Defined Benefit Pension Plans: Plans Face Challenges When Investing in Hedge Funds and Private Equity

A statement of record issued by the Government Accountability Office with an abstract that begins "Millions of Americans rely on retirement savings plans for their financial well-being in retirement. Plan sponsors are increasingly investing in assets such as hedge funds (privately administered pooled investment vehicles that typically engage in active trading strategies) and private equity funds (privately managed investment pools that typically make long-term investments in private companies). Given ongoing market challenges, it is important that plan fiduciaries apply best practices, and choose wisely when investing plans assets to ensure that plans are adequately funded to meet future promised benefits. This statement addresses (1) what is known about the extent to which defined benefit plans have invested in hedge funds and private equity, (2) challenges that such plans face in investing in hedge funds and private equity, (3) steps that plan sponsors can take to address these challenges, and (4) the implications of these challenges for plan sponsors and the federal government."

Climate Monitoring: NOAA Can Improve Management of the U.S. Historical Climatology Network

A letter report issued by the Government Accountability Office with an abstract that begins "The National Oceanic and Atmospheric Administration (NOAA) maintains a network of weather-monitoring stations known as the U.S. Historical Climatology Network (USHCN), which monitors the nation's climate and analyzes long-term surface temperature trends. Recent reports have shown that some stations in the USHCN are not sited in accordance with NOAA's standards, which state that temperature instruments should be located away from extensive paved surfaces or obstructions such as buildings and trees. GAO was asked to examine (1) how NOAA chose stations for the USHCN, (2) the extent to which these stations meet siting standards and other requirements, and (3) the extent to which NOAA tracks USHCN stations' adherence to siting standards and other requirements and has established a policy for addressing nonadherence to siting standards. GAO reviewed data and documents, interviewed key NOAA officials, surveyed the 116 NOAA weather forecast offices responsible for managing stations in the USHCN, and visited 8 forecast offices."

Suspension and Debarment: Some Agency Programs Need Greater Attention, and Governmentwide Oversight Could Be Improved

A letter report issued by the Government Accountability Office with an abstract that begins "The federal government spent more than $535 billion on contracted goods and services in fiscal year 2010. One tool for ensuring that agencies are only awarding contracts to responsible sources is the use of suspensions and debarments--actions taken by agencies to exclude firms or individuals from receiving federal contracts or assistance based on various types of misconduct. This report analyzed (1) the nature and extent of governmentwide exclusions reported in the Excluded Parties List System (EPLS) maintained by the General Services Administration; (2) the relationship, if any, between practices at various agencies and the level of suspensions and debarments under federal acquisition regulations; and (3) governmentwide efforts to oversee and coordinate the use of suspensions and debarments across federal agencies. GAO reviewed EPLS data and suspension and debarment programs at 10 federal agencies, including those with relatively more suspensions and debarments and those with few or none to identify differences between the two groups."

Characterization of Mo/Si multilayer growth on stepped topographies

Mo/Si multilayer mirrors with nanoscale bilayer thicknesses have been deposited on stepped substrate topographies, using various deposition angles. The multilayer morphology at the stepedge region was studied by cross section transmission electron microscopy. A transition from a continuous- to columnar layer morphology is observed near the step-edge, as a function of the local angle of incidence of the deposition flux. Taking into account the corresponding kinetics and anisotropy in layer growth, a continuum model has been developed to give a detailed description of the height profiles of the individual continuous layers. Complementary optical characterization of the multilayer system using a microscope operating in the extreme ultraviolet wavelength range, revealed that the influence of the step-edge on the planar multilayer structure is restricted to a region within 300 nm from the step-edge.

Moisture Metrics Project (open access)

Moisture Metrics Project

the goal of this project was to determine the optimum moisture levels for biomass processing for pellets commercially, by correlating data taken from numerous points in the process, and across several different feedstock materials produced and harvested using a variety of different management practices. This was to be done by correlating energy consumption and material through put rates with the moisture content of incoming biomass ( corn & wheat stubble, native grasses, weeds, & grass straws), and the quality of the final pellet product.This project disseminated the data through a public website, and answering questions form universities across Missouri that are engaged in biomass conversion technologies. Student interns from a local university were employed to help collect data, which enabled them to learn firsthand about biomass processing.
