Current U.S. Sanctions Against China

In the months following China's 1989 Tiananmen Square crackdown, both the President and the Congress took a number of initiatives protesting Beijing's actions. These initiatives centered around U.S. concerns related to trade, human rights, and non-proliferation. In intervening years, the United States has periodically imposed, lifted, or waived other sanctions and concluded several trade-related agreements with China relating to these concerns. Those measures that remain in place in 1994 are detailed in the accompanying tables.

A study of the Teachers` Academy for Mathematics and Science

The Teachers` Academy for Mathematics and Science in Chicago (TAMS) is a freestanding institution founded in 1989 by scientists and a variety of other stakeholders, to advance the systemic reform of mathematics and science education in Chicago`s public schools. It focuses on the ``re-tooling`` of its elementary level teachers. The TAMS program, which has been funded in part by the DOE, contributes to strategic goals two through five of the Office of University and Science Education (OUSE). This evaluation of TAMS by the National Center for Improving Science Education is primarily a qualitative study that summarizes the history and current status of the organization and its programs. Data was obtained through extensive interviews, observations, and document review, using a framework of templates to guide data collection and analyses. The findings are organized around a series of lessons learned from the first three years of TAMS and conclusions about its current status.

Directional dependency of air sampling; Research and development grant {number_sign}4

A field study was performed by Idaho State University-Environmental Monitoring Laboratory (EML) to examine the directional dependency of low-volume air samplers. A typical continuous low volume air sampler contains a sample head that is mounted on the sampler housing either horizontally through one of four walls or vertically on an exterior wall `looking down or up.` In 1992, a field study was undertaken to estimate sampling error and to detect the directional effect of sampler head orientation. Approximately 1/2 mile downwind from a phosphate plant (continuous source of alpha activity), four samplers were positioned in identical orientation alongside one sampler configured with the sample head `looking down`. At least five consecutive weekly samples were collected. The alpha activity, beta activity, and the Be-7 activity collected on the particulate filter were analyzed to determine sampling error. Four sample heads were than oriented to the four different horizontal directions. Samples were collected for at least five weeks. Analysis of the alpha data can show the effect of sampler orientation to a know near source term. Analysis of the beta and Be-7 activity shows the effect of sampler orientation to a ubiquitous source term.

Technical progress report during Phase 1 of the continuous fiber ceramic composites program

United States industry has a critical need for materials that are lightweight, strong, tough, corrosion resistant and capable of performing at high temperatures; such materials will enable substantial increase in energy efficiency and reduction in emissions of pollutants. Continuous fiber ceramic composites (CFCCs) are an emerging class of materials which have the potential for the desired combination of properties to meet the industrial needs. A $10 billion annual market has been estimated for CFCC products by the year 2010, which equates to over 100,000 industrial sector jobs. The CFCC program began in the spring of 1992 as a three-phase 10-year effort to assess potential applications of CFCC materials, develop the necessary supporting technologies to design, analyze and test CFCC materials, conduct materials and process development guided by the applications assessment input, fabricate test samples and representative components to evaluate CFCC material capabilities under application conditions, and analyze scaleability and manufacturability plus demonstrate pilot-scale production engineering. DOE awarded 10 Phase I cooperative agreements to industry-lead teams plus identified generic supporting technology projects. This document highlights the broad progress and accomplishments on these contracts and support technology projects during Phase I.

High rate PLD of diamond-like-carbon utilizing high repetition rate visible lasers

Pulsed Laser Deposition (PLD) has been shown to be an effective method for producing a wide variety of thin films of high-value-added materials. The high average powers and high pulse repetition frequencies of lasers under development at LLNL make it possible to scale-up PLD processes that have been demonstrated in small systems in a number of university, government, and private laboratories to industrially meaningful, economically feasible technologies. A copper vapor laser system at LLNL has been utilized to demonstrate high rate PLD of high quality diamond-like-carbon (DLC) from graphite targets. The deposition rates for PLD obtained with a 100 W laser were {approx} 2000 {mu}m{center_dot}cm{sup 2}/h, or roughly 100 times larger than those reported by chemical vapor deposition (CVD) or physical vapor deposition (PVD) methods. Good adhesion of thin (up to 2 pm) films has been achieved on a small number of substrates that include SiO{sub 2} and single crystal Si. Present results indicate that the best quality DLC films can be produced at optimum rates at power levels and wavelengths compatible with fiber optic delivery systems. If this is also true of other desirable coating systems, this PLD technology could become an extremely attractive industrial tool for high value …

