This report provides a brief overview of the existing statutory authority and the regulation implementing this authority. It describes several policy issues raised in previous debates regarding chemical facility security and identifies policy options for congressional consideration. Finally, legislation in the 112th Congress is discussed.

The Strategic Petroleum Reserve and Refined Product Reserves: Authorization and Drawdown Policy

This report discusses the Strategic Petroleum Reserve (SPR) in the Energy Policy and Consevation Act, which was authorized to help prevent a repetition of the economic dislocation caused by the 1973-1974 Arab oil embargo. The Government Accountability Office recently observed that the proportion of crude oil grades in the SPR has been growing less compatible with the heavier grades of crude oil that U.S. refineries have been upgrading to handle. This finding has raised questions about the SPR's effectiveness during a long-term oil disruption involving heavy oil.

The Navy's proposed FY2012 budget requests funding for the procurement of four LCSs. Current issues for Congress concerning the LCS program include changes or potential changes to the composition of LCS mission modules announced by the Navy in January 2011, the combat survivability of the LCS, and hull cracking on LCS-1. Congress's decisions on the LCS program could affect Navy capabilities and funding requirements, and the shipbuilding industrial base.

Generalized System of Preferences: Background and Renewal Debate

This report presents, first, a brief history, economic rationale, and legal background leading to the establishment of the U.S. Generalized System of Preferences (GSP) program, which provides non-reciprocal, duty-free tariff treatment to certain products imported from designated beneficiary developing countries (BDC's). A brief comparison of GSP programs worldwide, especially as they compare to the U.S. system, is also presented. Second, the report presents a discussion of U.S. implementation of the GSP, along with the present debate surrounding its renewal and legislative developments to date. Third, an analysis of the U.S. program's effectiveness and the positions of various stakeholders is presented. Fourth, implications of the expiration of the U.S. program and possible options for Congress are discussed.
