2007 Annual Summary Report for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site, Nye County, Nevada

This report summarizes the results of an annual review of conditions affecting the operation of the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) and a determination of the continuing adequacy of the performance assessments (PAs) and composite analyses (CAs). The Area 5 RWMS PA documentation consists of the original PA (Shott et al., 1998), referred to as the 1998 Area 5 RWMS PA and supporting addenda (Bechtel Nevada [BN], 2001b; 2006a). The Area 5 RWMS CA was issued as a single document (BN, 2001a) and has a single addendum (BN, 2001c). The Area 3 PA and CA were issued in a single document (Shott et al., 2000). The Maintenance Plan for the PAs and CAs (National Security Technologies, LLC [NSTec], 2006) and the Disposal Authorization Statements (DASs) for the Area 3 and 5 RWMSs (U.S. Department of Energy [DOE], 2000; 2002) require preparation of an annual summary and a determination of the continuing adequacy of the PAs and CAs. Advanced Hydrogen Turbine Development

Siemens has developed a roadmap to achieve the DOE goals for efficiency, cost reduction, and emissions through innovative approaches and novel technologies which build upon worldwide IGCC operational experience, platform technology, and extensive experience in G-class operating conditions. In Phase 1, the technologies and concepts necessary to achieve the program goals were identified for the gas turbine components and supporting technology areas and testing plans were developed to mitigate identified risks. Multiple studies were conducted to evaluate the impact in plant performance of different gas turbine and plant technologies. 2015 gas turbine technologies showed a significant improvement in IGCC plant efficiency, however, a severe performance penalty was calculated for high carbon capture cases. Thermodynamic calculations showed that the DOE 2010 and 2015 efficiency targets can be met with a two step approach. A risk management process was instituted in Phase 1 to identify risk and develop mitigation plans. For the risks identified, testing and development programs are in place and the risks will be revisited periodically to determine if changes to the plan are necessary. Assessment of Unabated Facility Emission Potentials for Evaluating Airborne Radionuclide Monitoring Requirements at Pacific Northwest National Laboratory - 2007

Assessments were performed to evaluate compliance with the airborne radionuclide emission monitoring requirements in the National Emission Standards for Hazardous Air Pollutants (NESHAP – U.S. Code of Federal Regulations, Title 40, Part 61, Subpart H) and Washington Administrative Code (WAC) 246-247: Radiation Protection – Air Emissions. In these NESHAP assessments, potential unabated offsite doses were evaluated for emission locations at buildings that are part of the consolidated laboratory campus of the Pacific Northwest National Laboratory. This report describes the inventory-based methods and provides the results for the NESHAP assessment performed in 2007.

Building America Research Benchmark Definition: Updated December 20, 2007

To track progress toward aggressive multi-year whole-house energy savings goals of 40-70% and onsite power production of up to 30%, DOE's Residential Buildings Program and NREL developed the Building America Research Benchmark in consultation with the Building America industry teams. The Benchmark is generally consistent with mid-1990s standard practice, as reflected in the Home Energy Rating System (HERS) Technical Guidelines (RESNET 2002), with additional definitions that allow the analyst to evaluate all residential end-uses, an extension of the traditional HERS rating approach that focuses on space conditioning and hot water. Unlike the reference homes used for HERS, EnergyStar, and most energy codes, the Benchmark represents typical construction at a fixed point in time so it can be used as the basis for Building America's multi-year energy savings goals without the complication of chasing a 'moving target'.

This Closure Report (CR) presents information supporting closure of Corrective Action Unit (CAU) 124, Storage Tanks, Nevada Test Site (NTS), Nevada. This report complies with the requirements of the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the State of Nevada; U.S. Department of Energy (DOE), Environmental Management; U.S. Department of Defense; and DOE, Legacy Management (FFACO, 1996; as amended January 2007). This CR provides documentation and justification for the closure of CAU 124 without further corrective action. This justification is based on process knowledge and the results of the investigative activities conducted in accordance with the Streamlined Approach for Environmental Restoration (SAFER) Plan for Corrective Action Unit 124: Storage Tanks, Nevada Test Site, Nevada (NNSA/NSO, 2007). The SAFER Plan provides information relating to site history as well as the scope and planning of the investigation. Therefore, this information will not be repeated in this CR.