Update on diode-pumped solid-state laser experiments for inertial fusion energy

The authors have completed the initial phase of the diode-pumped solid-state laser (DPSSL) experimental program to validate the expected pumping dynamics and extraction cross-sections of Yb{sup 3+}-doped Sr{sub 5}(PO{sub 4}){sub 3}F (Yb:S-FAP) crystals. Yb:S-FAP crystals up to 25 x 25 x 175 mm in size have been grown for this purpose which have acceptable loss characteristics (<1 %/cm) and laser damage thresholds ({approximately}20 J/cm{sup 2}). The saturation fluence for pumping has been measured to be 2.2 J/cm{sup 2} using three different methods based on either the spatial, temporal, or energy transmission properties of a Yb:S-FAP rod. The small signal gain under saturated pumping conditions was measured. These measurements imply an emission cross section of 6.0 x 10{sup {minus}20} cm{sup 2} that falls within error bars of the previously reported value of 7.3 x 10{sup {minus}20} cm{sup 2}, obtained from purely spectroscopic techniques. The effects of radiation trapping on the emission lifetime have been quantified. The long lifetime of Yb:S-FAP has beneficial effects for diode-pumped amplifier designs, relative to materials with equivalent cross sections but shorter lifetimes, in that less peak pump intensity is required (thus lower diode costs) and that lower spontaneous emission rates lead to a reduction in amplified …

Design of a high activity and selectivity alcohol catalyst. Final status report and summary of accomplishments

This final DOE report for grant award number DE-FG22-90PC 90291 presents the results of our efforts to better understand the Rh-Mo/{gamma}-Al{sub 2}O3 catalytic system for the hydrogenation of carbon monoxide and carbon dioxide to selectively form oxygenated products. The content of this report is divided into three major sections and a fourth, concluding section which addresses our major research accomplishments, as well as documents the most significant publications and presentations associated with this grant. The three main sections which make up the body of this report are presented in the in form of manuscripts which, in turn, summarize our progress in three areas of this project. The three body sections are organized as follows: Section I--Evidence for site isolation in Rh-Mo bimetallic catalysts derived from organometallic clusters; Section II--Surface Chemistry of Rh-Mo/{gamma}-Al{sub 2}O{sub 3}: An analysis of surface acidity; and Section III--Comparative study of Rh/Al{sub 2}O{sub 3} and Rh-Mo/Al{sub 2}O{sub 3} Catalysts. Section IV summarizes major accomplishments. The content of this final report is meant to generally highlight our progress in both characterizing the nature of the Rh-Mo/Al{sub 2}O{sub 3} system and probing its reactivity for insight on the oxygenate synergy present in this class of catalysts.

High rate PLD of diamond-like-carbon utilizing copper vapor lasers

Thin film formation by pulsed laser deposition (PLD) has been routinely demonstrated at the laboratory scale for many elements and compounds. In order for processes based on PLD to progress from bench top experiments to commercialization, a number of key issues must be resolved. The principal limitations of current PLD technology are low deposition rate, inclusion of macro particles in the film that are ejected from the target, and difficulty in producing uniform coatings over large areas. Only thin films of very high value are considered economic at present deposition rates, of order 10 {micro}m-cm{sup 2}/h. Recently, a significant increase in PLD rate has been achieved in the laboratory, over 2,000 {micro} {center_dot} cm{sup 2}/h. These rates were accompanied by good surface characteristics by utilizing a copper vapor laser, operating at 100 W to 200 W average power and 4.3 kHz pulse repetition rate. The initial system demonstrations were performed by depositing high quality diamond-like-carbon (DLC) films with a remarkably low level of macro particle inclusions. The experiments and material characterizations performed on the deposited material are reviewed here.
