The Future of the Eurozone and U.S. Interests

Seventeen of the European Union's 27 member states share an economic and monetary union (EMU) with the euro as a single currency. These countries are effectively referred to as the Eurozone. What has become known as the Eurozone crisis began in early 2010 when financial markets were shaken by heightened concerns that the fiscal positions of a number of Eurozone countries, beginning with Greece, were unsustainable. This report provides background information and analysis on the future of the Eurozone in six parts, including discussions on the origins and design challenges of the Eurozone, proposals to define the Eurozone crisis, possible scenarios for the future of the Eurozone, and the implications of the Eurozone crisis for U.S. economic and political interests.

INDEPENDENT CONFIRMATORY SURVEY REPORT FOR THE REACTOR BUILDING, HOT LABORATORY, PRIMARY PUMP HOUSE, AND LAND AREAS AT THE PLUM BROOK REACTOR FACILITY, SANDUSKY, OHIO

In 1941, the War Department acquired approximately 9,000 acres of land near Sandusky, Ohio and constructed a munitions plant. The Plum Brook Ordnance Works Plant produced munitions, such as TNT, until the end of World War II. Following the war, the land remained idle until the National Advisory Committee for Aeronautics later called the National Aeronautics and Space Administration (NASA) obtained 500 acres to construct a nuclear research reactor designed to study the effects of radiation on materials used in space flight. The research reactor was put into operation in 1961 and was the first of fifteen test facilities eventually built by NASA at the Plum Brook Station. By 1963, NASA had acquired the remaining land at Plum Brook for these additional test facilities

Simulation of free-electron lasers seeded with broadband radiation

The longitudinal coherence of free-electron laser (FEL) radiation can be enhanced by seeding the FEL with high harmonics of an optical laser pulse. The radiation produced by high-harmonic generation (HHG), however, has a fast-varying temporal profile that can violate the slowly varying envelope approximation and limited frequency window that is employed in conventional free-electron laser simulation codes. Here we investigate the implications of violating this approximation on the accuracy of simulations. On the basis of both analytical considerations and 1D numerical studies, it is concluded that, for most realistic scenarios, conventional FEL codes are capable of accurately simulating the FEL process even when the seed radiation violates the slowly varying envelope approximation. We additionally discuss the significance of filtering the harmonic content of broadband HHG seeds.

Lepton Universality, |V(Us)| and Search for Second Class Current in Tau Decays

Several hundred million {tau} decays have been studied with the BABAR detector at the PEP-II e{sup +}e{sup -} collider at the SLAC National Accelerator Laboratory. Recent results on Charged Current Lepton Universality and two independent measurements of |V{sub us}| using {tau}{sup -} {yields} e{sup -}{bar {nu}}{sub e}{nu}{sub {tau}}, {mu}{sup -}{bar {nu}}{sub {mu}}{nu}{sub {tau}}, {pi}{sup -}{nu}{sub {tau}}, K{sup -} {nu}{sub {tau}} and K{sub S}{sup 0}{pi}{sup -} {nu}{sub {tau}} decays, and a search for Second Class Current in {tau}{sup -} {yields} {pi}{sup -} {omega}{nu}{sub {tau}} decays are presented, where the charge conjugate decay modes are also implied.

Leptonic B Decays at BaBar

We will present the most recent results on leptonic B decays B{sup {+-}(0)} {yields} K*{sup {+-}(0)}{nu}{bar {nu}} and B{sup {+-}} {yields} {mu}{sup {+-}}{nu}, based on the data collected by the BaBar detector at PEP-II, an asymmetric e{sup +}e{sup -} collider at the center of mass energy of the {Upsilon}(4S) resonance. Rare B decays have always been a standard probe for New Physics (NP) searches. The very low Standard Model (SM) rate of these decays often make them unaccessible with the present experimental datasets, unless NP effects enhance the rate up to the current experimental sensitivity. Moreover, as NP effects can modify the decay kinematic, particular attention must be paid in order to perform a model independent analysis. A B-Factory provides an unique environment to investigate these processes. The high number of B{bar B} pairs produced by a B-Factory often allows to approach the needed experimental sensitivity. Moreover, the clean environment and the closed kinematic of the initial state enable to obtaining a very pure sample where to look for these decays.

