GAO was asked to (1) assess OMB's role in helping agencies implement IQA; (2) identify the number, type, and source of IQA correction requests agencies received; and (3) examine if IQA has adversely affected agencies' overall operations and, in particular, rulemaking processes. A letter report issued by the Government Accountability Office with an abstract that begins "The Environmental Protection Agency's (EPA) most recent data indicate that 95 percent of all Americans face an increased likelihood of developing cancer as a result of breathing air toxics--pollutants such as benzene and asbestos that may cause cancer or other serious health problems. Sources of air toxics include large industrial facilities, smaller facilities such as dry cleaners, and cars and trucks. The 1990 Clean Air Act Amendments required EPA to regulate 190 pollutants from these sources through a multifaceted regulatory program. While EPA issues federal standards, state and local agencies generally administer these standards, and some develop their own rules to complement the federal standards. In this context, GAO was asked to assess (1) EPA's progress and challenges in implementing the air toxics program, (2) available information on the program's costs and benefits, and (3) practices of state and local air toxics programs."

A letter report issued by the Government Accountability Office with an abstract that begins "Decennial census data need to be as accurate as possible because the population counts are used for, among other purposes, allocating federal grants to states and local governments. The U.S. Census Bureau (Bureau) used statistical methods to estimate the accuracy of 1990 and 2000 Census data. Because the Bureau considered the estimates unreliable due to methodological uncertainties, they were not used to adjust the census results. Still, a key question is how sensitive are federal formula grants to alternative population estimates, such as those derived from statistical methods? GAO was asked to identify (1) the top 20 formula grant programs based on the amount of funds targeted by any means, and (2) the amount of money allocated for Medicaid and Social Services Block Grant (SSBG), and the prospective impact of estimated population counts from the 1990 and 2000 Censuses on state allocations for these two programs. Importantly, as agreed, GAO's analysis only simulates the formula grant reallocations. We used fiscal year 2004 Medicaid state expenditure and 2005 SSBG state allocation data, the most recent data available."

Under a DAP program, NMFS sets an allowable catch in a fishery and allocates the privilege to harvest a portion of the total to eligible entities, such as fishermen. Because DAP programs can have significant impacts on fishermen and their communities, many believe that effective participation by fishermen and other stakeholders in the development of these programs is critical. GAO was asked to determine (1) the extent to which the regional fishery management councils are using a framework for effective participation and (2) the methods stakeholders and participation experts suggest for enhancing stakeholder participation in developing DAP programs."

Coast Guard: Status of Deepwater Fast Response Cutter Design Efforts

A letter report issued by the Government Accountability Office with an abstract that begins "The Coast Guard has been pursing a replacement vessel for its aging and deteriorating patrol boats as part of the Integrated Deepwater System (or Deepwater) acquisition. Originally, all 49 of the Coast Guard's 110-foot patrol boats were to be converted into 123-foot patrol boats as a bridging strategy until a replacement vessel, the 140-foot Fast Response Cutter (FRC) came on line beginning in 2018. The initial conversions of the 110-foot patrol boats proved unsuccessful, though, and this prompted the Coast Guard to cancel further patrol boat conversions and accelerate the design and delivery of the FRC from 2018 to 2007. Early design efforts called for the FRC's hull, decks, and bulkheads to be made from composite materials rather than steel. Recently, design problems with the FRC's hull shape and weight have raised questions about the viability of the FRC design and use of composite materials. Internet Access Tax Moratorium: Revenue Impacts Will Vary by State

A letter report issued by the Government Accountability Office with an abstract that begins "According to one report, at the end of 2004, some 70 million U.S. adults logged on to access the Internet during a typical day. As public use of the Internet grew from the mid-1990s onward, Internet access became a potential target for state and local taxation. In 1998, Congress imposed a moratorium temporarily preventing state and local governments from imposing new taxes on Internet access. Existing state and local taxes were grandfathered. In amending the moratorium in 2004, Congress required GAO to study its impact on state and local government revenues. This report's objectives are to determine the scope of the moratorium and its impact, if any, on state and local revenues. For this report, GAO reviewed the moratorium's language, its legislative history, and associated legal issues; examined studies of revenue impact; interviewed people knowledgeable about access services; and collected information about eight case study states not intended to be representative of other states. GAO chose the states considering such factors as whether they had taxes grandfathered for different forms of access services and covered different urban and rural parts of the country."

