Social Security Numbers: Federal and State Laws Restrict Use of SSNs, yet Gaps Remain

Testimony issued by the Government Accountability Office with an abstract that begins "In 1936, the Social Security Administration established the Social Security number (SSN) to track worker's earnings for Social Security benefit purposes. Despite its narrowly intended purpose, the SSN is now used for a myriad of non-Social Security purposes. Today, SSNs are used, in part, as identity verification tools for services such as child support collections, law enforcement enhancements, and issuing credit to individuals. Although these uses can be beneficial to the public, the SSN is now a key piece of information in creating false identities. The aggregation of personal information, such as SSNs, in large corporate databases and the increased availability of information via the Internet may provide criminals the opportunities to commit identity theft. Although Congress and the states have enacted a number of laws to protect consumers' privacy, the public and private sectors' continued use of and reliance on SSNs, and the potential for misuse, underscore the importance of strengthening protections where possible. Unmanned Aircraft Systems: Global Hawk Cost Increase Understated in Nunn-McCurdy Report

Correspondence issued by the Government Accountability Office with an abstract that begins "To provide for oversight of cost growth in DOD major defense acquisition programs, Congress passed legislation, commonly referred to as Nunn-McCurdy, which requires DOD to notify Congress when a program's unit cost growth exceeds (or breaches) the latest approved acquisition program baseline by at least 15 percent. If the cost growth has increased at least 25 percent over the baseline, the Secretary of Defense must certify to Congress that (1) the program is essential to national security; (2) no alternatives exist which will provide equal or greater military capability at less cost; (3) new program acquisition or procurement unit cost estimates are reasonable; and (4) the management structure is adequate to control unit cost. On April 13, 2005, the Acting Secretary of the Air Force formally notified Congress that the procurement unit cost of the Global Hawk had increased 18 percent over the baseline estimate. As requested, we are in the process of reviewing the acquisition strategies and requirements for several unmanned aircraft systems, including the Global Hawk. United Nations: Oil for Food Program Audits

Testimony issued by the Government Accountability Office with an abstract that begins "The Oil for Food program was established by the United Nations and Iraq in 1996 to address concerns about the humanitarian situation after international sanctions were imposed in 1990. The program allowed the Iraqi government to use the proceeds of its oil sales to pay for food, medicine, and infrastructure maintenance. Allegations of fraud and corruption have plagued the Oil for Food program. As we have testified and others have reported, the former regime gained illicit revenues through smuggling and through illegal surcharges and commissions on Oil for Food contracts. The United Nations' Independent Inquiry Committee was established in April 2004 to investigate allegations of corruption and misconduct within the Oil for Food program and its overall management of the humanitarian program. In January 2005, the Committee publicly released 58 internal audit reports conducted by the United Nations' Office of Internal Oversight Services (OIOS). GAO (1) provides information on OIOS' background, structure, and resources; (2) highlights the findings of the internal audit reports; and (3) discusses limitations on the audits' coverage."

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses progress on the Capitol Visitor Center (CVC) project. Our remarks will focus on (1) the Architect of the Capitol's (AOC) progress in managing the project's schedule since the Subcommittee on the Legislative Branch, Senate Committee on Appropriations' July 14 hearing on the project; (2) our estimate of a general time frame for completing the base project's construction and the preliminary results of our assessment of the risks associated with AOC's July 2005 schedule for the base project; and (3) the project's costs and funding, including the potential impact of scheduling issues on cost. However, we will not, as originally planned, provide specific estimated completion dates because AOC's contractors revised the schedule in August to reflect recent delays, but AOC has not yet evaluated the revised schedule. AOC believes that the time added to the schedule by its contractors is unreasonable. Until AOC completes its evaluation and we assess it, any estimates of specific completion dates are, in our view, tentative and preliminary. Similarly, we will wait until the schedule is stabilized to update our November 2004 estimate of the cost to complete the project. Currently, …

Securing these systems is further complicated by the need to balance security with the expeditious flow of people and goods through these systems. The Transportation Security Administration (TSA) faces the daunting challenge of determining how to allocate its finite resources to manage risks while addressing threats and enhancing security across all transportation modes. To assist the Congress and TSA in focusing resources on the areas of greatest need, we were asked to describe Department of Homeland Security (DHS) and TSA efforts in managing risks and allocating resources across aviation and surface transportation modes, and in integrating screening, credentialing, and research and development (R&D) efforts to achieve efficiencies."

Human Capital: Preliminary Observations on Proposed DOD National Security Personnel System Regulations

Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Defense's (DOD) new human resources management system--the National Security Personnel System (NSPS)--will have far-reaching implications for the management of the department and for civil service reform across the federal government. The National Defense Authorization Act for Fiscal Year 2004 gave DOD significant authorities to redesign the rules, regulations, and processes that govern the way that more than 700,000 defense civilian employees are hired, compensated, promoted, and disciplined. In addition, NSPS could serve as a model for governmentwide transformation in human capital management. However, if not properly designed and effectively implemented, it could severely impede progress toward a more performance- and results-based system for the federal government as a whole. On February 14, 2005, the Secretary of Defense and Acting Director of the Office of Personnel Management (OPM) released for public comment the proposed NSPS regulations. This testimony (1) provides GAO's preliminary observations on selected provisions of the proposed regulations, (2) discusses the challenges DOD faces in implementing the new system, and (3) suggests a governmentwide framework to advance human capital reform."