Closure Report for Corrective Action Unit 543: Liquid Disposal Units, Nevada Test Site, Nevada

This Closure Report (CR) documents closure activities for Corrective Action Unit (CAU) 543, Liquid Disposal Units, according to the Federal Facility Agreement and Consent Order (FFACO, 1996) and the Corrective Action Plan (CAP) for CAU 543 (U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office [NNSA/NSO], 2007). CAU 543 is located at the Nevada Test Site (NTS), Nevada (Figure 1), and consists of the following seven Corrective Action Sites (CASs): CAS 06-07-01, Decon Pad; CAS 15-01-03, Aboveground Storage Tank; CAS 15-04-01, Septic Tank; CAS 15-05-01, Leachfield; CAS 15-08-01, Liquid Manure Tank; CAS 15-23-01, Underground Radioactive Material Area; CAS 15-23-03, Contaminated Sump, Piping; and CAS 06-07-01 is located at the Decontamination Facility in Area 6, adjacent to Yucca Lake. The remaining CASs are located at the former U.S. Environmental Protection Agency (EPA) Farm in Area 15. The purpose of this CR is to provide a summary of the completed closure activities, to document waste disposal, and to present analytical data confirming that the remediation goals were met. The closure alternatives consisted of closure in place for two of the CASs, and no further action with implementation of best management practices (BMPs) for the remaining five CASs.

Definition of Technology Readiness Levels for Transmutation Fuel Development

To quantitatively assess the maturity of a given technology, the Technology Readiness Level (TRL) process is used. The TRL process has been developed and successfully used by the Department of Defense (DOD) for development and deployment of new technology and systems for defense applications. In addition, NASA has also successfully used the TRL process to develop and deploy new systems for space applications. Transmutation fuel development is a critical technology needed for closing the nuclear fuel cycle. Because the deployment of a new nuclear fuel forms requires a lengthy and expensive research, development, and demonstration program, applying the TRL concept to the transmutation fuel development program is very useful as a management and tracking tool. This report provides definition of the technology readiness level assessment process as defined for use in assessing nuclear fuel technology development for the Transuranic Fuel Development Campaign.

Desalination utilizing clathrate hydrates (LDRD final report).

Advances are reported in several aspects of clathrate hydrate desalination fundamentals necessary to develop an economical means to produce municipal quantities of potable water from seawater or brackish feedstock. These aspects include the following, (1) advances in defining the most promising systems design based on new types of hydrate guest molecules, (2) selection of optimal multi-phase reactors and separation arrangements, and, (3) applicability of an inert heat exchange fluid to moderate hydrate growth, control the morphology of the solid hydrate material formed, and facilitate separation of hydrate solids from concentrated brine. The rate of R141b hydrate formation was determined and found to depend only on the degree of supercooling. The rate of R141b hydrate formation in the presence of a heat exchange fluid depended on the degree of supercooling according to the same rate equation as pure R141b with secondary dependence on salinity. Experiments demonstrated that a perfluorocarbon heat exchange fluid assisted separation of R141b hydrates from brine. Preliminary experiments using the guest species, difluoromethane, showed that hydrate formation rates were substantial at temperatures up to at least 12 C and demonstrated partial separation of water from brine. Development of a Habitat Suitability Index Model for the Sage Sparrow on the Hanford Site

Mitigation threshold guidelines for the Hanford Site are based on habitat requirements of the sage sparrow (Amphispiza belli) and only apply to areas with a mature sagebrush (Artemisia tridentata) overstory and a native understory. The sage sparrow habitat requirements are based on literature values and are not specific to the Hanford Site. To refine these guidelines for the Site, a multi-year study was undertaken to quantify habitat characteristics of sage sparrow territories. These characteristics were then used to develop a habitat suitability index (HSI) model which can be used to estimate the habitat value of specific locations on the Site.

