Kempner further explains that a recent incident at Parkland that involved a group of children, some of which being Herrera's children, was not a result of discrimination at Parkland, but a simple incident of children quarreling that became something more once parents were involved. Kempner discusses Parkland having a policy against discrimination and the efforts put in place to ensure equality amongst tenants.
