This report collects statistics from a variety of sources on casualties sustained during Operation Enduring Freedom (OEF), which began on October 7, 2001, and is ongoing. OEF actions take place primarily in Afghanistan; however, OEF casualties also includes American casualties in Pakistan, Uzbekistan, Guantanamo Bay (Cuba), Djibouti, Eritrea, Ethiopia, Jordan, Kenya, Kyrgyzstan, the Philippines, Seychelles, Sudan, Tajikistan, Turkey, and Yemen.

Testimony issued by the Government Accountability Office with an abstract that begins "Climate change is a complex, crosscutting issue that poses risks to many existing environmental and economic systems, including agriculture, infrastructure, ecosystems, and human health. A 2009 assessment by the United States Global Change Research Program (USGCRP) found that climate-related changes--such as rising temperature and sea level--will combine with pollution, population growth, urbanization, and other social, economic, and environmental stresses to create larger impacts than from any of these factors alone. According to the National Academies, USGCRP, and others, greenhouse gases already in the atmosphere will continue altering the climate system into the future, regardless of emissions control efforts. Therefore, adaptation--defined as adjustments to natural or human systems in response to actual or expected climate change--is an important part of the response to climate change. This testimony addresses (1) the data challenges that federal, state, and local officials face in their efforts to adapt to a changing climate, (2) the actions federal agencies could take to help address these challenges, and (3) federal climate change strategic planning efforts. A letter report issued by the Government Accountability Office with an abstract that begins "On January 12, 2010, a powerful earthquake struck Haiti, resulting in an estimated 230,000 deaths, including more than 16,000 Haitian government personnel, and the destruction of many ministry buildings. In addition to immediate relief efforts, in July 2010, Congress appropriated $1.14 billion in supplemental funds for reconstruction, most of which was provided to the U.S. Agency for International Development (USAID) and the Department of State (State). USAID and State are administering about $412 million in supplemental and regular fiscal year appropriations for infrastructure construction activities. In May 2011, in response to a congressional mandate, GAO reported on overall U.S. plans for assistance to Haiti. This report addresses infrastructure construction activities, including (1) USAID and State obligations and expenditures; (2) USAID staffing; (3) USAID planning; and (4) potential sustainability challenges USAID faces. GAO reviewed documents and interviewed U.S. officials in Washington, D.C., and Haiti, and visited ongoing and planned construction sites in Haiti.."

The federal government's current budget and long-term fiscal pressures underscore the importance of a capable and well-functioning workforce. GAO and others have long recognized that the size and capabilities of the workforce across the government warrant the attention of the Congress. This statement discusses (1) DOD's progress in addressing challenges faced in rebuilding the capacity of the acquisition workforce, and (2) insights into the efforts by the Defense Contract Management Agency (DCMA) to rebuild its contract oversight capacity. This statement is drawn from our broad body of work on DOD contract management and acquisition workforce as well as a report issued earlier this month on DCMA's efforts to rebuild capacity. We also obtained updated information from DOD with regard to its acquisition workforce competency assessments and workforce hiring.."

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the Federal government's use of suspensions and debarments. In 2010, spending on contracted goods and services was more than $535 billion. To protect the government's interests, federal agencies are required to award contracts only to responsible sources--those that are determined to be reliable, dependable, and capable of performing required work. One way to do so is through the use of suspensions and debarments, which are actions taken to exclude firms or individuals from receiving contracts or assistance based on various types of misconduct. The Federal Acquisition Regulation (FAR) prescribes overall policies and procedures governing the suspension and debarment of contractors by agencies and directs agencies to establish appropriate procedures to implement them. This flexibility enables each agency to establish a suspension and debarment program suitable to its mission and structure. Even though the FAR specifies numerous causes for suspensions and debarments, including fraud, theft, bribery, tax evasion, or lack of business integrity, the existence of one of these does not necessarily require that the party be suspended or debarred. Waste Solidification Engineering (WSE) has requested that characterization and a radioactive demonstration of the next batch of sludge slurry - Sludge Batch 7b (SB7b) - be completed in the Shielded Cells Facility of the Savannah River National Laboratory (SRNL) via a Technical Task Request (TTR). This characterization and demonstration, or sludge batch qualification process, is required prior to transfer of the sludge from Tank 51 to the Defense Waste Processing Facility (DWPF) feed tank (Tank 40). The current WSE practice is to prepare sludge batches in Tank 51 by transferring sludge from other tanks. Discharges of nuclear materials from H Canyon are often added to Tank 51 during sludge batch preparation. The sludge is washed and transferred to Tank 40, the current DWPF feed tank. Prior to transfer of Tank 51 to Tank 40, SRNL typically simulates the Tank Farm and DWPF processes with a Tank 51 sample (referred to as the qualification sample). With the tight schedule constraints for SB7b and the potential need for caustic addition to allow for an acceptable glass processing window, the qualification for SB7b was approached differently than past batches. For SB7b, SRNL prepared a Tank 51 and a Tank 40 sample for qualification. …

