A 1.8 Mev K+ injector for the high current beam transport experiment fusion

For the High Current Beam Transport Experiment (HCX) at LBNL, an injector is required to deliver up to 1.8 MV of 0.6 A K{sup +} beam with an emittance of {approx}1 p-mm-mrad. We have successfully operated a 10-cm diameter surface ionization source together with an electrostatic quadrupole (ESQ) accelerator to meet these requirements. The pulse length is {approx}4 {micro}s, firing at once every 10-15 seconds. By optimizing the extraction diode and the ESQ voltages, we have obtained an output beam with good current density uniformity, except for a small increase near the beam edge. Characterization of the beam emerging from the injector included measurements of the intensity profile, beam imaging, and transverse phase space. These data along with comparison to computer simulations provide the knowledge base for designing and understanding future HCX experiments.

About the Toroidal Magnetic Field of a Tokamak Burning Plasma Experiment with Superconducting Coils

In tokamaks, the strong dependence on the toroidal magnetic field of both plasma pressure and energy confinement is what makes possible the construction of small and relatively inexpensive burning plasma experiments using high-field resistive coils. On the other hand, the toroidal magnetic field of tokamaks using superconducting coils is limited by the critical field of superconductivity. In this article, we examine the relative merit of raising the magnetic field of a tokamak plasma by increasing its aspect ratio at a constant value of the peak field in the toroidal magnet. Taking ITER-FEAT as an example, we find that it is possible to reach thermonuclear ignition using an aspect ratio of approximately 4.5 and a toroidal magnetic field of 7.3 T. Under these conditions, fusion power density and neutron wall loading are the same as in ITER [International Thermonuclear Experimental Reactor], but the normalized plasma beta is substantially smaller. Furthermore, such a tokamak would be able to reach an energy gain of approximately 15 even with the deterioration in plasma confinement that is known to occur near the density limit where ITER is forced to operate.

Acid Gas Removal by Customized Sorbents for Integrated Gasification Fuel Cell Systems

In order to reduce exergy losses, gas cleaning at high temperatures is favored in IGFC systems. As shown by thermodynamic data, separation efficiencies of common sorbents decrease with increasing temperature. Therefore, acid gas removal systems have to be developed for IGFC applications considering sorbent capacity, operation temperature, gasification feedstock composition and fuel cell threshold values.

Afghanistan: Current Issues and U.S. Policy Concerns

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Afghanistan's Path to Reconstruction: Obstacles, Challenges, and Issues for Congress

Although hostilities in Afghanistan have not yet ended and the war on terrorism in Afghanistan continues, relief and reconstruction efforts to assist the people of Afghanistan are well underway. International attention has mostly focused on Afghanistan’s short- and medium-term future. While questions continue between the United States and its allies about division of labor, burdensharing, and exit strategies, Congress continues to examine the assistance progress, aid priorities, long-term reconstruction proposals, and the implementation role to be played by the United States. Furthermore, Congress considers the FY2003 funding for Afghanistan inadequate and is calling for significantly higher appropriations. A brief overview of the current situation provides a snapshot of the progress to date and the many challenges that lie ahead.

A letter report issued by the General Accounting Office with an abstract that begins "The Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 requires GAO to review various aspects of the Department of Defense (DOD) policy that allows Defense Working Capital Fund activities to carry over a 3-month level of work from one fiscal year to the next. The DOD 3-month carryover standard applies to all DOD activity groups except for the contract portion of the Air Force depot maintenance activity group, for which DOD established a 4.5-month carryover standard because of the additional administrative functions associated with awarding contracts. Reported carryover balances for fiscal years 2000 and 2001 were inaccurate and, therefore, the balances were not reliable for decision-making or budget review purposes. The reported carryover balances were not accurate due to (1) faulty assumptions used in calculating work-in-process and (2) records not accurately reflecting work that was actually completed by year-end. As a result, the amount of carryover reported by the Air Force was understated by tens of millions of dollars and customers' funds were idle that could have been used for other purposes during the fiscal year. Airflow design for cleanrooms and its economic implications

A cleanroom is designed to control the concentration of airborne particles. As a result, large amount of cleaned air is often required to remove or dilute contaminants for satisfactory operations in critical cleanroom environment. Cleanroom environmental systems (HVAC systems) in semiconductor, pharmaceutical, and healthcare industries are much more energy intensive compared to their counterparts (HVAC systems) serving commercial buildings such as typical office buildings. There is a tendency in cleanroom design and operation, however, to provide excessive airflow rates by HVAC systems, largely due to design conservatism, lack of understanding in airflow requirements, and more often, concerns such as cleanliness reliability, design and operational liabilities. A combination of these likely factors can easily result in HVAC systems' over-design. Energy use of cleanroom environmental systems varies with the system design, cleanroom functions, and critical parameter control including temperatures and humidities. In particular, cleanroom cleanliness requirements specified by ''cleanliness class'' [1],[2] often cast large impact on energy use. A review of studies on cleanroom operation costs indicated that energy costs could amount to 65-75% of the total annual cost associated with cleanroom operation and maintenance in some European countries[3].
