The article covers discussions held at an assembly of Latin Americans at Mission, Texas, on the pamphlet published by the University of Texas, "The Wetback in the Lower Rio Grande Valley of Texas," written by Lyle Saunders and Olen E. Leonard. The assembly condemned the features of the pamphlet.

Herrera agrees to be the chairman to the seminar on "Social Welfare." Herrera requests a copy of the program of speakers and seminars to be announced on the LULAC radio program in Houston.

Walter, regarding an article in the "Our City" column concerning the formation of a Latin American Squad. Herrera insists that the so-called "Latin American Problem" is exaggerated and that most Latin Americans are not criminals. Herrera also states that LULAC, which opposes the creation of a Latin American Squad, stands to support the betterment and fair treatment of Latin Americans. The group, Herrera explains, serves as a liaison between Anglo-Americans and all Latin Americans for the purposes of cooperation not agitation.

Montalbo be appointed to one of the four new district courts in Harris County, on the virtues of his education, community service, and the respect it would garner from the Latin American community to have one of their members so recognized. The letter is typed on letterhead for the United States Senate Office of the Democratic Leader in Washington, D.C.

Letter from Tom Sutherland to John J. Herrera, dated May 11, 1951. Sutherland asks Herrera for assistance in contacting Texas State Senators concerning upcoming vote on a Compromise Amendment by Chambers, which would give "aliens old age assistance."
