Current Status of Health and Safety Issues of Sodium/Metal Chloride (Zebra) Batteries

This report addresses environmental, health, and safety (EH&S) issues associated with sodium/ metal chloride batteries, in general, although most references to specific cell or battery types refer to units developed or being developed under the Zebra trademark. The report focuses on issues pertinent to sodium/metal chloride batteries and their constituent components; however, the fact that some ''issues'' arise from interaction between electric vehicle (EV) and battery design compels occasional discussion amid the context of EV vehicle design and operation. This approach has been chosen to provide a reasonably comprehensive account of the topic from a cell technology perspective and an applications perspective.

Decontamination of Radionuclides from Concrete During and After Thermal Treatment

The objective was to clarify from the theoretical viewpoint the mechanical, diffusional, thermodynamic and electromagnetic aspects of the decontaminations problem, by means of developing a powerful computational model to evaluate the effect of a very rapid heating regime on the on the contaminated concrete walls or slabs. The practical objective was to assess the feasibility of the microwave heating scheme envisaged and determine its suitable parameters such as power and duration. This objective was complementary to, but separate from, the chemical and nuclear aspects of long-time processes that led to the contamination and various conceivable alternative methods of decontamination which were investigated by Dr. Brian Spalding of Oak Ridge National Laboratory, with whom the start-up phase of this project was coordinated.

Defect and dopant diffusion in ion implanted silcon: an atomic scale simulation approach

We present an atomistic approach to the development of predictive process simulation tools. First principles methods are used to construct a database of defect and dopant energetics. This is used as input for kinetic Monte Carlo simulations of ion implantation and dopant diffusion under a wide variety of technologically relevant conditions. Our simulations are in excellent agreement with annealing experiments on 20-80 keV B implants into Si, and with those on 50 keV Si implants into complex B-doped structures. Our calculations produce novel predictions of the time evolution of the electrically active B fraction during annealing.

Design review report: 200 East upgrades for Project W-314, tank farm restoration and safe operations

This Design Review Report (DRR) documents the contractor design verification methodology and records associated with project W-314`s 200 East (200E) Upgrades design package. The DRR includes the documented comments and their respective dispositions for this design. Acceptance of the comment dispositions and closure of the review comments is indicated by the signatures of the participating reviewers. Project W-314 is a project within the Tank Waste Remediation System (TWRS) Tank Waste Retrieval Program. This project provides capital upgrades for the existing Hanford tank farm waste transfer, instrumentation, ventilation, and electrical infrastructure systems. To support established TWRS programmatic objectives, the project is organized into two distinct phases. The initial focus of the project (i.e., Phase 1) is on waste transfer system upgrades needed to support the TWRS Privatization waste feed delivery system. Phase 2 of the project will provide upgrades to support resolution of regulatory compliance issues, improve tank infrastructure reliability, and reduce overall plant operating/maintenance costs. Within Phase 1 of the W-314 project, the waste transfer system upgrades are further broken down into six major packages which align with the project`s work breakdown structure. Design Studies of the DAHRT Phase II Injector With the GYMNOS Pic Code

We have used GYMNOS 2D (r-z) electro-/magnetostatic PIC simulation code to help design a high current, high brightness 3,2-MV injector for the DARHT Phase II accelerator. GYMNOS is particularly noteworthy for its use of piece-wise linear approximations to curved boundaries within a regular orthogonal mesh, which aids in modeling complex surfaces. We present a number of comparisons between GYMNOS and EGUN resutls, both in terms of "coarse" parameters such as emitted current and beam envelope dynamics, and "fine" details such as the transverse phase distribution.

Significant progress has been made in the development of new modest-size compact stellarator devices that could test optimization principles for the design of a more attractive reactor. These are 3 and 4 field period low-aspect-ratio quasi-omnigenous (QO) stellarators based on an optimization method that targets improved confinement, stability, ease of coil design, low-aspect-ratio, and low bootstrap current.

[Develop mine communications system]. Final technical report

The objective of this project was to develop, design, and build a system prototype to demonstrate the practicality of two-way, wireless through-the-earth communications between the interior of a mine and the surface. The system was to communicate data for process and environment monitoring and control, and provide real-time voice communication for emergency situations and for daily operations use. Transmitters and receivers were designed, built, and tested in actual mines. A wireless in-mine communications system was also developed. The feasibility of the concept and the marketability of the product were successfully demonstrated. Additional work must be done to make the product suitable for, and marketable to, the coal mining industry.

Development & Testing of Industrial Scale, Coal Fired Combustion System, Phase 3

In the third quarter of calendar year 1997, 10 days of tests on the 20 MMBtu/hr combustor-boiler facility were performed. The total test days on the Philadelphia facility to the end of September 1997 was 93, of which 19 tests were implemented as part of another DOE project. This exceeds the planned 63 test days for this project. Key project objectives have been exceeded, including NO emissions as low as 0.07 lb/MMBtu and SO emissions as low as 0.2 x 2 lb/MMBtu. The tests in the present quarter focussed on further optimizing post-combustion sorbent injection for SO2 and NOx control processes. The results were in the same range as in previous tests. In addition, initial tests of Coal Tech�s post-combustion NOx control process were implemented on a 100 MW and a 37 MW utility boiler, and NOx reductions as high as 40% were measured in the latter boiler.

Dickinson Pure Air Combustion ERIP technical progress report number 4 [for the reporting period 7/98 through 9/98]

Research was focused on work done to date and melding with current market conditions and demand. The overall objective of this program is to demonstrate the feasibility of EnerTech`s combustion technology to produce clean energy efficiently and cost effectively from coal and/or other char slurry fuels. From the data generated in this project, EnerTech will be able to conduct preliminary engineering design work for a process development unit. The design work included simulations that optimize process cycle efficiency, and includes analysis of process temperature, pressures, and mass/energy flows. The overall goal is to conduct the research necessary to launch a commercial process. Market surveys indicated that stand-alone systems would not find a near-term market; therefore, the company is concentrating on a configuration that includes a process that first generates a slurry char product.

This Mitigation Action Plan Annual Report (MAPAR) has been prepared by the US Department of Energy (DOE) as part of implementing the Dual Axis Radiographic Hydrodynamic Test Facility (DARHT) Mitigation Action Plan (MAP). This MAPAR provides a status on specific DARHT facility design- and construction-related mitigation actions that have been initiated in order to fulfill DOE`s commitments under the DARHT MAP. The functions of the DARHT MAP are to (1) document potentially adverse environmental impacts of the Phased Containment Option delineated in the Final EIS, (2) identify commitments made in the Final EIS and ROD to mitigate those potential impacts, and (3) establish Action Plans to carry out each commitment (DOE 1996). The DARHT MAP is divided into eight sections. Sections 1--5 provide background information regarding the NEPA review of the DARHT project and an introduction to the associated MAP. Section 6 references the Mitigation Action Summary Table which summaries the potential impacts and mitigation measures; indicates whether the mitigation is design-, construction-, or operational-related; the organization responsible for the mitigation measure; and the projected or actual completion data for each mitigation measure.
