference, CO, to be held on July 2001.

Bonneville Second Powerhouse Tailrace and High Flow Outfall: ADCP and drogue release field study

The Bonneville Project is one of four US Army Corps of Engineers operated dams along the Lower Columbia River. Each year thousands of smelt pass through this Project on their way to the Pacific Ocean. High flow outfalls, if specifically designed for fish passage, are thought to have as good or better smelt survival rates as spillways. To better understand the hydrodynamic flow field around an operating outfall, the Corps of Engineers commissioned measurement of water velocities in the tailrace of the Second Powerhouse. These data also are necessary for proper calibration and verification of three-dimensional numerical models currently under development at PNNL. Hydrodynamic characterization of the tailrace with and without the outfall operating was accomplished through use of a surface drogue and acoustic Doppler current profiler (ADCP). Both the ADCP and drogue were linked to a GPS (global positioning system); locating the data in both space and time. Measurements focused on the area nearest to the high flow outfall, however several ADCP transects and drogue releases were performed away from the outfall to document ambient flow field conditions when the outfall was not operating.

Building and measuring a high performance network architecture

Once a year, the SC conferences present a unique opportunity to create and build one of the most complex and highest performance networks in the world. At SC2000, large-scale and complex local and wide area networking connections were demonstrated, including large-scale distributed applications running on different architectures. This project was designed to use the unique opportunity presented at SC2000 to create a testbed network environment and then use that network to demonstrate and evaluate high performance computational and communication applications. This testbed was designed to incorporate many interoperable systems and services and was designed for measurement from the very beginning. The end results were key insights into how to use novel, high performance networking technologies and to accumulate measurements that will give insights into the networks of the future.

Campaign Finance Reform: Constitutional Issues Raised by Disclosure Requirements

Campaign finance reform legislation often contains provisions that would impose additional reporting and disclosure requirements under the Federal Election Campaign Act (FECA). For example, S. 27 (McCain/Feingold), would require disclosure of disbursements of expenditures over $10,000 for “electioneering communications,” which are defined to include broadcast ads that “refer” to federal office candidates, with identification of donors of $500 or more. S. 22 (Hagel/Landrieu) would increase and expedite current disclosure requirements under FECA. H.R. 380 (Shays/Meehan) would lower the current FECA threshold for contribution reporting from $200 to $50 and impose reporting requirements for soft money disbursements by persons other than political parties. This report will discuss some of the constitutional issues relating to these and other such disclosure requirements.

This Analysis/Model Report (AMR), ''Characterize Eruptive Processes at Yucca Mountain, Nevada'', presents information about natural volcanic systems and the parameters that can be used to model their behavior. This information is used to develop parameter-value distributions appropriate for analysis of the consequences of volcanic eruptions through a potential repository at Yucca Mountain. Many aspects of this work are aimed at resolution of the Igneous Activity Key Technical Issue (KTI) as identified by the Nuclear Regulatory Commission (NRC 1998, p. 3), Subissues 1 and 2, which address the probability and consequence of igneous activity at the proposed repository site, respectively. Within the framework of the Disruptive Events Process Model Report (PMR), this AMR provides information for the calculations in two other AMRs ; parameters described herein are directly used in calculations in these reports and will be used in Total System Performance Assessment (TSPA). Compilation of this AMR was conducted as defined in the Development Plan, except as noted. The report begins with considerations of the geometry of volcanic feeder systems, which are of primary importance in predicting how much of a potential repository would be affected by an eruption. Combating Terrorism: FEMA Continues to Make Progress in Coordinating Preparedness and Response

A letter report issued by the General Accounting Office with an abstract that begins "GAO reviewed the Federal Emergency Management Agency's (FEMA) actions to improve its capabilities to respond to terrorist incidents based on its response to lessons learned from the Oklahoma City bombing, requirements in Presidential Decision Directives 39 and 62, and its own guidance. Specifically, GAO determined the extent to which FEMA has (1) incorporated the lessons learned from the aftermath of the Oklahoma City bombing, (2) ensured the preparedness of states and federal agencies to respond to terrorist incidents, and (3) ensured that states' plans are tested through exercises. GAO found that FEMA (1) has made across the board improvements in those areas identified as needing action after the Oklahoma City bombing, (2) updated the Federal Response Plan to address how federal agencies, states, and localities would work together to respond to an act of terrorism, and (3) assessed states' capabilities for consequence management in 1995 and set up a system to continue monitoring those capabilities."

