The 10-20-30 Plan and Persistent Poverty Counties

This report discusses the 10-20-30 plan of reallocating funds in rural development programs toward counties with systemic poverty levels defined as 20% of the population being at or below poverty level for 30 years. This report explains why targeting funds to persistent poverty counties might be of interest, how "persistent poverty" is defined and measured, and how different interpretations of the definition and different data source selections could yield different lists of counties identified as persistently poor. This report does not compare the 10-20-30 plan's advantages and disadvantages against other policy options, nor does it examine the range of programs or policy goals for which the 1020-30 plan might be an appropriate policy tool.

17 USC 109: The First Sale Doctrine

This document is part of a series of white papers on various copyright issues. One statute, 17 USC § 109, provides a number of exceptions specifically for libraries. In addition to fair use, there are a variety of other exceptions built into the copyright law that don’t get as much attention.This paper argues that as there is no digital first sale, libraries can continue to use 17 USC ​§ ​109 for physical collections and are safe to lend the books they own without worrying about copyright problems.

This video contains the social justice keynote address for the 2018 University of North Texas Equity and Diversity Conference featuring Dr. Dafina-Lazarus (D-L) Stewart (PGPs: ze, zim, and zir). Dr. Stewart is professor in the School of Education and Tri-Chair of the Student Affairs in Higher Education program at Colorado State University. Over the course of zir 17-year faculty career, ze has focused most intently on issues of race and ethnicity, sexuality, and gender, as well as religion, faith, and spirituality in their research, teaching, and service to professional organizations and institutions across the nation. In this session, Dr. Stewart speaks on navigating privilege and marginalization in building social justice competence.

What We Talk About When We Talk About Race is the culmination of a year-long discussion and production process that took place between African-American and White students and professors in the Department of Communication Studies. What began as a set of informal dinners, in which they slowly, haltingly, and gradually told stories about themselves, their families, and their histories with race, has resulted in a devised production that includes personal narrative and adaptations of literature that reveal what they learned on their journey from conversations to a performance that has been collaboratively conceived, written, and directed. Among their performances, the play served as the finale for this year’s 2018 Equity and Diversity Conference. The conference cut of this performance also features Shawn Brewer of Peterbilt, the conference’s production sponsor.

[2018 Graduates with Certificates of Recognition]

Photograph of three graduates with their certificates of recognition. The image shows three graduates, the one in the middle whith a cap on. They all wear their green graduation robes and purple rainbow-striped stoles. The two on the side hold framed certificates titled "Certificate of Recognition." Lavender Graduation ceremonies have a rich history and began with the first Lavender Graduation at the University of Michigan in 1995. The first Lavender Graduation ceremony was created by Dr. Ronni Sanlo, the Director of the Lesbian and Gay Programs Office at the University of Michigan. Dr. Sanlo, who had been denied admittance to her children’s commencement ceremonies because of her sexuality, realized there were no recognition ceremonies to honor the lives and achievements of Queer and Trans students. With the extra stress and pressure placed upon Queer and Trans college students, Lavender Graduation ceremonies are an important rite of passage that offer recognition and inspiration to students. Lavender Graduation ceremonies are open to all graduates, those within the Queer and Trans communities and their allies. The tradition is continued today at hundreds of institutions across the nation and the Pride Alliance is honored to add UNT’s name to that list.