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses the challenges of effective emergency preparedness for, response to, and recovery from major emergencies, including catastrophic incidents. Effective emergency preparedness and response for major events requires the coordinated planning and actions of multiple players from multiple first responder disciplines, jurisdictions, and levels of government as well as nongovernmental entities. Effective emergency preparedness and response requires putting aside parochialism and working together prior to and after an emergency incident. September 11, 2001 fundamentally changed the context of emergency management preparedness in the United States, including federal involvement in preparedness and response. The biggest challenge in emergency preparedness is getting effective cooperation in planning, exercises, and capability assessment and building across first responder disciplines and intergovernmental lines. DHS has developed several policy documents designed to define the federal government's role in supporting state and local first responders in emergencies, implement a uniform incident command structure across the nation, and identify performance standards that can be used in assessing state and local first responder capabilities. Adapting Existing Spatial Data Sets to New Uses: An Example from Energy Modeling

Energy modeling and analysis often relies on data collected for other purposes such as census counts, atmospheric and air quality observations, and economic projections. These data are available at various spatial and temporal scales, which may be different from those needed by the energy modeling community. If the translation from the original format to the format required by the energy researcher is incorrect, then resulting models can produce misleading conclusions. This is of increasing importance, because of the fine resolution data required by models for new alternative energy sources such as wind and distributed generation. This paper addresses the matter by applying spatial statistical techniques which improve the usefulness of spatial data sets (maps) that do not initially meet the spatial and/or temporal requirements of energy models. In particular, we focus on (1) aggregation and disaggregation of spatial data, (2) imputing missing data and (3) merging spatial data sets.

Accurate labeling of the light-actinide O4,5 ionization edges

In this short article the accurate labeling of the O4,5 edges of the light actinides is addressed. The O4 and O5 edges are both contained in what is termed the ''giant resonance'' and the smaller ''pre-peak'' that is observed is a consequence of first-order perturbation by the 5d spin-orbit interaction. Thus, the small prepeak in the actinide 5d {yields} 5f transition should not be labeled the O5 peak, but rather the {Delta}S=1 peak.

Beyond Boltzmann-Gibbs statistics: Maximum entropy hyperensemblesout-of-equilibrium

What is the best description that we can construct of athermodynamic system that is not in equilibrium, given only one, or afew, extra parameters over and above those needed for a description ofthe same system at equilibrium? Here, we argue the most appropriateadditional parameter is the non-equilibrium entropy of the system, andthat we should not attempt to estimate the probability distribution ofthe system, but rather the metaprobability (or hyperensemble) that thesystem is described by a particular probability distribution. The resultis an entropic distribution with two parameters, one a non-equilibriumtemperature, and the other a measure of distance from equilibrium. Thisdispersion parameter smoothly interpolates between certainty of acanonical distribution at equilibrium and great uncertainty as to theprobability distribution as we move away from equilibrium. We deducethat, in general, large, rare fluctuations become far more common as wemove away from equilibrium.

Shimming systems are required to provide sufficient fieldhomogeneity for high resolution NMR. In certain specialized applications,such as rotating-field NMR and portable (ex-situ) NMR, permanentmagnet-based shimming systems can provide considerable advantages. Wepresent a simple two-dimensional shimming method based on harmoniccorrector rings which can provide arbitrary multipole order shimmingcorrections. Results demonstrate, for example, that quadrupolar ordershimming improves the linewidth by up to and order of magnitude. Anadditional order of magnitude reduction is in principle achievable byultilizing this shimming method for z-gradient correction and higherorder xy gradients.

