241-SY modular exhauster pad analysis

The purpose of this document is to show the analytical results which were reached in analyzing the new 241-SY modular exhauster concrete pad and retaining wall. The analysis covers wind loading (80 mph), an equivalent static load due to a seismic event, and from those two results, a determination of the pad thickness and the location and size of reinforcement bar was made. The analysis of the exhauster assembly and sampling cabinet evaluated overturning of the assemblies as a whole. An analysis was then performed for the bolting requirements for these two assemblies. The reason why this was broken up into components was to determine if the individual components could take the load exerted by the workset case loading condition, whether it be wind or seismic. The retaining wall that will be located near the new concrete pad was also analyzed. The retaining wall was evaluated to determine the area of reinforcement required, the location of reinforcement, as well as the mass and configuration of the wall to prevent overturning or sliding. The wall was considered Non-Safety Class 4. Additional piping was required to tie-in the new exhauster to the existing primary ventilation ductwork. The design for the tie-in includes …

The B Plant 291-B-1 main stack exhausts gaseous effluents to the atmosphere from the 221-B Building canyon and cells, the No. 1 Vessel Ventilation System (VVS1), the 212-B Cask Station cell ventilation system, and, to a limited capacity, the 224-B Building. VVS1 collects offgases from various process tanks in 221-B Building, while the 224-B system maintains a negative pressure in out-of-service, sealed process tanks. B Plant Administration Manual, WHC-CM-7-5, Section 5.30 requires an annual system assessment to evaluate and report the present condition of the sampling and monitoring system associated with Stack 291-B-1 (System Number B977A) at B Plant. The system is functional and performing satisfactorily.

324 Building fire hazards analysis implementation plan

In March 1998, the 324 Building Fire Hazards Analysis (FHA) (Reference 1) was approved by the US Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (BWHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in six areas and provided 20 recommendations to bring the 324 Building into compliance with DOE Order 5480.7A. Additionally, one observation was provided. To date, four of the recommendations and the one observation have been completed. Actions identified for seven of the recommendations are currently in progress. Exemption requests will be transmitted to DOE-RL for three of the recommendations. Six of the recommendations are related to future shut down activities of the facility and the corrective actions are not being addressed as part of this plan. The actions for recommendations associated with the safety related part of the 324 Building and operation of the cells and support areas were evaluated using the Unreviewed Safety Question (USQ) process. In March 1998, the 327 Building Fire Hazards Analysis (FRA) (Reference 1) was approved by the US Department of Energy, Richland Operations Office (DOE-RL) for implementation by B and W Hanford Company (B and WHC). The purpose of the FHA was to identify gaps in compliance with DOE Order 5480.7A (Reference 2) and Richland Operations Office Implementation Directive (RLID) 5480.7 (Reference 3), especially in regard to loss limitation. The FHA identified compliance gaps in five areas and provided nine recommendations (11 items) to bring the 327 Building into compliance. To date, actions for five of the 11 items have been completed. Exemption requests will be transmitted to DOE-RL for two of the items. Corrective actions have been identified for the remaining four items. The completed actions address combustible loading requirements associated with the operation of the cells and support areas. The status of the recommendations and actions was confirmed during the July 1998 Fire Protection Assessment. B and WHC will use this Implementation Plan to bring the 327 Building and its operation into compliance with DOE Order 5480.7A and RLID 5480.7.

Testimony issued by the Government Accountability Office with an abstract that begins "Securities lending can be a relatively straightforward way for plan sponsors and participants to increase their return on 401(k) investments. However, securities lending can also present a number of challenges to plan participants and plan sponsors. GAO was asked to explain how securities lending with cash collateral reinvestment works in relation to 401(k) plan investments, who bears the risks, and what are some of the challenges plan participants and plan sponsors face in understanding securities lending with cash collateral reinvestment. In this testimony, GAO discusses its recent work regarding securities lending with cash collateral reinvestment. GAO is making no new recommendations in this statement but continues to believe that the Department of Labor (Labor) can take action to help plan sponsors of 401(k) plans and plan participants to understand the role, risk, and benefits of securities lending with cash collateral reinvestment in relation to 401(k) plan investments. Specifically, GAO recommended that Labor provide more guidance to plan sponsors about fees and returns when plan assets are utilized in securities lending with cash collateral reinvestment, amend its participant disclosure regulation to include provisions specific to securities lending with cash …

This article discusses the 2003 Congress bipartisan E911 (Enhanced 911) legislation introduced in both chambers. Moreover, the article describes the difference in parallel provisions each bill contains that have significant implications for emergency communication policy. The article defines Enhanced 911 as the capability of identifying the phone number and location of a call to a PSAP (Public Safety Answering Points). This report characterizes the cost to PSAPs of upgrading systems and supporting expanded operations as an obstacle to this legislation.

The present experiments at the BNL-RHIC facility are evolving towards physics goals which require the detection of medium energy electromagnetic particles (photons, electrons, neutral pions, eta mesons, etc.), especially at forward angles. New detectors will place increasing demands on energy resolution, hadron rejection and two-photon resolution and will require large area, high performance electromagnetic calorimeters in a variety of geometries. In the immediate future, either RHIC or JLAB will propose a facility upgrade (Electron-Ion Collider, or EIC) with physics goals such as electron-heavy ion collisions (or p-A collisions) with a wide range of calorimeter requirements. An R and D program based at Brookhaven National Laboratory has awarded the group funding of approximately $110,000 to develop new types of calorimeters for EIC experiments. The UCLA group is developing a method to manufacture very flexible and cost-effective, yet high quality calorimeters based on scintillating fibers and tungsten powder. The design and features of the calorimeter can be briefly stated as follows: an arbitrarily large number of small diameter fibers (< 0.5 mm) are assembled as a matrix and held rigidly in place by a set of precision screens inside an empty container. The 11th Workshop will provide a forum for an informal exchange of technical and scientific information between international researchers in the photovoltaic and non-photovoltaic fields. Discussions will include the various aspects of impurities and defects in silicon--their properties, the dynamics during device processing, and their application for developing low-cost processes for manufacturing high-efficiency silicon solar cells. Sessions and panel discussions will review impurities and defects in crystalline-silicon PV, advanced cell structures, new processes and process characterization techniques, and future manufacturing demands. The workshop will emphasize some of the promising new technologies in Si solar cell fabrication that can lower PV energy costs and meet the throughput demands of the future. The three-day workshop will consist of presentations by invited speakers, followed by discussion sessions. Topics to be discussed are: Si Mechanical properties and Wafer Handling, Advanced Topics in PV Fundamentals, Gettering and Passivation, Impurities and Defects, Advanced Emitters, Crystalline Silicon Growth, and Solar Cell Processing.