Overview of the Facility Safeguardability Analysis (FSA) Process

The safeguards system of the International Atomic Energy Agency (IAEA) provides the international community with credible assurance that a State is fulfilling its nonproliferation obligations. The IAEA draws such conclusions from the evaluation of all available information. Effective and cost-efficient IAEA safeguards at the facility level are, and will remain, an important element of this “State-level” approach. Efficiently used, the Safeguards by Design (SBD) methodologies , , , now being developed can contribute to effective and cost-efficient facility-level safeguards. The Facility Safeguardability Assessment (FSA) introduced here supports SBD in three areas. 1. It describes necessary interactions between the IAEA, the State regulator, and the owner / designer of a new or modified facility to determine where SBD efforts can be productively applied, 2. It presents a screening approach intended to identify potential safeguard issues for; a) design changes to existing facilities; b) new facilities similar to existing facilities with approved safeguards approaches, and c) new designs, 3. It identifies resources (the FSA toolkit), such as good practice guides, design guidance, and safeguardability evaluation methods that can be used by the owner/designer to develop solutions for potential safeguards issues during the interactions with the State regulator and IAEA. Exploring the Outer Solar System with the ESSENCE Supernova Survey

We report the discovery and orbital determination of 14 trans-Neptunian objects (TNOs) from the ESSENCE Supernova Survey difference imaging data set. Two additional objects discovered in a similar search of the SDSS-II Supernova Survey database were recovered in this effort. ESSENCE repeatedly observed fields far from the solar system ecliptic (-21{sup o} < {beta} < -5{sup o}), reaching limiting magnitudes per observation of I {approx} 23.1 and R {approx} 23.7. We examine several of the newly detected objects in detail, including 2003 UC{sub 414}, which orbits entirely between Uranus and Neptune and lies very close to a dynamical region that would make it stable for the lifetime of the solar system. 2003 SS{sub 422} and 2007 TA{sub 418} have high eccentricities and large perihelia, making them candidate members of an outer class of TNOs. We also report a new member of the 'extended' or 'detached' scattered disk, 2004 VN{sub 112}, and verify the stability of its orbit using numerical simulations. This object would have been visible to ESSENCE for only {approx}2% of its orbit, suggesting a vast number of similar objects across the sky. RAYLEIGH-TAYLOR STRENGTH EXPERIMENTS OF THE PRESSURE-INDUCED alpha->epsilon->alpha' PHASE TRANSITION IN IRON

We present here the first dynamic Rayleigh-Taylor (RT) strength measurement of a material undergoing solid-solid phase transition. Iron is quasi-isentropically driven across the pressure-induced bcc ({alpha}-Fe) {yields} hcp ({var_epsilon}-Fe) phase transition and the dynamic strength of the {alpha}, {var_epsilon} and reverted {alpha}{prime} phases have been determined via proton radiography of the resulting Rayleigh-Taylor unstable interface between the iron target and high-explosive products. Simultaneous velocimetry measurements of the iron free surface yield the phase transition dynamics and, in conjunction with detailed hydrodynamic simulations, allow for determination of the strength of the distinct phases of iron. Forward analysis of the experiment via hydrodynamic simulations reveals significant strength enhancement of the dynamically-generated {var_epsilon}-Fe and reverted {alpha}{prime}-Fe, comparable in magnitude to the strength of austenitic stainless steels.

