15 KJ FLASH LAMP, POWER CONDITIONING UNIT DESIGNED FOR SAFTY, RELIABILITY & MANUFACTURABILITY*

A 15kJoule, Flash Lamp Power Conditioning Unit has been successfully designed, developed, and deployed in the National Ignition Facility (NIF) Preamplifier Modules (PAM). The primary design philosophy of this power conditioning unit (PCU) is safety, reliability, and manufacturability. Cost reduction over commercially equivalent systems was also achieved through an easily manufactured packaging design optimized to meet NIF requirements. While still maintaining low cost, the PCU design includes a robust control system, fault diagnostic system, and safety features. The pulsed power design includes 6 PFN modules, each including a dual series injection trigger transformer, that drive a total of 12 flash lamp loads. The lamps are individually triggered via a 20kV pulse produced by a 1kV, MCT switched capacitive discharge unit on the primary side of the trigger transformer. The remote control interface includes an embedded controller that captures flash lamp current wave forms and fault status for each shot. The embedded controller provides the flexibility of remotely adjusting both the main drive voltage from 1.6 to 2.5 kV and the trigger voltage from 0 to 20 kV.

The Absolute, Relative and Multi-Wavelength Calibration of the Pierre Auger Observatory Fluorescence Detectors

Absolute calibration of the Pierre Auger Observatory fluorescence detectors uses a 375 nm light source at the telescope aperture. This end-to-end technique accounts for the combined effects of all detector components in a single measurement. The relative response has been measured at wavelengths of 320, 337, 355, 380 and 405 nm, defining a spectral response curve which has been normalized to the absolute calibration. Before and after each night of data taking a relative calibration of the phototubes is performed. This relative calibration is used to track both short and long term changes in the detector's response. A cross check of the calibration in some phototubes is performed using an independent laser technique. Overall uncertainties, current results and future plans are discussed.

Absorption and emission properties of photonic crystals and metamaterials

We study the emission and absorption properties of photonic crystals and metamaterials using Comsol Multiphysics and Ansoft HFSS as simulation tools. We calculate the emission properties of metallic designs using drude model and the results illustrate that an appropriate termination of the surface of the metallic structure can significantly increase the absorption and therefore the thermal emissivity. We investigate the spontaneous emission rate modifications that occur for emitters inside two-dimensional photonic crystals and find the isotropic and directional emissions with respect to different frequencies as we have expected.

Accidental Drop of a Carbon Steel/Lead Shipping Cask (HFEF 14) at Low Temperatures

A shielded cask is used to transport radioactive materials between facilities at the Idaho National Laboratory. The cask was fabricated with an outer and inner shell of A36 carbon steel with lead poured in the annular space between the shells to provide radiation shielding. Carbon steel is known to be susceptible to low-temperature brittle fracture under impact loading. This paper will present the analysis results representing postulated transportation accidents during on-site transfers of the cask at subzero temperatures. The accident scenarios were based on a series of cask drops onto a rigid surface from a height of 1.83m (6 ft.) Finite element models of the cask and its contents were solved and post processed using the ABAQUS software. Each model was examined for failure to contain radioactive materials and/or significant loss of radiation shielding. Results of these analyses show that the body of the cask exhibits considerable ruggedness and will remain largely intact after the impact. There will be deformation of the main cask body with localized brittle failure of the cask outer shell and door structure. Accounting for false negatives in hotspot detection

Hotspot sampling designs are used in environmental sampling to identify the location of one (or more) contiguous regions of elevated contamination. These regions are known as hotspots. The problem of how to calculate the probability of detecting an elliptical hotspot using a rectangular or triangular grid of sampling points was addressed by Singer and Wickman in 1969. This approach presumed that any sample which coincided with a hotspot would detect the hotspot without error. However, for many sampling methodologies, there is a chance that the hotspot will not be detected even though it has been sampled directly--a false negative. We present a mathematical solution and a numerical algorithm which account for false negatives when calculating the probability of detecting hotspots that are circular in shape.

Acting Ethically: Behavior and the Sustainable Society

One of the most important factors for creating the sustainable society is that the individuals in that society behave in an environmentally sustainable fashion. Yet achieving appropriate behavior in any society is difficult, and the challenge is no less with regards to sustainability. Three of the most important factors for determining behavior have recently been highlighted by psychologists: personal efficacy, social influence, and internal standards. Because these three factors play a prominent role in behavior, it is necessary to examine what role they play in creating sustainability and how they may be utilized to achieve optimal behavior patterns. Ultimately, in order to achieve sustainability solutions must focus on individual action, realistic governmental regulation, and sustained, direct encounters with the natural world. While much time and energy has been spent on social influence and personal efficacy, less has been devoted to internal standards and this area needs more attention if there is to be any realistic attempt at creating proper behavior patterns.

