The Committee raises the need for funds in order to purchase materials that would help prevent this from happening. On the other side of this letter is a letter addressed to Truett Latimer from Edward A. Rumely. It pertains roughly the same information as the message to congress with more details on the methods of funding for the aforementioned materials needed.
