ATPA Renewal: Background and Issues
The Andean Trade Preference Act (ATPA) extends special duty treatment to certain U.S. imports from Bolivia, Colombia, Ecuador, and Peru that meet domestic content and other requirements. The purpose of ATPA is to promote economic growth in the Andean region and to encourage a shift away from dependence on illegal drugs by supporting legitimate economic activities. Kosovo: Current Issues and U.S. Policy

How Legislation Is Brought to the House Floor: A Snapshot of Recent Parliamentary Practice
The House of Representatives has several different parliamentary procedures through which it can bring legislation to the chamber floor. Which will be used in a given situation depends on many factors, including the type of measure being considered, its cost, the amount of political or policy controversy surrounding it, and the degree to which Members want to debate it and propose amendments. This report provides a statistical snapshot of the forms, origins, and party sponsorship of these measures, and of the parliamentary procedures used to bring them to the chamber floor during their initial consideration.

Litigation Seeking to Establish Climate Change Impacts as a Common Law Nuisance
There are five common law/nuisance suits addressing climate change now or formerly active. Of the three no longer active, none were successful. Of the two still-active cases, one has recently leaped to center stage because the Supreme Court agreed to hear it. In Connecticut v. American Electric Power Co., Inc., eight states sued five utility companies alleged to be emitting the most GHGs in the nation through their coal-fired electric power plants. Following a Second Circuit decision, the Supreme Court agreed on December 6, 2010, to resolve threshold issues in this case.

National Flood Insurance Program: Background, Challenges, and Financial Status
In 1968, Congress created the National Flood Insurance Program (NFIP) to address the increasing costs of taxpayer-funded disaster relif for flood victims and the increasing amount of damage caused by floods. This report provides an analysis of the NFIP and its financial status; summarizes the major challenges facing the program, including issues affecting its long-term financial solvency; presents some alternative approaches for managing and financing the flood losses; and describes pending legislation on this issue.

PREMIS Event Service
This paper discusses the PREMIS Event Service. The University of North Texas (UNT) Libraries have created a digital library infrastructure that is designed using the Curation Micro Services methodology for building repositories. Based on modular components designed for reuse and re-configuration the authors propose a general-purpose preservation event logging system using the PREMIS Event and Agent data model. An example implementation developed with the Django Web framework and employing RESTful design patterns with the Atom Publishing Protocol is described.
