A letter written to Governor Earl Warren, Sacramento, California, from T. N. Carswell, Chairman, Taylor County Parole Board, dated September 1, 1953. Carswell advises Warren of an application for Executive Clemency and requests that it be returned if something has been overlooked. He explains that he encourages his Parolees to make every effort to regain their citizenship and when their record justifies it he files the application for them. Carswell describes the rehabilitation of Subject A-9803, the confidence he has in Subject and that Subject has proved himself worthy of pardon.
