Veterans' Benefits: Pension Benefit Programs

The Department of Veterans Affairs (VA) administers several pension benefit programs for veterans as well as their surviving spouses and dependent children. The most current pension programs available (for those meeting the eligibility criteria on or after January 1, 1979) are the Improved Disability Pension for certain low-income veterans and the Improved Death Pension for certain low-income surviving spouses or children of veterans. There is also a special pension for Medal of Honor recipients. This report describes these programs, including the eligibility criteria and current benefit levels. This report will be updated as needed to reflect legislative activity and changes to benefits or eligibility requirements.

Temporary Extension of Unemployment Benefits: Emergency Unemployment Compensation (EUC08)

In July 2008, a new temporary unemployment benefit, the Emergency Unemployment Compensation (EUC08) program, began. The most recent legislation, P.L. 111-205, extended the authorization of the EUC08 program, but did not change the structure of the program or augment benefits. This temporary unemployment insurance program provides up to 20 additional weeks of unemployment benefits to certain workers who have exhausted their rights to regular unemployment compensation (UC) benefits. This report discusses the various tiers of the EUC08 program, as well as related legislation. This report will be updated to reflect current congressional action or programmatic changes.

Peacekeeping/Stabilization and Conflict Transitions: Background and Congressional Action on the Civilian Response/Reserve Corps and other Civilian Stabilization and Reconstruction Capabilities

The 112th Congress may consider several issues regarding the continuing development of the Civilian Stabilization Initiative (CSI), the effort begun by the George W. Bush Administration to develop a three-component "ready response" civilian force. This report focuses especially on the establishment of the Office of the Coordinator for Reconstruction and Stabilization (S/CRS) in the Office of the Secretary of State, and on the Civilian Reserve Corps (CRC). This report provides background on this initiative, its progression from the Bush Administration through the Obama Administration, and items under consideration in the 112th Congress relating to continued funding of S/CRS and the CRC. It also discusses proposals and tracks related legislative action.

National Flood Insurance Program: Background, Challenges, and Financial Status

In 1968, Congress created the National Flood Insurance Program (NFIP) to address the increasing costs of taxpayer-funded disaster relif for flood victims and the increasing amount of damage caused by floods. This report provides an analysis of the NFIP and its financial status; summarizes the major challenges facing the program, including issues affecting its long-term financial solvency; presents some alternative approaches for managing and financing the flood losses; and describes pending legislation on this issue.

The Troubled Asset Relief Program (TARP) was created by the Emergency Economic Stabilization Act1 (EESA) enacted on October 3, 2008, to address the ongoing financial crisis. This report provides a brief outline of the programs created under TARP, recent changes made by Congress, and a summary of the current status and estimated costs of the program. It also provides an Appendix that contains detailed discussions of the individual TARP programs. This report will be updated as warranted by market and legislative events.

Military food items, also known as subsistence items, are generally procured under the auspices of the Defense Logistics Agency (DLA), an agency of the Department of Defense (DOD) which provides worldwide logistics support for the U.S. military services. Under DLA, the Defense Supply Center (DCSP) is the inventory control point for food, clothing, textiles, medicines, medical equipment, general and industrial supplies and services for the military, their eligible dependents, and other non-DOD customers worldwide. This report will describe the origin, authority, and policy in military food procurement.

This report provides background information and issues for Congress on the Aegis ballistic missile defense (BMD) program, which is carried out by the Missile Defense Agency (MDA) and the Navy, and gives Navy Aegis cruisers and destroyers a capability for conducting BMD operations. Issues for Congress concerning the Aegis BMD program include whether to approve, reject, or modify MDA and Navy funding requests for the program, and whether to provide MDA or the Navy with additional direction concerning the program. Congress's decisions regarding the Aegis BMD program could substantially affect U.S. BMD capabilities and funding requirements, U.S. Navy ship force levels and operating patterns, and the defense industrial base.

U.S. Offshore Oil and Gas Resources: Prospects and Processes

Access to potential oil and gas resources under the U.S. Outer Continental Shelf (OCS) continues to be controversial. Moratoria on leasing and development in certain areas were largely eliminated in 2008 and 2009, although a few areas remain legislatively off limits to leasing. The 112th Congress may be unlikely to reinstate broad leasing moratoria, but some Members have expressed interest in protecting areas (e.g., the Georges Bank or Northern California) or establishing protective coastal buffers. Pressure to expand oil and gas supplies and protect coastal environments and communities will likely lead Congress and the Administration to consider carefully which areas to keep open to leasing and which to protect from development.