The EBR-II X501 Minor Actinide Burning Experiment

The X501 experiment was conducted in EBR II as part of the Integral Fast Reactor program to demonstrate minor actinide burning through the use of a homogeneous recycle scheme. The X501 subassembly contained two metallic fuel elements loaded with relatively small quantities of americium and neptunium. Interest in the behavior of minor actinides (MA) during fuel irradiation has prompted further examination of existing X501 data and generation of new data where needed in support of the U.S. waste transmutation effort. The X501 experiment is one of the few MA bearing fuel irradiation tests conducted worldwide, and knowledge can be gained by understanding the changes in fuel behavior due to addition of MAs. Of primary interest are the effect of the MAs on fuel cladding chemical interaction and the redistribution behavior of americium. The quantity of helium gas release from the fuel and any effects of helium on fuel performance are also of interest. It must be stressed that information presented at this time is based on the limited PIE conducted in 1995–1996 and, currently, represents a set of observations rather than a complete understanding of fuel behavior. Economic Analysis of the Reference Design for a Nuclear-Driven High-Temperature-Electrolysis Hydrogen Production Plant

A reference design for a commercial-scale high-temperature electrolysis (HTE) plant for hydrogen production was developed to provide a basis for comparing the HTE concept with other hydrogen production concepts. The reference plant design is driven by a high-temperature helium-cooled reactor coupled to a direct Brayton power cycle. The reference design reactor power is 600 MWt, with a primary system pressure of 7.0 MPa, and reactor inlet and outlet fluid temperatures of 540°C and 900°C, respectively. The electrolysis unit used to produce hydrogen consists of 4,009,177 cells with a per-cell active area of 225 cm2. A nominal cell area-specific resistance, ASR, value of 0.4 Ohm•cm2 with a current density of 0.25 A/cm2 was used, and isothermal boundary conditions were assumed. The optimized design for the reference hydrogen production plant operates at a system pressure of 5.0 MPa, and utilizes an air-sweep system to remove the excess oxygen that is evolved on the anode side of the electrolyzer. The inlet air for the air-sweep system is compressed to the system operating pressure of 5.0 MPa in a four-stage compressor with intercooling. Emerging factors associated with the decline of a gray fox population and multi-scale land cover associations of mesopredators in the Chicago metropolitan area.

Statewide surveys of furbearers in Illinois indicate gray (Urocyon cinereoargenteus) and red (Vulpes vulpes) foxes have experienced substantial declines in relative abundance, whereas other species such as raccoons (Procyon lotor) and coyotes (Canis latrans) have exhibited dramatic increases during the same time period. The cause of the declines of gray and red foxes has not been identified, and the current status of gray foxes remains uncertain. Therefore, I conducted a large-scale predator survey and tracked radiocollared gray foxes from 2004 to 2007 in order to determine the distribution, survival, cause-specific mortality sources and land cover associations of gray foxes in an urbanized region of northeastern Illinois, and examined the relationships between the occurrence of gray fox and the presence other species of mesopredators, specifically coyotes and raccoons. Although generalist mesopredators are common and can reach high densities in many urban areas their urban ecology is poorly understood due to their secretive nature and wariness of humans. Understanding how mesopredators utilize urbanized landscapes can be useful in the management and control of disease outbreaks, mitigation of nuisance wildlife issues, and gaining insight into how mesopredators shape wildlife communities in highly fragmented areas. The cost of energy as part of the total production costs in the cement industry is significant, warranting attention for energy efficiency to improve the bottom line. Historically, energy intensity has declined, although more recently energy intensity seems to have stabilized with the gains. Coal and coke are currently the primary fuels for the sector, supplanting the dominance of natural gas in the 1970s. Most recently, there is a slight increase in the use of waste fuels, including tires. Between 1970 and 1999, primary physical energy intensity for cement production dropped 1 percent/year from 7.3 MBtu/short ton to 5.3 MBtu/short ton. Carbon dioxide intensity due to fuel consumption and raw material calcination dropped 16 percent, from 609 lb. C/ton of cement (0.31 tC/tonne) to 510 lb. C/ton cement (0.26 tC/tonne). Despite the historic progress, there is ample room for energy efficiency improvement. The relatively high share of wet-process plants (25 percent of clinker production in 1999 in the U.S.) suggests the existence of a considerable potential, when compared to other industrialized countries. We examined over 40 energy efficient technologies and measures and estimated energy savings, carbon dioxide savings, investment costs, and operation and maintenance costs for each of the measures. …