After its formulation in 1960's the Standard Model of Fundamental Interactions has gone through an impressive series of successes, begun with the discovery of neutral weak currents [1] and the experimental observations of the massive carriers of weak interactions, the W{sup {+-}} and Z{sup 0} bosons [2], [3]. High precision measurements performed at LEP and SLAC test the validity of the theory to an unprecedented level of accuracy and do not show any significant deviations with respect to the Standard Model predictions. One of the attractive features of the Standard Model is the description of the phenomena which violate the matter-antimatter symmetry (CP), and this violation uniquely depends (in the quark sector) on a weak phase in the matrix describing the couplings among different quark flavors. CP-violation was discovered in 1964 as a tiny effect in the mixing of the K{sup 0} - {bar K}{sup 0} system [12] but, after a few decades of study of the physics of K mesons, no strong confirmation of the Standard Model can be obtained on the mechanism which generates CP-violation. On the other hand the physics of B mesons is suitable for a pretty large number of measurements which can confirm or disprove …

We are using a Qpod quartz crystal microbalance (manufactured by Inficon) for use as a low-volume non-volatile residue analysis tool. Inficon has agreed to help troubleshoot some of our measurements and are requesting to view some sample data, which are attached. The basic principle of an NVR analysis is to evaporate a known volume of solvent, and weigh the remaining residue to determine the purity of the solvent. A typical NVR analysis uses 60 g of solvent and can measure residue with an accuracy of +/- 0.01 mg. The detection limit is thus (0.01 mg)/(60 g) = 0.17 ppm. We are attempting to use a quartz crystal microbalance (QCM) to make a similar measurement. The attached data show the response of the QCM as a 5-20 mg drop of solvent evaporates on its surface. The change in mass registered by the QCM after the drop evaporates is the residue that deposits on the crystal. On some measurements, the change in mass in less than zero, which is aphysical since the drop will leave behind {>=}0 mass of residue. The vendor, Inficon, has agreed to look at these data as a means to help troubleshoot the cause.

The present experiments at the BNL-RHIC facility are evolving towards physics goals which require the detection of medium energy electromagnetic particles (photons, electrons, neutral pions, eta mesons, etc.), especially at forward angles. New detectors will place increasing demands on energy resolution, hadron rejection and two-photon resolution and will require large area, high performance electromagnetic calorimeters in a variety of geometries. In the immediate future, either RHIC or JLAB will propose a facility upgrade (Electron-Ion Collider, or EIC) with physics goals such as electron-heavy ion collisions (or p-A collisions) with a wide range of calorimeter requirements. An R and D program based at Brookhaven National Laboratory has awarded the group funding of approximately $110,000 to develop new types of calorimeters for EIC experiments. The UCLA group is developing a method to manufacture very flexible and cost-effective, yet high quality calorimeters based on scintillating fibers and tungsten powder. The design and features of the calorimeter can be briefly stated as follows: an arbitrarily large number of small diameter fibers (< 0.5 mm) are assembled as a matrix and held rigidly in place by a set of precision screens inside an empty container. The container is then back-filled with tungsten powder, compacted on …

The LCLS-II Project is designed to support the DOE Office of Science mission, as described in the 22 April 2010 Mission Need Statement. The scope of the Project was chosen to provide an increase in capabilities and capacity for the facility both at project completion in 2017 and in the subsequent decade. The Project is designed to address all points of the Mission Need Statement (MNS): (1) Expanded spectral reach; (2) Capability to provide x-ray beams with controllable polarization; (3) Capability to provide 'pump' pulses over a vastly extended range of photon energies to a sample, synchronized to LCLS-II x-ray probe pulses with controllable inter-pulse time delay; and (4) Increase of user access through parallel rather than serial x-ray beam use within the constraint of a $300M-$400M Total Project Cost (TPC) range. The LCLS-II Project will construct: (1) A hard x-ray undulator source (2-13 keV); (2) A soft x-ray undulator source (250-2,000 eV); (3) A dedicated, independent electron source for these new undulators, using sectors 10-20 of the SLAC linac; (4) Modifications to existing SLAC facilities for the injector and new shielded enclosures for the undulator sources, beam dumps and x-ray front ends; (5) A new experiment hall capable of …

We report initial results of the Antarctic Impulsive Transient Antenna (ANITA) 2006-2007 Long Duration Balloon flight, which searched for evidence of the flux of cosmogenic neutrinos. ANITA flew for 35 days looking for radio impulses that might be due to the Askaryan effect in neutrino-induced electromagnetic showers within the Antarctic ice sheets. In our initial high-threshold robust analysis, no neutrino candidates are seen, with no physics background. In a non-signal horizontal-polarization channel, we do detect 6 events consistent with radio impulses from extensive air showers, which helps to validate the effectiveness of our method. Upper limits derived from our analysis now begin to eliminate the highest cosmogenic neutrino models.
