Alcoa: Plant-Wide Energy Assessment Finds Potential Savings at Aluminum Extrusion Facility. Industrial Technologies Program, Aluminum BestPractices Plant-Wide Assessment Case Study.

Alcoa completed an energy assessment of its Engineered Products aluminum extrusion facility in Plant City, Florida, in 2001. The company identified energy conservation opportunities throughout the plant and prepared a report as an example for performing energy assessments at similar Alcoa facilities. If implemented, the cost of energy for the plant would be reduced by more than$800,000 per year by conserving 3 million kWh of electricity and 150,000 MMBtu of natural gas.

This Federal Technology Alert on alternative fuel vehicles (AFVs), prepared for the U.S. Department of Energy's Federal Energy Management Program (FEMP), is intended for fleet managers in government agencies and other government officials who need to use more alternative fuels and AFVs in their fleets of cars and trucks. This publication describes the government's plans and progress in meeting goals for the use of AFVs, which are stated in the Energy Policy Act and various Executive Orders. It describes the types of AFVs available, lists actual and potential federal uses, makes some general recommendations, and presents field experiences to date.

Approximation Theory and Complex Dynamics

Data management plan for the grant, "Approximation Theory and Complex Dynamics." This project involves the study of approximation theory in the setting of complex functions, with applications to complex dynamics. Approximation theory seeks to understand the extent to which the behavior of a general function can be effectively modeled by that of functions drawn from a more restricted class. Efficient approximation of functions is of relevance for numerical calculation. Since the only calculations that can be carried out numerically are the elementary operations of addition, subtraction, multiplication, and division, in practical terms it is of importance to understand when the values of general functions are well approximated by the values of either polynomial or rational functions. In many situations, the values of the approximant resemble those of the general function only for a sampling of input values. What can be said about values of the approximant for other choices of input? This is the main question studied in this project, with the following application in mind: when a general function is iterated to produce a dynamical system, to what extent does the dynamical behavior of an approximant resemble the dynamical behavior of the original function? AUTOMATIC RADAR-SENSITIVITY MEASUREMENT

This work resulted in development of the necessary techniques to automatically measure radar receiver and system sensitivity. Both measurement speed and repeatability are improved over that possible by manual methods. Combined logic and analog techniques were used to derive a system suitable for both in-process and final-assembly tests on radar systems and rf subassemblies.

Benefit System Requirements: Checklist for Reviewing Systems under the Federal Financial Management Improvement Act (Superseded by GAO-04-22G)

Guidance issued by the General Accounting Office with an abstract that begins "This publication has been superseded by GAO-04-212G, Benefit System Requirements: Checklist for Reviewing Systems under the Federal Financial Management Improvement Act, October 2003. The Federal Financial Management Improvement Act of 1996 requires that agencies implement and maintain financial management systems that substantially comply with federal financial and management system requirements. These requirements are detailed in the Federal Financial Management System Requirements series issued by the Joint Financial Management Improvement Program (JFMIP) and in the guidance issued by the Office of Management and Budget Circular A-127. GAO issued a checklist, which reflects JFMIP's Benefit System Requirements, to assist (1) agencies in implementing and monitoring their benefit systems and (2) managers and auditors in reviewing their benefit systems to determine if they substantially comply with the act. Among the types of benefit programs covered by these systems are those for retirement, disability, death, survivor, and other. This checklist is provided as a tool for use by experienced staff and is one in a series of documents intended to assist agencies in improving or maintaining effective operations."
