Coast Guard: Non-Homeland Security Performance Measures Are Generally Sound, but Opportunities for Improvement Exist

A letter report issued by the Government Accountability Office with an abstract that begins "Using performance measures, the Coast Guard explains how well its programs are performing. To do so, it reports one "primary" measure for each program (such as percent of mariners rescued) and maintains data on other, "secondary" measures (such as percent of property saved). Concerns have been raised about whether measures for non-homeland security programs accurately reflect performance, that is, they did not rise or fall as resources were added or reduced. For the six non-homeland security programs, GAO used established criteria to assess the soundness of the primary measures--that is, whether measures cover key activities; are clearly stated; and are objective, measurable, and quantifiable--and the reliability of data used to calculate them. GAO also used these criteria to assess the soundness of 23 selected secondary measures. Finally, through interviews and report review, GAO assessed challenges in using measures to link resources to results."

Joint Urban 2003: Study Overview And Instrument Locations

Quality-assured meteorological and tracer data sets are vital for establishing confidence that indoor and outdoor dispersion models used to simulate dispersal of potential toxic agents in urban atmospheres are giving trustworthy results. The U.S. Department of Defense-Defense Threat Reduction Agency and the U.S. Department of Homeland Security joined together to conduct the Joint Urban 2003 atmospheric dispersion study to provide this critically-needed high-resolution dispersion data. This major urban study was conducted from June 28 through July 31, 2003, in Oklahoma City, Oklahoma, with the participation of over 150 scientists and engineers from over 20 U.S. and foreign institutions. The Joint Urban 2003 lead scientist was Jerry Allwine (Pacific Northwest National Laboratory) who oversaw study design, logistical arrangements and field operations with the help of Joe Shinn (Lawrence Livermore National Laboratory), Marty Leach (Lawrence Livermore National Laboratory), Ray Hosker (Atmospheric Turbulence and Diffusion Division), Leo Stockham (Northrop Grumman Information Technology) and Jim Bowers (Dugway Proving Grounds). This report gives a brief overview of the field campaign, describing the scientific objectives, the dates of the intensive observation periods, and the instruments deployed. Verification of High Temperature Free Atom Thermal Scattering in MERCURY Compared to TART

This is part of a series of reports verifying the accuracy of the relatively new MERCURY [1] Monte Carlo particle transport code by comparing its results to those of the older TART [2] Monte Carlo particle transport code. In the future we hope to extend these comparisons to include deterministic (Sn) codes [3]. Here we verify the accuracy of the free atom thermal scattering model [4] by using it over a very large temperature range. We would like to be able to use these Monte Carlo codes for astrophysical applications, where the temperature of the medium can be extremely high compared to the temperatures we normally encounter in our terrestrial applications [5]. The temperature is so high that is it often defined in eV rather than Kelvin. For a correspondence between the two scale 293.6 Kelvin (room temperature) corresponds to 0.0253 eV {approx} 1/40 eV. So that 1 eV temperature is about 12,000 Kelvin, and 1 keV temperature is about 12 million Kelvin. Here we use a relatively small system measured in cm, but by using {rho}R scaling [6] our results are equally applicable to systems measured in Km or thousands of Km or any size that we need for …

SCENARIOS EVALUATION TOOL FOR CHLORINATED SOLVENT MNA

Over the past three decades, much progress has been made in the remediation of chlorinated solvents from the subsurface. Yet these pervasive contaminants continue to present a significant challenge to the U.S. Department of Energy (DOE), other federal agencies, and other public and private organizations. The physical and chemical properties of chlorinated solvents make it difficult to rapidly reach the low concentrations typically set as regulatory limits. These technical challenges often result in high costs and long remediation time frames. In 2003, the DOE through the Office of Environmental Management funded a science-based technical project that uses the U.S. Environmental Protection Agency's technical protocol (EPA, 1998) and directives (EPA, 1999) on Monitored Natural Attenuation (MNA) as the foundation on which to introduce supporting concepts and new scientific developments that will support remediation of chlorinated solvents based on natural attenuation processes. This project supports the direction in which many site owners want to move to complete the remediation of their site(s), that being to complete the active treatment portion of the remedial effort and transition into MNA. Final Technical Report

This document presents an annual report on our long-term R&D grant for development of new technology for future colliders. The organizing theme of our development is to develop a compact high-field collider dipole, utilizing wind-and-react Nb3Sn coil fabrication, stress man-agement, conductor optimization, bladder preload, and flux plate suppression of magnetization multipoles . The development trail for this new technology began over four years ago with the successful testing of TAMU12, a NbTi model in which we put to a first test many of the construction details of the high-field design. We have built TAMU2, a mirror-geometry dipole containing a single coil module of the 3-module set required for the 14 Tesla design. This first Nb3Sn model was built using ITER conductor which carries much less current than high-performance conductor but enables us to prove in practice our reaction bake and impregnation strategies with ‘free’ su-perconductor. TAMU2 has been shipped to LBNL for testing. Work is beginning on the con-struction of TAMU3, which will contain two coil modules of the 14 Tesla design. TAMU3 has a design field of 13.5 Tesla, and will enable us to fully evaluate the issues of stress management that will be important to the full design. …

The scattering of the primary beam electrons off of thermal photons and residual gas molecules in the projected International Linear Collider (ILC) is a potential source of beam haloes which must be collimated downstream of the linac. In this report we give the analytic estimations of the individual input that each of the main scattering processes makes in the production of off-energy and large amplitude particles in the Damping Ring to Main Linac region (RTML).

Transportation System Concept of Operations

The Nuclear Waste Policy Act of 1982 (NWPA), as amended, authorized the DOE to develop and manage a Federal system for the disposal of SNF and HLW. OCRWM was created to manage acceptance and disposal of SNF and HLW in a manner that protects public health, safety, and the environment; enhances national and energy security; and merits public confidence. This responsibility includes managing the transportation of SNF and HLW from origin sites to the Repository for disposal. The Transportation System Concept of Operations is the core high-level OCRWM document written to describe the Transportation System integrated design and present the vision, mission, and goals for Transportation System operations. By defining the functions, processes, and critical interfaces of this system early in the system development phase, programmatic risks are minimized, system costs are contained, and system operations are better managed, safer, and more secure. This document also facilitates discussions and understanding among parties responsible for the design, development, and operation of the Transportation System. Such understanding is important for the timely development of system requirements and identification of system interfaces.
