Afghanistan Drug Control: Despite Improved Efforts, Deteriorating Security Threatens Success of U.S. Goals

A letter report issued by the Government Accountability Office with an abstract that begins "The prevalence of opium poppy cultivation and drug trafficking in Afghanistan imperils the stability of its government and threatens to turn the conflict-ridden nation once again into a safe haven for traffickers and terrorists. To combat the drug trade, the U.S. government developed a counternarcotics strategy consisting of five pillars--alternative livelihoods, elimination and eradication, interdiction, law enforcement and justice, and public information. The Emergency Supplemental Appropriations Act of 2005 directed GAO to examine the use of all fiscal year 2005 funds administered by the U.S. Agency for International Development (USAID) and Department of State (State) for Afghan counternarcotics programs. To comply with this mandate, we examined progress under each counternarcotics pillar, challenges faced, and efforts to ensure that funds were used for intended purposes. To address these objectives, GAO reviewed pertinent USAID and State documents and met with cognizant U.S. and international officials in Washington, D.C., and Afghanistan. GAO makes no recommendations in this report. USAID, State, Department of Defense, and Department of Justice were provided a draft of this report, but did not provide formal comments."

In June 2009, the Census Bureau reported that in fiscal year 2007 the federal government obligated over $446 billion through funding formulas that rely at least in part on census and related data. Funding for federal assistance programs continues to increase. Government Accountability Office (GAO) was asked to determine (1) how much the federal government obligates to the largest federal assistance programs based on the decennial census and related data, and how the Recovery Act changed that amount; and (2) what factors could affect the role of population in grant funding formulas. To answer these objectives, GAO identified the 10 largest federal assistance programs in each of the fiscal years 2008 and 2009 based on data from the President's fiscal year 2010 budget. GAO reviewed statutes, agency reports, and other sources to obtain illustrative examples of how different factors could affect the role of population data in grant funding."

An RRG is a group of similar businesses that creates its own insurance company to self-insure its risks. Through the Liability Risk Retention Act (LRRA), Congress partly preempted state insurance law to create a single-state regulatory framework for RRGs, although RRGs are multistate insurers. Recent shortages of affordable liability insurance have increased RRG formations, but recent failures of several large RRGs also raised questions about the adequacy of RRG regulation. This report (1) examines the effect of RRGs on insurance availability and affordability; (2) assesses whether LRRA's preemption has resulted in significant regulatory problems; and (3) evaluates the sufficiency of LRRA's ownership, control, and governance provisions in protecting the best interests of the RRG insureds."

The act also required agencies to make necessary adjustments at least once every 4 years thereafter. During a review of the act's implementation, GAO found that the Federal Energy Regulatory Commission's (FERC) Office of the General Counsel indicated that four of the agency's civil penalties are covered by the act but that the agency had not adjusted them for inflation. FERC's Office of the General Counsel stated that the agency has several other statutory penalties that appear not to be covered by the Inflation Adjustment Act. GAO's review did not reveal any FERC regulations that increased the agency's civil penalties for inflation."

Specifically, NOAA established a Joint Polar Satellite System (JPSS) program office, documented its requirements, and transferred existing contracts for earth-observing sensors to the new program. DOD established its Defense Weather Satellite System program office and modified contracts accordingly. However, recent events have resulted in major program changes at both agencies. NOAA plans to revise its program requirements to remove key elements, including sensors and ground-based data processing systems, to keep the program within budget. Further, in early 2012, DOD decided to terminate its program and reassess its requirements."

The overall net benefit was due solely to increased seigniorage and not to reduced production costs. This estimate differs from GAO’s 2011 estimate because it considers recent efficiency improvements in note processing that have extended the expected life of the $1 note and other updated information. GAO’s estimate covered 30 years to be consistent with previous GAO analyses and because that period roughly coincides with the life expectancy of the $1 coin."

The following table identifies the types of assistance these U.S. agencies have provided and the corresponding objectives of Pakistan’s National Counter-IED Strategy. According to U.S. officials, U.S. agencies have encountered ongoing challenges to their efforts to assist Pakistan, such as delays in obtaining visas and in the delivery of equipment. U.S. officials have also identified broader challenges to Pakistan’s ability to counter IEDs, including the extreme difficulty of interdicting smugglers along its porous border with Afghanistan. In addition, though Pakistan developed a National Counter-IED Strategy in June 2011, it has yet to finalize an implementation plan for carrying out the strategy."

A letter report issued by the Government Accountability Office with an abstract that begins "In August 2005, the Office of Management and Budget (OMB) issued a memorandum directing agencies to identify high risk information technology (IT) projects and provide quarterly reports on those with performance shortfalls--projects that did not meet criteria established by OMB. GAO was asked to (1) provide a summary identifying by agency the number of high risk projects, their proposed budget for fiscal year 2007, agency reasons for the high risk designation, and reported performance shortfalls; (2) determine how high risk projects were identified and updated and what processes and procedures have been established to effectively oversee them; and (3) determine the relationship between the high risk list and OMB's Management Watch List--those projects that OMB determines need improvements associated with key aspects of their budget justifications."
