Therefore, the transfer of combat aircraft can be a significant policy decision, especially to a region with known tensions and territorial disputes. It is currently unclear what long-term effects a potential sale of combat aircraft to South Asia might have on U.S. political relations with Pakistan and India, or the political relationship between them.

A number of issues affecting U.S. agriculture are receiving attention during the 109th Congress. Some are related to new initiatives or to unfinished legislation from the 108th Congress; others have been the focus of ongoing congressional oversight. The agriculture committees are required by the FY2006 budget resolution to report legislation this year that reduces spending on mandatory food and agriculture support programs by $3 billion over the next five years. Other issues of importance to agriculture during the 109th Congress include the possible reauthorization of an expiring dairy support program; multilateral and bilateral trade negotiations; concerns about agroterrorism, food safety, and animal and plant diseases (e.g., “mad cow” disease and Asian soybean rust); high energy costs; environmental issues; and a number of agricultural marketing matters. Although the current (2002) farm bill (P.L. 107-171) generally does not expire until 2007, the agriculture committees could begin hearings on a new measure later this year. This report will be updated if significant developments ensue.

This report discusses the Department of Defense's (DOD) various counter-terrorist intelligence activities, whether or not they constitute classification as "covert action," and the challenge of clarifying the roles and responsibilities of various intelligence activities with regard to clandestine activities. This report examines the statutory procedures governing covert action and associated questions to consider.

Open conflict broke out between Ethiopia and Eritrea in May 1998 after disagreements over several areas along the common border worsened. The war occurred despite earlier creation of a joint border commission to address complaints by both sides. An estimated 50,000-100,000 people were killed in the conflict and close to a million people have been displaced.

This report discusses how and when the USA PATRIOT ACT P.L. 107-56 applies to libraries and bookstores under Section 215 of the Foreign Surveillance Intelligence Act. This report discusses the Department of Homeland Security (DHS) designating the election infrastructure used in federal elections as a component of U.S. critical infrastructure. The designation was made in January 2017, in response to a series of cyberattacks that occurred on information systems of state and local election jurisdictions prior to the 2016 election. The report explains the concept of critical infrastructure and the implications of the designation.

Congress has broad plenary authority to determine classes of aliens who maybe admitted into the United States and the grounds for which they may be removed. Pursuant to the Immigration and Nationality Act (INA), as amended, certain conduct may either disqualify an alien from entering the United States (“inadmissibility”) or provide grounds for his or her removal/deportation. Prominently included among this conduct is criminal activity. “Criminal activity” comprises acts violative of federal, state, or, in many cases, foreign criminal law. It does not cover violations of the INA that are not crimes, most notably, being in the U.S. without legal permission. Thus, the term “illegal alien” — an alien without legal status — is not synonymous with “criminal alien.”