Consumer Finance: College Students and Credit Cards

A letter report issued by the General Accounting Office with an abstract that begins "Credit cards offer clear advantages to college students because they provide an interest free loan until the payment is due and a convenient noncash payment option for both routine transactions and emergencies. If used responsibly, credit cards allow students to build up credit histories that will increase their access to credit in the future. However, if college students have not learned sound financial management skills in high school or from their parents, the disadvantages of credit cards can outweigh the advantages. GAO found that more than one-third of students had credit cards before they entered college, and another 46 percent acquired them during the first year. Except for charges for tuition and fees, their spending patterns resembled those of nonstudents. GAO did not find a uniform response to the controversial issue of on-campus credit card marketing among the universities GAO visited. In response to complaints about aggressive marketing techniques, a few universities have restricted credit card solicitation on campus. The credit card issuers that responded to GAO's inquiries participated actively in the student market, but they did not have a uniform set of policies or practices."

Contract Management: Benefits of Simplified Acquisition Test Procedures Not Clearly Demonstrated

A letter report issued by the General Accounting Office with an abstract that begins "In 1996, Congress authorized a test program that permits government buyers to use procedural discretion and flexibility, so that commercial items may be obtained in a simplified manner. This report discusses how federal agencies demonstrated whether the test program produced the desired results and (2) assesses how the authority provided under the test program was being used on selected contracts. GAO found that (1) the Office of Federal Procurement Policy did not collect data to provide a basis for measuring whether the test program produced the desired results and (2) government buyers did not always demonstrate that prices were fair and reasonable for the contracts included in GAO's review. However, OFPP's 1999 survey of procurement executives showed that these executives believed that the program has had a positive impact on the federal procurement process. These executives believed that the authority provided under the test program should be made permanent. However, OFPP's survey did not collect empirical data that would have supported these views."

Coupling of MASH-MORSE Adjoint Leakages with Space- and Time-Dependent Plume Radiation Sources

In the past, forward-adjoint coupling procedures in air-over-ground geometry have typically involved forward fluences arising from a point source a great distance from a target or vehicle system. Various processing codes were used to create localized forward fluence files that could be used to couple with the MASH-MORSE adjoint leakages. In recent years, radiation plumes that result from reactor accidents or similar incidents have been modeled by others, and the source space and energy distributions as a function of time have been calculated. Additionally, with the point kernel method, they were able to calculate in relatively quick fashion free-field radiation doses for targets moving within the fluence field or for stationary targets within the field, the time dependence for the latter case coming from the changes in position, shape, source strength, and spectra of the plume with time. The work described herein applies the plume source to the MASH-MORSE coupling procedure. The plume source replaces the point source for generating the forward fluences that are folded with MASH-MORSE adjoint leakages. Two types of source calculations are described. The first is a ''rigorous'' calculation using the TORT code and a spatially large air-over-ground geometry. For each time step desired, directional fluences …

The report also analyzes a number of issues facing Congress in U.S. policy toward Cuba, including: the overall direction of U.S. policy; challenges to U.S. policy in the World Trade Organization; restrictions on commercial food and medical exports; restrictions on travel; bilateral drug trafficking cooperation; Cuba and terrorism; funding for U.S.-government sponsored radio and television broadcasting to Cuba; the Russian signals intelligence facility in Cuba; migration issues; and compensation to the families of those Americans killed in 1996 when Cuba shot down two U.S. civilian planes. The report cites legislation that was passed in the 106th Congress, and also tracks legislative action on these various issues in U.S. policy toward Cuba in the 107th Congress.

Decay Heat of Major Radionuclides for PWR Spent Fuels to 10,000 Years

The objective of this calculation is to determine decay heat of a pressurized-water reactor (PWR) spent nuclear fuel (SNF) assembly with four different initial-enrichment and burnup characteristics. The major contributing radionuclides to the decay heat are also identified and graphically presented. The scope of this calculation is limited to the time period of the first 10,000 years after discharge from reactors. The results of this calculation will be used to evaluate the effects of the projected commercial spent nuclear fuel (CSNF) inventory on the repository design based on revised nuclear energy forecasts.