Active Creation of Instrinsically Localized Vibrations in Uranium Using X-Ray and Neutron Scattering

In real materials, nonlinear forces cause the frequencies of vibrating atoms to depend on amplitude. As a consequence, a large-amplitude fluctuation on the scale of the atom spacing can develop a frequency that does not resonate with the normal modes, causing energy to become trapped in an intrinsically localized mode (ILM)--also called 'discrete breather' or 'lattice soliton'. As temperature is increased, entropy is expected to stabilize increased concentrations of these random hotspots. This mechanism, which spontaneously concentrates energy, has been observed in analogous systems on a larger scale, but direct sightings at the atomic scale have proved difficult. Two challenges have hampered progress: (1) the need to separate ILMs from modes associated with crystal imperfections, and (2) complications that arise at high temperatures, including feature broadening and multiphonon processes. Here we solve both of these problems by actively creating ILMs at low temperatures in {alpha}-uranium using high-energy inelastic x-ray and neutron scattering. The ILM creation excitation occurs at energies ten times higher than conventional lattice excitations, cleanly separating it from modes associated with crystal imperfections. Adult Client Outcomes: Differences Between Counselors with Education in Child Centered Play Therapy Versus Counselors Without Education in Child-Centered Play Therapy

Child-centered play therapists are taught unique relationship building approaches and therapeutic methods to utilize when working with children. The purpose of this study was to determine if adult clients counseled by child-centered play therapists would demonstrate greater positive therapeutic outcomes than adult clients who were counseled by non-educated child-centered play therapists. This study also attempted to determine if the play therapists' clients would show greater, significant improvement in any particular areas of client distress (i.e., depression/anxiety, relationship issues), more so than the clients of the non-play therapists. Archival data from an assessment, The Adult Self-Report Inventory (ASR), was gathered to measure reported pre and post-test client symptomology. This study utilized a 2X2 repeated measure ANOVA design to analyze the impact of counselors who were educated in child-centered play therapy who saw adult clients, versus their non-play therapy counterparts who saw adult clients. Before treatment pre-test and after treatment post-test administration was collected for use in the analysis. The population consisted of 60 adult clients seeking counseling services at a major university in the southwest. All clients were seen by Master's practicum students for ten sessions. Adult Learner Satisfaction with Web-Based Non-Credit Workforce Training.

Web-based training has become a billion dollar industry in the United States. Electronically aided learning is viewed by many companies as a cost-effective way to deliver the up-to-date, up-gradable job-related training that the industry is demanding. This study sought to examine the relationship between learners’ satisfaction with online training as it relates to learner readiness, online features, and course relevance. The population for this study was adults seeking non-credit workforce training, specifically library professionals who were involved in web-based training through the Lifelong Education @ Desktop (LE@D) program at the University of North Texas, Denton. Online methods of training are used most extensively in the area of mandatory or compliance training, in which 35 % of training is conducted mostly or completely online. The total potential library population using LE@D product to date is approximately 4,000 unique enrollments nationwide. Participants were selected from a complete list of unique LE@D users over a 90-day period. A survey instrument was sent via e-mail to 514 enrollees who had completed a recent LE@D online training course. In total, 254 participants responded to the survey. Advance Earned Income Tax Credit: Low Use and Small Dollars Paid Impede IRS's Efforts to Reduce High Noncompliance

A letter report issued by the Government Accountability Office with an abstract that begins "The Advance Earned Income Tax Credit (AEITC) allows individuals to receive a portion of the Earned Income Tax Credit (EITC) in their paychecks, instead of receiving all of it when filing their year-end tax return. Limited research has been conducted on the AEITC since GAO last examined it in the early 1990s. GAO was asked to determine (1) how many individuals received the AEITC compared with the EITC in tax years 2002 through 2004, what actions, if any, have been taken to increase use, and the potential for increases in use in the future; (2) the extent of noncompliance, if any, associated with the AEITC; and (3) how well the Internal Revenue Service's (IRS) procedures address the areas of noncompliance. To address these questions, GAO analyzed Forms W-2 and tax return data and interviewed IRS and Social Security Administration (SSA) officials."
