Kinetics of the radiation-induced exchange reactions of H/sub 2/, D/sub 2/, and T/sub 2/: a review
Mixtures of H/sub 2/--T/sub 2/ or D/sub 2/--T/sub 2/ will exchange to produce HT or DT due to catalysis by the tritium ..beta.. particle. The kinetics of the reaction D/sub 2/ + T/sub 2/ = 2DT may play an important role in designing liquid or solid targets of D/sub 2/--DT--T/sub 2/ for implosion fusion, and distillation schemes for tritium cleanup systems in fusion reactors. Accordingly, we have critically reviewed the literature for information on the kinetics and mechanism of radiation-induced self-exchange reactions among the hydrogens. We found data for the reaction H/sub 2/ + T/sub 2/ = 2HT in the gas phase and developed a scheme based on these data to predict the halftime to equilibrium for any gaseous H/sub 2/ + T/sub 2/ mixture at ambient temperature with an accuracy of +-10 percent. The overall order of the H/sub 2/ + T/sub 2/ = 2HT reaction is 1.6 based on an initial rate treatment of the data. The most probable mechanism for radiation-induced self-exchange reaction is an ion-molecule chain mechanism.

A high degree of crystallinity has been achieved in ingots cast. Since most of the growth took place near the solidification temperature, the top portion of the ingot was solidified by freezing from the surface. The thickness of this layer was reduced with the control of thermal flow characteristics in the furnace. The crucibles used in this study have a nonuniform bottom which is not conducive to proper heat transfer during solidification. In an effort to achieve high packing density of solar cells in the module with maximum material utilization, an attempt was made to cast a square cross-section ingot. Even though some minor cracking occurred in the first ingot, it appears feasible to cast square cross-section ingots by the Heat Exchanger Method. Higher feed forces results in higher cutting rates. However, this is accompanied by wire wander and increased surface damage depth. It has been established that the life of an impregnated blade can be prolonged by plating it after impregnation.

Determination of trace impurities in uranium hexafluoride by an inductively coupled argon plasma spectrometer
A procedure has been developed to determine 21 trace impurity elements in uranium hexafluoride, using inductively coupled argon plasma emission spectrometry (ICAP). The method consists of a liquid-liquid extraction to separate uranium from the trace impurities with a mixture of tri-(2-ethyl-hexyl)-phosphate (TEHP) and heptane. The raffinate containing the elements is subsequently analyzed by ICAP. The impurity elements which can be analyzed by this method are: Al, B, Ba, Be, Bi, Ca, Cd, Co, Cr, Cu, Fe, Mg, Mn, Na, Ni, Pb, Sb, Sn, Ti, V and Zn.

VA Health Care: Improved Oversight and Compliance Needed for Physician Credentialing and Privileging Processes
A letter report issued by the Government Accountability Office with an abstract that begins "VA has policies to ensure that physicians have appropriate qualifications and clinical abilities through the processes of credentialing, privileging, and continuous monitoring of performance. Results of a VA investigatory report in 2008 cited deficiencies in the Marion, Illinois, VA medical center's (VAMC) credentialing and privileging processes and oversight of its surgical program. This report examines VA's policies and guidance to help ensure that information about physician qualifications and performance is accurate and complete, VAMCs' compliance with selected VA credentialing and privileging policies, and their implementation of VA policies to continuously monitor performance. The Government Accountability Office (GAO) reviewed VA's policies, interviewed VA officials, and reviewed a judgmental sample of 30 credentialing and privileging files at each of six VAMCs that GAO visited. GAO selected the files to ensure inclusion of highly paid specialties, newly hired physicians, and other physician characteristics. GAO selected the judgmental sample of six VAMCs based on geographic balance and other factors."

IRS's Offshore Voluntary Disclosure Program: 2009 Participation by State and Location of Foreign Bank Accounts
Correspondence issued by the Government Accountability Office with an abstract that begins "We reported the number of 2008 tax returns by state for IRS's 2009 Offshore Voluntary Disclosure Program (OVDP) participants. OVPD offered incentives for taxpayers to disclose their offshore accounts and pay delinquent taxes, interest and penalties. Generally, the program offered somewhat reduced penalties and no risk of criminal prosecution, if eligible taxpayers fully disclosed their previously unreported offshore accounts, and paid taxes due plus interest. Medicaid: Use of Claims Data for Analysis of Provider Payment Rates
Correspondence issued by the Government Accountability Office with an abstract that begins "Among the 9 states and 35 services examined, GAO found that all states varied Medicaid payments for at least some services. However, the states differed in the number of services for which they varied payments, in the factors that accounted for variation, and in the magnitude of the variation. Many of the states varied payment rates by at least one of the factors GAO was able to explore in detail: provider type, service setting, and/or patient age. Some states also varied their payment rates for other reasons, such as by geographic region or by physician specialty. GAO also found that most of the median Medicaid payment rates calculated from claims data generally confirmed payment rates published in studies of fee schedules conducted by the American Academy of Pediatrics and the Urban Institute; however, some of the published fee schedule rates were rarely used in practice. Collectively, GAO's findings demonstrate that Medicaid fee-for-service claims data can be a useful source of information for analyzing provider payments. Federal Real Property: Actions Needed to Improve How Agencies Manage Structures
A letter report issued by the Government Accountability Office with an abstract that begins "In 2012, federal agencies reported to the Federal Real Property Council (FRPC)--an organization comprised of all real property holding federal agencies--that they are responsible for operating over 480,000 federally owned structures. Information about these structures is recorded in the FRPC's Federal Real Property Profile (FRPP), the government's comprehensive database that describes the nature, use, and extent of federal real property. About 176,000 of those structures are operated by civilian federal agencies. The federal government manages a wide variety of structures. Some of these are common across agencies, such as roads and parking structures, while some are more specific to agencies' missions, such as historic structures or particle accelerators."

D.C. Family Court: Progress Has Been Made in Implementing Its Transition
A letter report issued by the General Accounting Office with an abstract that begins "The D.C. Family Court Act (P.L. 107-114) mandated that GAO examine the performance of the D.C. Family Court. GAO addressed the following objectives: (1) What procedures were used to make judicial appointments to the Family Court and what effect did qualification requirements have on appointment timeframes? (2) How timely was the Family Court in meeting established timeframes for transferring and resolving abuse and neglect cases, and what impact did magistrate judges have on the workload of judges and other personnel? (3) What progress has the D.C. Courts made in procuring permanent space? And (4) What progress have the Superior Court and District agencies made in sharing data from their computer systems? To address these objectives, GAO analyzed court data on its timeliness in resolving cases, reviewed the Family Court Act, applicable District laws, and reports required by the act; reviewed documents regarding the Family Court's progress in acquiring permanent space and those related to sharing data from the computer systems of the Superior Court and the District; and interviewed relevant District, Superior Court, and Family Court officials. Design note of an air-cooled 2 ft x 2 ft x 10. 5 ft long muon spoiler
This note describes the construction of a muon spoiler (magnetized steel assembly) with a cross section of 2 ft by 2 ft and a length of 10.5 ft. Two such spoilers are operated in series at an average field of about 15 kGauss, from one 100 ADC, 40 V power supply. The purpose of the spoilers is to prevent muons from easily escaping beyond the muon laboratory experimental area by bending them down so that they have to pass through more earth. The spoilers reduce the muon dose rate beyond the experimental area by about a factor of 15 to 20. These types of spoilers are not precision devices. They were inexpensive to build from scrap materials using rough flame cutting methods. It took about 14 days to fabricate them.
