All solid state high voltage power supply for neutral beam sources
The conceptual design of a high frequency solid state, high power, high voltage, power system that reacts fast enough to be compatible with the requirements of a neutral beam source is presented. The system offers the potential of significant advantages over conventional power line frequency systems; such as high reliability, long life, relatively little maintenance requirements, compact size and modular design.

ATA diagnostic data handling system: an overview
The functions to be performed by the ATA diagnostic data handling system are discussed. The capabilities of the present data acquisition system (System 0) are presented. The goals for the next generation acquisition system (System 1), currently under design, are discussed. Facilities on the Octopus system for data handling are reviewed. Finally, we discuss what has been learned about diagnostics and computer based data handling during the past year.

Current enhancement update
Net current enhancement to levels in excess of the beam current has been observed in gases at pressures excess of 50 torr. We delineate the regimes where enhancement is observed. The experimental results fall into two very distinct classes; current enhancement at injection where the beam is only slightly displaced and current enhancement clearly associated with the high amplitude hose instability. A careful theoretical and experimental study of the diagnostics revealed no fundamental flaws although there are several complex and unlikely scenarios which could introduce fictitious current enhancement. Theoretical efforts indicate several mechanisms for generating enhancement but none of the theories can account for the detailed observations. 4 references, 4 figures.

Edge diagnostics for tandem mirror machines
The edge plasma in a tandem mirror machine shields the plasma core from cold neutral gas and impurities. A variety of diagnostics are used to measure the fueling, shielding, and confinement of the edge plasma in both the end plug and central cell regions. Fast ion gauges and residual gas analyzers measure the gas pressure and composition outside of the plasma. An array of Langmuir probes is used to measure the electron density and temperature. Extreme ultraviolet (euv) and visible spectroscopy are used to measure both the impurity and deuterium densities and to estimate the shielding factor for the core plasma. The linear geometry of a tandem mirror also allows direct measurements of the edge plasma by sampling the ions and electrons lost but the ends of the machine. Representative data obtained by these diagnostics during operation of the Tandem Mirror Experiment (TMX) and Tandem Mirror Experiment-Upgrade (TMX-U) experiments are presented. Diagnostics that are currently being developed to diagnose the edge plasma are also discussed.

Emittance measurements on ETA and ATA
Emittance measurements on beams produced by the ETA and ATA accelerators are discussed. Emittance and brightness are defined. The significance of emittance for a beam in an accelerator and in gas is discussed. Various measurement techniques and results are presented and contrasted. Implicit calculations of emittance are also reported. Finally, the measurement of the time variation of emittance is discussed and the techniques to be used on the upcoming ATA experiments are outlined.

Heroin: Legalization for Medical Use
This report discusses the limited legalization of diacetylmorphine (heroin) for use in the medical treatment of intractable pain. The report attempts to present pros and cons on the issue as well as information on pending legislation. The report also provides a comparison of heroin's analgesic qualities to those of currently available and equivalent pharmaceutical alternatives.

The Homeless: Overview of the Problem and the Federal Response
This report discusses the problem of homelessness in the U.S. and the resulting policy response. Unlike the skid row "derelicts" who comprised the typical homeless population of the 1960s, today's street people represent many diverse groups including: the mentally ill, evicted families, the aged, alcoholics, drug addicts, abused spouses, abused young people, and cast-off children.

Irradiation performance of low-enriched uranium fuel elements
The status of the testing and evaluation of full-sized experimental low- and medium-enriched uranium fuel elements in the Oak Ridge Research Reactor is presented. Medium-enriched elements containing oxide and aluminide have been completely evaluated at burnups up to 75%. A low-enriched U/sub 3/Si/sub 2/ element has been evaluated at 41% burnup. Other silicide and oxide elements have completed irradiation satisfactorily to burnups of 75% and are now being evaluated. All results to date confirm the expected good performance of these elements in the medium power research reactor environment.

Monte Carlo 20 and 45 MeV Bremsstrahlung and dose-reduction calculations
The SANDYL electron-photon coupled Monte Carlo code has been compared with previously published experimental bremsstrahlung data at 20.9 MeV electron energy. The code was then used to calculate forward-directed spectra, angular distributions and dose-reduction factors for three practical configurations. These are: 20 MeV electrons incident on 1 mm of W + 59 mm of Be, 45 MeV electrons of 1 mm of W and 45 MeV electrons on 1 mm of W + 147 mm of Be. The application of these results to flash radiography is discussed. 7 references, 12 figures, 1 table.

E/parallels/B end-loss-ion analyzer for TMX-U
We are constructing and testing a diagnostic intrument to investigate, in detail, ions emanating along magnetic-field lines from the plasma region of the TMX-U tandem-mirror experiment. This analyzer (of TFTR design) contains parallel electric and magnetic fields, which yield ion mass and energy spatial separation, respectively. A two-dimensional array of 128 copper collector plates detects the particles. The entering ion flux is first well collimated and then focused onto the detector plane during the 180/sup 0/ bending in the magnetic field. This instrument is designed to measure higher particle energies than the present gridded end-loss analyzers as well as determine the energy spectra more accurately. Tandem-mirror plasma parameters to be investigated with this analyzer include end-plug potential, average central-cell-ion energy, and plasma potential in the thermal-barrier and nearby regions. We plan a time resolution of up to 2 kHz for each detector.

Perpendicular electron cyclotron emission from hot electrons in TMX-U
Perpendicular electron cyclotron emission (PECE) from the electron cyclotron resonant heating of hot electrons in TMX-U is measured at 30 to 40 and 50 to 75 GHz. This emission is optically thin and is measured at the midplane, f/sub ce/ approx. = 14 GHz, in either end cell. In the west end cell, the emission can be measured at different axial positions thus yielding the temporal history of the hot electron axial profile. These profiles are in excellent agreement with the axial diamagnetic signals. In addition, the PECE signal level correlates well with the diamagnetic signal over a wide range of hot electron densities. Preliminary results from theoretical modeling and comparisons with other diagnostics are also presented.

Summary of the Argonne Measurements of the LBL Prototype Pickup Characteristics
During the past year the authors have conducted a series of tests on the LBL prototype 1-2 GHz and 2-4 GHz stochastic cooling electrodes at Argonne Chemistry Division's electron LINAC. The electrode geometries are illustrated in Figures 1 and 2. Using the test electron beam, the 16-loop arrays were operated as beam current pickups and their sum and difference mode coupling impedances were measured.