The motor vehicle industry in the U.S. spends about $3.6 billion on energy annually. In this report, we focus on auto assembly plants. In the U.S., over 70 assembly plants currently produce 13 million cars and trucks each year. In assembly plants, energy expenditures is a relatively small cost factor in the total production process. Still, as manufacturers face an increasingly competitive environment, energy efficiency improvements can provide a means to reduce costs without negatively affecting the yield or the quality of the product. In addition, reducing energy costs reduces the unpredictability associated with variable energy prices in today?s marketplace, which could negatively affect predictable earnings, an important element for publicly-traded companies such as those in the motor vehicle industry. In this report, we first present a summary of the motor vehicle assembly process and energy use. This is followed by a discussion of energy efficiency opportunities available for assembly plants. Where available, we provide specific primary energy savings for each energy efficiency measure based on case studies, as well as references to technical literature. If available, we have listed costs and typical payback periods. We include experiences of assembly plants worldwide with energy efficiency measures reviewed in the report. …

Both Federal and California state policymakers areincreasingly interested in developing more standardized and consistentapproaches to estimate and verify the load impacts of demand responseprograms and dynamic pricing tariffs. This study describes a statisticalanalysis of the performance of different models used to calculate thebaseline electric load for commercial buildings participating in ademand-response (DR) program, with emphasis onthe importance of weathereffects. During a DR event, a variety of adjustments may be made tobuilding operation, with the goal of reducing the building peak electricload. In order to determine the actual peak load reduction, an estimateof what the load would have been on the day of the event without any DRactions is needed. This baseline load profile (BLP) is key to accuratelyassessing the load impacts from event-based DR programs and may alsoimpact payment settlements for certain types of DR programs. Examination of the 1970 National Bureau of Standards Underground Corrosion Test Welded Stainless STeel Coupons from Site D

A 1970 study initiated by the National Bureau of Standards (NBS), now known as the National Institute of Standards and Technology (NIST), buried over 6000 corrosion coupons or specimens of stainless steel Types 201, 202, 301, 304, 316, 409, 410, 430, and 434. The coupons were configured as sheet metal plates, coated plates, cross-welded plates, U-bend samples, sandwiched materials, and welded tubes. All coupons were of various heat-treatments and cold worked conditions and were buried at six distinctive soil-type sites throughout the United States. The NBS scientists dug five sets of two trenches at each of the six sites. In each pair of trenches, they buried duplicate sets of stainless steel coupons. The NBS study was designed to retrieve coupons after one year, two years, four years, eight years, and x years in the soil. During the first eight years of the study, four of five planned removals were completed. After the fourth retrieval, the NBS study was abandoned, and the fifth and final set of specimens remained undisturbed for over 33 years. In March 2007, local agencies in Maine launched an effort to reduce energy costs for residents of a subsidized elderly housing complex in Winter Harbor, resulting in a federal Residential Energy Assistance Challenge (REACH) grant that entirely funded the installation of a 10-kW Bergey Excel turbine. This fact sheet describes the project, including difficulties encountered during the permitting process and a summary of the costs covered by the REACH grant.

Final report on LDRD project 105967 : exploring the increase in GaAs photodiode responsivity with increased neutron fluence.

A previous LDRD studying radiation hardened optoelectronic components for space-based applications led to the result that increased neutron irradiation from a fast-burst reactor caused increased responsivity in GaAs photodiodes up to a total fluence of 4.4 x 10{sup 13} neutrons/cm{sup 2} (1 MeV Eq., Si). The silicon photodiodes experienced significant degradation. Scientific literature shows that neutrons can both cause defects as well as potentially remove defects in an annealing-like process in GaAs. Though there has been some modeling that suggests how fabrication and radiation-induced defects can migrate to surfaces and interfaces in GaAs and lead to an ordering effect, it is important to consider how these processes affect the performance of devices, such as the basic GaAs p-i-n photodiode. In this LDRD, we manufactured GaAs photodiodes at the MESA facility, irradiated them with electrons and neutrons at the White Sands Missile Range Linac and Fast Burst Reactor, and performed measurements to show the effect of irradiation on dark current, responsivity and high-speed bandwidth.