The Reactivity of Energetic Materials At Extreme Conditions

Energetic materials are unique for having a strong exothermic reactivity, which has made them desirable for both military and commercial applications. Energetic materials are commonly divided into high explosives, propellants, and pyrotechnics. We will focus on high explosive (HE) materials here, although there is a great deal of commonality between the classes of energetic materials. Although the history of HE materials is long, their condensed-phase properties are poorly understood. Understanding the condensed-phase properties of HE materials is important for determining stability and performance. Information regarding HE material properties (for example, the physical, chemical, and mechanical behaviors of the constituents in plastic-bonded explosive, or PBX, formulations) is necessary for efficiently building the next generation of explosives as the quest for more powerful energetic materials (in terms of energy per volume) moves forward. In modeling HE materials there is a need to better understand the physical, chemical, and mechanical behaviors from fundamental theoretical principles. Among the quantities of interest in plastic-bonded explosives (PBXs), for example, are thermodynamic stabilities, reaction kinetics, equilibrium transport coefficients, mechanical moduli, and interfacial properties between HE materials and the polymeric binders. Materials Evaluation Test Series (METS) 04, 05, and 06

The purpose of this work is to examine the environmental, safety, health and operational aspects of detonating a confined explosive test apparatus that has been designed to maximize the dynamics of impact on beryllium metal components for Contained Firing Facility (CFF) applications. A combination of experimental collection and evaluation methods were designed and implemented to provide an evaluation of immediately postdetonation by-products reflecting a potential worst-case scenario beryllium aerosolization explosive event. The collective Material Evaluation Test Series (METS) 04 - 06 provided explosive devices designed to scale for the dedicated METS firing tank that would provide a post-detonation internal environment comparable to the CFF. The experimental results provided appropriate information to develop operational parameters to be considered for conducting full-scale beryllium-containing experimental tests with similar designs within CFF and B801A. These operational procedures include the inclusion of chelating agents in pre-shot CFF cardboard containers with a minimum of 600 gallons content, an extended time period post-test before purging the CFF chamber, and an adaptation of approaches toward applications of the scrubber and HEPA systems during the post-shot sequence for an integrated environmental, safety, and health approach. Stark Tuning of Donor Electron Spins of Silicon

We report Stark shift measurements for {sup 121}Sb donor electron spins in silicon using pulsed electron spin resonance. Interdigitated metal gates on top of a Sb-implanted {sup 28}Si epi-layer are used to apply electric fields. Two Stark effects are resolved: a decrease of the hyperfine coupling between electron and nuclear spins of the donor and a decrease in electron Zeeman g-factor. The hyperfine term prevails at X-band magnetic fields of 0.35T, while the g-factor term is expected to dominate at higher magnetic fields. A significant linear Stark effect is also resolved presumably arising from strain.

Remaining Sites Verification Package for the 1607-D4 Septic System, Waste Site Reclassification Form 2005-036

The 1607-D4 Septic System was a septic tank and tile field that received sanitary sewage from the 115-D/DR Gas Recirculation Facility. This septic system operated from 1944 to 1968. Decommissioning took place in 1985 and 1986 when all above-grade features were demolished and the tank backfilled. The results of verification sampling demonstrated that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also showed that residual contaminant concentrations are protective of groundwater and the Columbia River.

Modelling H-3 and C-14 transfer to farm animals and their products

The radionuclides {sup 14}C and {sup 3}H may both be released from nuclear facilities. These radionuclides differ from most others in that they are isotopes of macro-elements which form the basis of animal tissues, feed and, in the case of {sup 3}H, water. There are few published values describing the transfer of {sup 3}H and {sup 14}C from feed to animal derived food products. Approaches are described which enable the prediction of {sup 14}C and {sup 3}H transfer parameter values from readily available information on the stable H or C concentration of animal feeds, tissues and milk, water turnover rates, and feed intakes and digestibilities. It is recommended that the concentration ratio between feed and animal product activity concentrations be used as it is less variable than the transfer coefficient (ratio between radionuclide activity concentration in animal milk or tissue to the daily intake of a radionuclide).

On the work distribution for the adiabatic compression of a diluteclassical gas

We consider the adiabatic and quasi-static compression of adilute classical gas, confined in a piston and initially equilibratedwith a heat bath. We find that the work performed during this process isdescribed statistically by a gamma distribution. We use this result toshow that the model satisfies the non-equilibrium work and fluctuationtheorems, but not the fluctation-dissipation relation. We discuss therare but dominant realizations that contribute most to the exponentialaverage of the work, and relate our results to potentially universal workdistributions.
