Access to Broadband Networks: The Net Neutrality Debate
This report discusses the current debate over "net neutrality." While there is no single accepted definition of "net neutrality," most agree that any such definition should include the general principles that owners of the networks that compose and provide access to the Internet should not control how consumers lawfully use that network, and they should not be able to discriminate against content provider access to that network.

Additional media studies for site suitability criteria
Site suitability studies have been made previously at LLL on bedded salt and shale. In the present study domed salt, basalt, and crystalline rock are compared with bedded salt and shale and with each other as possible repositories. The level of effort required to develop models for these media that are similar in quality to those available for bedded salt and shale is evaluated. The effort necessary to develop data bases on the physical and chemical properties comparable to that available for bedded salt and shale is also estimated. Each medium is evaluated as a suitable repository environment. The funding necessary for model and data base development is estimated. (JSR)

Americans' Average Radiation Exposure
We live with radiation every day. We receive radiation exposures from cosmic rays, from outer space, from radon gas, and from other naturally radioactive elements in the earth. This is called natural background radiation. It includes the radiation we get from plants, animals, and from our own bodies. We also are exposed to man-made sources of radiation, including medical and dental treatments, television sets and emission from coal-fired power plants. Generally, radiation exposures from man-made sources are only a fraction of those received from natural sources. One exception is high exposures used by doctors to treat cancer patients. Each year in the United States, the average dose to people from natural and man-made radiation sources is about 360 millirem. A millirem is an extremely tiny amount of energy absorbed by tissues in the body.

Analysis of design tradeoffs for diplay case evaporators
A model for simulating a display case evaporator under frosting conditions has been developed, using a quasi-steady and finite-volume approach and a Newton-Raphson based solution algorithm. It is capable of simulating evaporators with multiple modules having different geometries, e.g. tube and fin thicknesses and pitch. The model was validated against data taken at two-minute intervals from a well-instrumented medium-temperature vertical display case, for two evaporators having very different configurations. The data from these experiments provided both the input data for the model and also the data to compare the modeling results. The validated model has been used to generate some general guidelines for coil design. Effects of various geometrical parameters were quantified, and compressor performance data were used to express the results in terms of total power consumption. Using these general guidelines, a new prototype evaporator was designed for the subject display case, keeping in mind the current packaging restrictions, tube and fin availabilities. It is an optimum coil for the given external load conditions. Subsequently, the validated model was used in a more extensive analysis to design prototype coils with some of the current tube and fin spacing restrictions removed. Analysis of Fully Developed Turbulent Heat Transfer at Low Peclet Numbers in Smooth Tubes With Application to Liquid Metals
From Introduction: "Analyses of heat transfer for liquid metals flowing turbulently in smooth tubes (low Pradtl numbers) are given in reference 1 and 2. The predicted heat-transfer coefficients from these analyses are considerably higher than those determined in the experimental heat-transfer investigations for mercury and lead bismuth given in references 2 to 4. If the analytical and experimental results for flow of gases are compared at low Peclet numbers, they are also found to be in disagreement (references 5 and 6)."

ANALYSIS OF THE REACTIVITY OF RADPRO SOLUTION WITH COTTON RAGS
Rags containing RadPro{reg_sign} solution will be generated during the decontamination of the Plutonium Finishing Plant (PFP). Under normal conditions, the rags will be neutralized with sodium carbonate prior to placing in the drums. The concern with RadPro solutions and cotton rags is that some of the RadPro solutions contain nitric acid. Under the right conditions, nitric acid and cotton rags exothermically react. The concern is, will RadPro solutions react with cotton rags exothermically? The potential for a runaway reaction for any of the RadPro solutions used was studied in Section 5.2 of PNNL-15410, Thermal Stability Studies of Candidate Decontamination Agents for Hanford's Plutonium Finishing Plant Plutonium-Contaminated Gloveboxes. This report shows the thermal behavior of cotton rags having been saturated in one of the various neutralized and non-neutralized RadPro solutions. The thermal analysis was performed using thermogravimetric Analysis (TGA), Differential Thermal Analysis (DTA) and Accelerating Rate Calorimetry (ARC).

Analytical determination of local surface heat-transfer coefficients for cooled turbine blades from measured metal temperatures
Analytical methods are presented for the determination of local values of outside and inside heat-transfer coefficients and effective gas temperatures by use of turbine-blade-temperature measurements. The methods are derived for a number of configurations that can be applied to typical cooled-turbine-blade shapes as well as to other types of heat-transfer apparatus.

Argonne National Laboratory-East site environmental report for calendar year 1999
This report discusses the results of the environmental protection program at Argonne National Laboratory-East (ANL-E) for 1999. To evaluate the effects of ANL-E operations on the environment, samples of environmental media collected on the site, at the site boundary, and off the ANL-E site were analyzed and compared with applicable guidelines and standards. A variety of radionuclides were measured in air, surface water, on-site groundwater, and bottom sediment samples. In addition, chemical constituents in surface water, groundwater, and ANL-E effluent water were analyzed. External penetrating radiation doses were measured, and the potential for radiation exposure to off-site population groups was estimated. Results are interpreted in terms of the origin of the radioactive and chemical substances (i.e., natural, fallout, ANL-E, and other) and are compared with applicable environmental quality standards. A US Department of Energy dose calculation methodology, based on International Commission on Radiological Protection recommendations and the US Environmental Protection Agency's CAP-88 (Clean Air Act Assessment Package-1988) computer code, was used in preparing this report. The status of ANL-E environmental protection activities with respect to the various laws and regulations that govern waste handling and disposal is discussed, along with the progress of environmental corrective actions and restoration projects.

Backmixing in Pulse Columns II, Experimental Values and Effect of Several Variables
Seven runs were made with the system Penn. Ref. Co. "Supersol" (dispersed) water (continuous) to investigate the effects of pulse frequency, amplitude plate spacing, volume flow ratio, and throughput on backmixing, using the technique of continuous injection of a tracer solution into the packed section. Backmixing was found to be surprisingly insensitive to all the above variables over the range studied with the exception of pulse amplitude and continuous phase flow rate, showing greatest dependence on the later. Backmixing increased with decreasing continuous phase flow rate and increased with pulse amplitude.

BCE selector valves and flow proportional sampler

Beam diagnostics via model independent analysis of the turn-by-turn BPM data
Model independent analysis (MIA) can be used to obtain all the eigen modes included in the turn-by-turn BPM data. Not only the synchrotron tune and betatron tune can be obtained from the fast Fourier transforms (FFT) of the temporal eigen vector of the corresponding mode, but also the error mode, which could be caused by the different gain of a BPM, can be observed in both the temporal and spatial eigen vectors of the error mode. It can be applied as a diagnostic tool for Booster.
