Navy Force Structure and Shipbuilding Plans: Background and Issues for Congress

Concerns about the Navy's prospective ability to afford its long-range shipbuilding plan, combined with year-to-year changes in Navy shipbuilding plans and significant cost growth and other problems in building certain new Navy ships, have led to strong concerns among some Members about the status of Navy shipbuilding and the potential future size and capabilities of the fleet. The issue for Congress that is discussed in this report is how to respond to the Navy's proposed force structure and shipbuilding plans. Mine-Resistant, Ambush-Prtected (MRAP) Vehicles: Background and Issues for Congress

In late 2007, the Department of Defense (DOD) launched a major procurement initiative to replace most uparmored High Mobility, Multi-Wheeled Vehicles (HMMWVs) in Iraq with Mine- Resistant, Ambush-Protected (MRAP) vehicles by FY2009. MRAPs have been described as providing significantly more protection against Improvised Explosive Devices (IEDs) than uparmored HMMWVs. DOD's decision to acquire a new, smaller MRAP variant, the M-ATV, for use in Afghanistan; the disposition of MRAPs no longer needed in Iraq; and MRAP mechanical, logistical, and readiness concerns could be potential policy issues for congressional consideration.

Countercyclical Job Creation Programs (open access)

Countercyclical Job Creation Programs

To counter the effect of recessions on workers, Congress has passed legislation to spur job creation through increased spending on public works (infrastructure) and public service programs, revenue sharing with state governments, and employment tax credits. Although the economic stimulus measure enacted during the 110th Congress did not include these direct job creation approaches, additional spending on infrastructure in particular was considered before Congress recessed. (See CRS Report RL34349, Economic Slowdown: Issues and Policies, coordinated by Jane G. Gravelle et al.) Infrastructure spending continues to be mentioned in the context of a second stimulus package, as do state and local government revenue sharing and a jobs tax credit. The focus of this report is on the four countercyclical job creation approaches and related legislation enacted since the Great Depression's end.
