Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress

Concerns about the Navy's prospective ability to afford its long-range shipbuilding plan, combined with year-to-year changes in Navy shipbuilding plans and significant cost growth and other problems in building certain new Navy ships, have led to strong concerns among some Members about the status of Navy shipbuilding and the potential future size and capabilities of the fleet. The issue for Congress that is discussed in this report is how to respond to the Navy's proposed force structure and shipbuilding plans. Decisions that Congress makes on this issue could significantly affect future U.S. military capabilities, Navy funding requirements, and the Navy shipbuilding industrial base.

Disaster Relief Funding and Emergency Supplemental Appropriations

This report describes the various components of the Disaster Relief Fund (DRF) within the Federal Emergency Management Agency (FEMA), including (1) what authorities have shaped it over the years; (2) how FEMA determines the amount of the appropriation requested to Congress (pertaining to the DRF); and (3) how emergency supplemental appropriations are requested. In addition to the DRF, information is provided on funds appropriated in supplemental appropriations legislation to agencies other than the Department of Homeland Security (DHS). Aspects of debate concerning how disaster relief is budgeted are also highlighted and examined, and alternative budgetary options are summarized.

This report discusses the Violence Against Women Act (VAWA) of 2000 which reauthorized most of the original act’s programs and created new grant programs to prevent sexual assaults on campuses, assist victims of violence with civil legal concerns, create transitional housing for victims of domestic abuse (administered by HHS), and enhance protections for elderly and disabled victims of domestic violence. VAWA 2000, also, created a pilot program for safe custody exchange for families of domestic violence.

Iraq: U.S. Military Operations

Iraq’s chemical, biological, and nuclear weapons programs, together with Iraqi long-range missile development and support for al-Queda terrorism, were the primary justifications put forward for military action. On March 17, 2003, President Bush issued an ultimatum demanding that Saddam Hussein and his sons depart from Iraq within 48 hours. On March 19, offensive operations began with air strikes against Iraqi leadership positions. By April 15, after 27 days of operations, coalition forces were in relative control of all major Iraqi cities and Iraqi political and military leadership had disintegrated. On May 1, 2003, President Bush declared an end to major combat operations. There was no use of chemical or biological (CB)weapons, and no CB or nuclear weapons stockpiles or production facilities have been found.