Production of BaBar Skimmed Analysis Datasets Using the Grid

The BABAR Collaboration, based at Stanford Linear Accelerator Center (SLAC), Stanford, US, has been performing physics reconstruction, simulation studies and data analysis for 8 years using a number of compute farms around the world. Recent developments in Grid technologies could provide a way to manage the distributed resources in a single coherent structure. We describe enhancements to the BABAR experiment's distributed skimmed dataset production system to make use of European Grid resources and present the results with regard to BABAR's latest cycle of skimmed dataset production. We compare the benefits of a local and Grid-based systems, the ease with which the system is managed and the challenges of integrating the Grid with legacy software. We compare job success rates and manageability issues between Grid and non-Grid production.

AUTOMATED DEAD-END ULTRAFILTRATION FOR ENHANCED SURVEILLANCE OF LEGIONELLA 2 PNEUMOPHILA AND LEGIONELLA SPP. IN COOLING TOWER WATERS

Detection of Legionella pneumophila in cooling towers and domestic hot water systems involves concentration by centrifugation or membrane filtration prior to inoculation onto growth media or analysis using techniques such as PCR or immunoassays. The Portable Multi-use Automated Concentration System (PMACS) was designed for concentrating microorganisms from large volumes of water in the field and was assessed for enhancing surveillance of L. pneumophila at the Savannah River Site, SC. PMACS samples (100 L; n = 28) were collected from six towers between August 2010 and April 2011 with grab samples (500 ml; n = 56) being collected before and after each PMACS sample. All samples were analyzed for the presence of L. pneumophila by direct fluorescence immunoassay (DFA) using FITC-labeled monoclonal antibodies targeting serogroups 1, 2, 4 and 6. QPCR was utilized for detection of Legionella spp. in the same samples. Counts of L. pneumophila from DFA and of Legionella spp. from qPCR were normalized to cells/L tower water. Concentrations were similar between grab and PMACS samples collected throughout the study by DFA analysis (P = 0.4461; repeated measures ANOVA). The same trend was observed with qPCR. QCD and Light-Front Dynamics

AdS/QCD, the correspondence between theories in a dilaton-modified five-dimensional anti-de Sitter space and confining field theories in physical space-time, provides a remarkable semiclassical model for hadron physics. Light-front holography allows hadronic amplitudes in the AdS fifth dimension to be mapped to frame-independent light-front wavefunctions of hadrons in physical space-time. The result is a single-variable light-front Schroedinger equation which determines the eigenspectrum and the light-front wavefunctions of hadrons for general spin and orbital angular momentum. The coordinate z in AdS space is uniquely identified with a Lorentz-invariant coordinate {zeta} which measures the separation of the constituents within a hadron at equal light-front time and determines the off-shell dynamics of the bound state wavefunctions as a function of the invariant mass of the constituents. The hadron eigenstates generally have components with different orbital angular momentum; e.g., the proton eigenstate in AdS/QCD with massless quarks has L = 0 and L = 1 light-front Fock components with equal probability. Higher Fock states with extra quark-anti quark pairs also arise. The soft-wall model also predicts the form of the nonperturbative effective coupling and its {beta}-function. Applied & Computational MathematicsChallenges for the Design and Control of Dynamic Energy Systems

The Energy Independence and Security Act of 2007 (EISA) was passed with the goal 'to move the United States toward greater energy independence and security.' Energy security and independence cannot be achieved unless the United States addresses the issue of energy consumption in the building sector and significantly reduces energy consumption in buildings. Commercial and residential buildings account for approximately 40% of the U.S. energy consumption and emit 50% of CO{sub 2} emissions in the U.S. which is more than twice the total energy consumption of the entire U.S. automobile and light truck fleet. A 50%-80% improvement in building energy efficiency in both new construction and in retrofitting existing buildings could significantly reduce U.S. energy consumption and mitigate climate change. Reaching these aggressive building efficiency goals will not happen without significant Federal investments in areas of computational and mathematical sciences. Applied and computational mathematics are required to enable the development of algorithms and tools to design, control and optimize energy efficient buildings.
