Contingency Contracting: Improved Planning and Management Oversight Needed to Address Challenges with Closing Contracts

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2002, DOD obligated at least $166.6 billion on contracts supporting reconstruction and stabilization efforts in Iraq and Afghanistan. Many of these contingency contracts, in particular those awarded in Iraq, need to be closed. Contract closeout is a key step to ensure the government receives the goods and services it purchased at the agreed upon price and, if done timely, provides opportunities to use unspent funds for other needs and reduces exposure to other financial risks. To assess DOD's efforts to close its Iraq contracts, GAO examined the (1) number of contracts that are eligible for closeout and the extent to which they will be closed within required time frames, (2) factors contributing to contracts not being closed within required time frames, (3) steps DOD took to manage the financial risks associated with not closing contracts within required time frames, and (4) extent to which DOD captured and implemented lessons learned from closing its Iraq contracts. GAO reviewed contingency contracting guidance, analyzed contract and closeout data for contracts awarded between fiscal years 2003 and 2010, and interviewed DOD officials from six organizations responsible for awarding or …

FY12 ARRA-NRAP Report – Studies to Support Risk Assessment of Geologic Carbon Sequestration

This report summarizes results of research conducted during FY2012 to support the assessment of environmental risks associated with geologic carbon dioxide (CO2) sequestration and storage. Several research focus areas are ongoing as part of this project. This includes the quantification of the leachability of metals and organic compounds from representative CO2 storage reservoir and caprock materials, the fate of metals and organic compounds after release, and the development of a method to measure pH in situ under supercritical CO2 (scCO2) conditions. Metal leachability experiments were completed on 6 different rock samples in brine in equilibrium with scCO2 at representative geologic reservoir conditions. In general, the leaching of RCRA metals and other metals of concern was found to be limited and not likely to be a significant issue (at least, for the rocks tested). Metals leaching experiments were also completed on 1 rock sample with scCO2 containing oxygen at concentrations of 0, 1, 5, and 10% to simulate injection of CO2 originating from the oxy-fuel combustion process. Significant differences in the leaching behavior of certain metals were observed when oxygen is present in the CO2. RESULTS OF CESIUM MASS TRANSFER TESTING FOR NEXT GENERATION SOLVENT WITH HANFORD WASTE SIMULANT AP-101

SRNL has performed an Extraction, Scrub, Strip (ESS) test using the next generation solvent and AP-101 Hanford Waste simulant. The results indicate that the next generation solvent (MG solvent) has adequate extraction behavior even in the face of a massive excess of potassium. The stripping results indicate poorer behavior, but this may be due to inadequate method detection limits. SRNL recommends further testing using hot tank waste or spiked simulant to provide for better detection limits. Furthermore, strong consideration should be given to performing an actual waste, or spiked waste demonstration using the 2cm contactor bank. The Savannah River Site currently utilizes a solvent extraction technology to selectively remove cesium from tank waste at the Multi-Component Solvent Extraction unit (MCU). This solvent consists of four components: the extractant - BoBCalixC6, a modifier - Cs-7B, a suppressor - trioctylamine, and a diluent, Isopar L{trademark}. This solvent has been used to successfully decontaminate over 2 million gallons of tank waste. However, recent work at Oak Ridge National Laboratory (ORNL), Argonne National Laboratory (ANL), and Savannah River National Laboratory (SRNL) has provided a basis to implement an improved solvent blend. Demonstration of the Next-Generation Caustic-Side Solvent Extraction Solvent With 2-cm Centrifugal Contractors Using Tank 49H Waste and Waste Simulant

Researchers successfully demonstrated the chemistry and process equipment of the Caustic-Side Solvent Extraction (CSSX) flowsheet using MaxCalix for the decontamination of high level waste (HLW). The demonstration was completed using a 12-stage, 2-cm centrifugal contactor apparatus at the Savannah River National Laboratory (SRNL). This represents the first CSSX process demonstration of the MaxCalix solvent system with Savannah River Site (SRS) HLW. Two tests lasting 24 and 27 hours processed non-radioactive simulated Tank 49H waste and actual Tank 49H HLW, respectively. Conclusions from this work include the following. The CSSX process is capable of reducing {sup 137}Cs in high level radioactive waste by a factor of more than 40,000 using five extraction, two scrub, and five strip stages. Tests demonstrated extraction and strip section stage efficiencies of greater than 93% for the Tank 49H waste test and greater than 88% for the simulant waste test. During a test with HLW, researchers processed 39 liters of Tank 49H solution and the waste raffinate had an average decontamination factor (DF) of 6.78E+04, with a maximum of 1.08E+05. The mission of the Earth System Grid Federation (ESGF) is to provide the worldwide climate-research community with access to the data, information, model codes, analysis tools, and intercomparison capabilities required to make sense of enormous climate data sets. Its specific goals are to (1) provide an easy-to-use and secure web-based data access environment for data sets; (2) add value to individual data sets by presenting them in the context of other data sets and tools for comparative analysis; (3) address the specific requirements of participating organizations with respect to bandwidth, access restrictions, and replication; (4) ensure that the data are readily accessible through the analysis and visualization tools used by the climate research community; and (5) transfer infrastructure advances to other domain areas. For the ESGF, the U.S. Department of Energy's (DOE's) Earth System Grid Center for Enabling Technologies (ESG-CET) team has led international development and delivered a production environment for managing and accessing ultra-scale climate data. ParaDiS-FEM dislocation dynamics simulation code primer

The ParaDiS code is developed to study bulk systems with periodic boundary conditions. When we try to perform discrete dislocation dynamics simulations for finite systems such as thin films or cylinders, the ParaDiS code must be extended. First, dislocations need to be contained inside the finite simulation box; Second, dislocations inside the finite box experience image stresses due to the free surfaces. We have developed in-house FEM subroutines to couple with the ParaDiS code to deal with free surface related issues in the dislocation dynamics simulations. This primer explains how the coupled code was developed, the main changes from the ParaDiS code, and the functions of the new FEM subroutines.
