A letter report issued by the Government Accountability Office with an abstract that begins "The Army has issued soldiers in Iraq and Afghanistan personal body armor, comprising an outer protective vest and ceramic plate inserts. GAO observed Preliminary Design Model testing of new plate designs, which resulted in the Army's awarding contracts in September 2008 valued at a total of over $8 billion to vendors of the designs that passed that testing. Between November and December 2008, the Army conducted further testing, called First Article Testing, on these designs. GAO is reporting on the degree to which the Army followed its established testing protocols during these two tests. GAO did not provide an expert ballistics evaluation of the results of testing. GAO, using a structured, GAO-developed data collection instrument, observed both tests at the Army's Aberdeen Test Center, analyzed data, and interviewed agency and industry officials to evaluate observed deviations from testing protocols. However, independent ballistics testing expertise is needed to determine the full effect of these deviations."

A letter report issued by the Government Accountability Office with an abstract that begins "In 2000, thermoelectric power plants accounted for 39 percent of total U.S. freshwater withdrawals. Traditionally, power plants have withdrawn water from rivers and other water sources to cool the steam used to produce electricity, so that it may be reused to produce more electricity. Some of this water is consumed, and some is discharged back to a water source. In the context of growing demands for both water and electricity, this report discusses (1) approaches to reduce freshwater use by power plants and their drawbacks, (2) states' consideration of water use when reviewing proposals to build power plants, and (3) the usefulness of federal water data to experts and state regulators. GAO reviewed federal water data and studies on cooling technologies. GAO interviewed federal officials, as well as officials from seven selected states."

Investigated here is the performance of composite explosives - measured in terms of the blast wave they drive into the surrounding environment. The composite charge configuration studied here was a spherical booster (1/3 charge mass), surrounded by aluminum (Al) powder (2/3 charge mass) at an initial density of {rho}{sub 0} = 0.604 g/cc. The Al powder acts as a fuel but does not detonate - thereby providing an extreme example of a 'non-ideal' explosive (where 2/3 of the charge does not detonate). Detonation of the booster charge creates a blast wave that disperses the Al powder and ignites the ensuing Al-air mixture - thereby forming a two-phase combustion cloud embedded in the explosion. Afterburning of the booster detonation products with air also enhances and promotes the Al-air combustion process. Pressure waves from such reactive blast waves have been measured in bomb calorimeter experiments. Here we describe numerical simulations of those experiments. A Heterogeneous Continuum Model was used to model the dispersion and combustion of the Al particle cloud. It combines the gasdynamic conservation laws for the gas phase with a dilute continuum model for the dispersed phase, as formulated by Nigmatulin. Here we investigate the thermodynamic states occurring in explosion fields from the detonation of condensed explosives in air. In typical applications, the pressure of expanded detonation products gases is modeled by a Jones-Wilkins-Lee (JWL) function: P{sub JWL} = f(v,s{sub CJ}); constants in that function are fit to cylinder test data. This function provides a specification of pressure as a function of specific volume, v, along the expansion isentrope (s = constant = s{sub CJ}) starting at the Chapman-Jouguet (CJ) state. However, the JWL function is not a fundamental equation of thermodynamics, and therefore gives an incomplete specification of states. For example, explosions inherently involve shock reflections from surfaces; this changes the entropy of the products, and in such situations the JWL function provides no information on the products states. In addition, most explosives are not oxygen balanced, so if hot detonation products mix with air, they after-burn, releasing the heat of reaction via a turbulent combustion process. This raises the temperature of explosion products cloud to the adiabatic flame temperature ({approx}3,000K). Again, the JWL function provides no information on the combustion products states.

A technology and design evaluation was carried out for the development of a turnkey hydrogen production system in the range of 2.4 - 12 kg/h of hydrogen. The design is based on existing SMR technology and existing chemical processes and technologies to meet the design objectives. Consequently, the system design consists of a steam methane reformer, PSA system for hydrogen purification, natural gas compression, steam generation and all components and heat exchangers required for the production of hydrogen. The focus of the program is on packaging, system integration and an overall step change in the cost of capital required for the production of hydrogen at small scale. To assist in this effort, subcontractors were brought in to evaluate the design concepts and to assist in meeting the overall goals of the program. Praxair supplied the overall system and process design and the subcontractors were used to evaluate the components and system from a manufacturing and overall design optimization viewpoint. Design for manufacturing and assembly (DFMA) techniques, computer models and laboratory/full-scale testing of components were utilized to optimize the design during all phases of the design development. This study was undertaken to investigate the effect of elevated sulfate and molybdenum concentrations in nuclear waste glasses. A matrix of 24 glasses was developed and the glasses were tested for acceptability based on visual observations, canister centerline-cooled heat treatments, and chemical composition analysis. Results from the chemical analysis of the rinse water from each sample were used to confirm the presence of SO{sup 2-}{sub 4} and MoO{sub 3} on the surface of glasses as well as other components which might form water soluble compounds with the excess sulfur and molybdenum. A simple, linear model was developed to show acceptable concentrations of SO{sub 4}{sup 2-} and MoO{sub 3} in an example waste glass composition. This model was constructed for scoping studies only and is not ready for implementation in support of actual waste vitrification. Several other factors must be considered in determining the limits of sulfate and molybdenum concentrations in the waste vitrification process, including but not limited to, impacts on refractory and melter component corrosion, effects on the melter off-gas system, and impacts on the chemical durability and crystallization of the glass product.

The mechanical properties of a cohesionless granular material are evaluated from grain-scale simulations. Intergranular interactions, including friction and sliding, are modeled by a set of contact rules based on the theories of Hertz, Mindlin, and Deresiewicz. A computer generated, three-dimensional, irregular pack of spherical grains is loaded by incremental displacement of its boundaries. Deformation is described by a sequence of static equilibrium configurations of the pack. A variational approach is employed to find the equilibrium configurations by minimizing the total work against the intergranular loads. Effective elastic moduli are evaluated from the intergranular forces and the deformation of the pack. Good agreement between the computed and measured moduli, achieved with no adjustment of material parameters, establishes the physical soundness of the proposed model.

A workshop titled "Scientific Challenges for Understanding the Quantum Universe" was held December 9-11, 2008, at the Kavli Institute for Particle Astrophysics and Cosmology at the Stanford Linear Accelerator Center-National Accelerator Laboratory. The primary purpose of the meeting was to examine how computing at the extreme scale can contribute to meeting forefront scientific challenges in particle physics, particle astrophysics and cosmology. The workshop was organized around five research areas with associated panels. Three of these, "High Energy Theoretical Physics," "Accelerator Simulation," and "Experimental Particle Physics," addressed research of the Office of High Energy Physics’ Energy and Intensity Frontiers, while the"Cosmology and Astrophysics Simulation" and "Astrophysics Data Handling, Archiving, and Mining" panels were associated with the Cosmic Frontier.

For example, the Court has decided that the First Amendment provides no protection to obscenity, child pornography, or speech that constitutes "advocacy of the use of force or of law violation ... where such advocacy is directed to inciting or producing imminent lawless action and is likely to incite or produce such action."

The National Museum of the Pacific War presents an interview with John McAuliffe. McAuliffe was drafted into the Army after finishing college in June 1944. He trained in Georgia and then was shipped to France in early 1945. He joined the 347th Infantry Regiment, 87th Infantry Division as a replacement in a heavy weapons platoon in the middle of January near the Saar River. He relates a few anecdotes about his combat experiences and the cold weather. When the war ended in Germany, McAuliffe stayed on occupation duty for a while before returning to the US and getting discharged in November, 1945.
