Stratospheric Ozone Depletion: Implementation Issues (open access)

Stratospheric Ozone Depletion: Implementation Issues

For two decades, scientists have been warning that chlorofluorocarbons (CFCs) and halons (bromine-containing fluorocarbons) may deplete the stratospheric ozone shield that screens out some of the Sun's harmful ultraviolet rays and thus regulates the amounts which reach the Earth's surface. CFCs have been used as refrigerants, solvents, foam blowing agents, and outside the United States, as aerosol propellants; Halons are used primarily as firefighting agents. Increased radiation could result in an increase in skin cancers, suppression of the human immune system, and decreased productivity of terrestrial and aquatic organisms, including some commercially important crops.

Campaign Finance Bills in the 106th Congress: Comparison of Shays-Meehan, as passed, with McCain-Feingold, as considered

On September 14, 1999, the House passed the Shays-Meehan bill--H.R. 417, the Bipartisan Campaign Finance Reform Act of 1999, as amended, by a vote of 252-177. Senate sponsors of the companion measure, S. 26 (McCain-Feingold), revised their proposal and, on September 16, introduced S. 1593, containing just four sections of H.R. 417 and S. 26. The Senate debated S. 1593 from October 13-20, culminating in unsuccessful cloture votes October 19 on two amendments: Daschle amendment 2298, substituting text nearly identical to the House-passed H.R. 417; and Reid amendment 2229 (a perfecting amendment to no. 2298), substituting text of S. 1593 as offered, plus McCain amendment 2294 (adopted October 14), which added certain disclosure requirements. This report compares provisions of the House-passed bill with the one considered by the Senate in October 1999. No further updates are planned.

Critical Infrastructures: Background and Early Implementation of PDD-63

The nation's health, wealth, and security rely on the supply and distribution of certain goods and services. The array of physical assets, processes and organizations across which these goods and services move are called critical infrastructures (e.g. electricity, the power plants that generate it, and the electric grid upon which it is distributed or financial capital, the institutions that manage it, and the record- keeping and communications that move it from one institution to another).

The World Trade Organization: The Debate in the United States (open access)

The World Trade Organization: The Debate in the United States

The World Trade Organization (WTO) went into effect in 1995, replacing the General Agreement on Tariffs and Trade (GATT) which had been in existence since 1948. Under the WTO, the governments of the 136 member countries agree on a set of rules and principles for trade, negotiate periodically to reduce trade barriers, and participate in the dispute settlement procedure. Economists believe that, over the past 50 years, the more predictable environment for trade as well as the reduction in trade barriers has contributed to unprecedented economic prosperity for the majority of countries. On the other hand, trade liberalization under the WTO has resulted in economic costs to those whose jobs have been adversely affected, although they are relatively few compared to total employment in the United States.

The Male-Female Wage Gap: A Fact Sheet (open access)

The Male-Female Wage Gap: A Fact Sheet

Although women continue to often earn less than men, the size of the wage gap has gradually narrowed. Today, women with a strong attachment to the labor market typically earn 72-77 cents for every dollar earned by men. Studies have identified factors that contribute to the pay disparity, but they have been unable to fully justify its existence. The unexplained portion of the wage differential is often attributed entirely to discrimination (i.e., unequal rewards for equal labor market qualifications), but it also represents omitted variables and measurement error.
