China's MFN Status: Implications of the 1994 Decision
On May 26, 1994, President Clinton announced he was recommending that MFN status be extended to China for another year despite Beijing's failure to meet the human rights conditions set forward in his Executive Order of the previous year (Executive Order 12850). In addition, the President announced he was taking additional steps with respect to China, including: maintaining U.S. sanctions imposed as a result of the events in Tiananmen

Computer virus information update CIAC-2301
While CIAC periodically issues bulletins about specific computer viruses, these bulletins do not cover all the computer viruses that affect desktop computers. The purpose of this document is to identify most of the known viruses for the MS-DOS and Macintosh platforms and give an overview of the effects of each virus. The authors also include information on some windows, Atari, and Amiga viruses. This document is revised periodically as new virus information becomes available. This document replaces all earlier versions of the CIAC Computer virus Information Update. The date on the front cover indicates date on which the information in this document was extracted from CIAC`s Virus database.

Conceptual design for the STAR barrel electromagnetic calorimeter support rings
The STAR electromagnetic calorimeter (EMC) will be used to measure the energy of photons and electrons from collisions of beams of particles in the RHIC accelerator under construction at Brookhaven National Laboratory. The present design is documented in the EMC Conceptual Design Report, and consists of a cylindrical barrel and two flat endcap calorimeter sections. The barrel EMC will consist of 120 modules, each subtending 6{degrees} in azimuthal angle about the beam ({phi}), and half the barrel length. Each module will be subdivided into ``towers`` of alternating scintillator and lead, which project to the nominal interaction point. There is a strong coupling between the designs for the EMC and for the conventional solenoidal magnet, which will be located immediately outside the barrel EMC. For example, the inner radius of the magnet must be minimized to lower costs and to reduce the STAR detector`s outer diameter to fit within constraints of the existing detector building. This condition requires the calorimeter modules to be just thick enough to accomplish physics goals and to support their weight with small deflections. This note describes progress in the design of the EMC support rings. Several ring designs and methods of construction have been considered. In …

CPAC optical moisture monitoring: Characterization of composition and physical effects on moisture determination Task 2A report
The impact of particle size and chemical composition variations on determination of tank simulant moisture from near infrared (NIR) optical spectra are presented. This work shows particle size and chemical variations will impact moisture predictions from NIR spectra. However, the prediction errors can be minimized if calibration models are built with samples containing these variations as interferents. Prior work showed the NIR spectral region (1100 to 2500 nm) could be used to predict moisture content of BY-104 tank simulant with a standard error less of approximately 0.5 wt%. Particle size will increase moisture prediction error if calibration-models do not include the same particle size ranges as unknown samples. A combined particle size model with 0-420 {times}10{sup -6}m, 420-841 {times} 10{sup -6}m, and 841 {times} 10{sup -6} m-2 mm diameter particles predicted 0.59, 0.34 nd 0.23 wt% errors respectively for samples containing only these size ranges and 0.80 wt% error for a samples with all particle size ranges. Chemical composition would also increase moisture prediction error if calibration model samples chemically differ from unknown samples. For a BY-104 simulant, increases in NaOH, NaAlO{sub 2}, Na{sub 2} SiO{sub 3}, and Na{sub 3}PO{sub 4} produced moisture predictions that were lower than the actual …

Current U.S. Sanctions Against China
In the months following China's 1989 Tiananmen Square crackdown, both the President and the Congress took a number of initiatives protesting Beijing's actions. These initiatives centered around U.S. concerns related to trade, human rights, and non-proliferation. In intervening years, the United States has periodically imposed, lifted, or waived other sanctions and concluded several trade-related agreements with China relating to these concerns. Those measures that remain in place in 1994 are detailed in the accompanying tables.

Decoherence, determinism and chaos revisited
We suggest that the derivation of the free space Maxwell Equations for classical electromagnetism, using a discrete ordered calculus developed by L.H. Kauffman and T. Etter, necessarily pushes the discussion of determinism in natural science down to the level of relativistic quantum mechanics and hence renders the mathematical phenomena studied in deterministic chaos research irrelevant to the question of whether the world investigated by physics is deterministic. We believe that this argument reinforces Suppes` contention that the issue of determinism versus indeterminism should be viewed as a Kantian antinomy incapable of investigation using currently available scientific tools.

Department of Energy Plutonium ES&H Vulnerability Assessment Savannah River Site interim compensatory measures
The Savannah River Site (SRS) has recently completed a self-assessment of potential vulnerabilities associated with plutonium and other transuranic materials stored at the site. An independent Working Group Assessment Team (WGAT) appointed by DOE/ES&H also performed an independent assessment, and reviewed and validated the site self-assessment. The purpose of this report is to provide a status of interim compensatory measures at SRS to address hazards in advance of any corrective actions. ES&H has requested this status for all vulnerabilities ranked medium or higher with respect to potential consequences to workers, environment, and the public.
