Quarterly progress report for Q1 FY06 for Complex Transient Events in Materials Studied Using Ultrafast Electron Probes and Terascale Simulation (FWP SCW0289)

This quarter (Q1 FY06) marked the first time that the LLNL dynamic transmission electron microscope (DTEM) configuration had advanced to the point whereby it was possible to conduct in-situ experiments on specimens. DTEM improvements continue to progress at a rapid pace. We summarize important achievements in the following list: (1) Instrument performance and design improvements - (a) Reproducibly achieving >1 x 10{sup 7} e{sup -} per pulse. Adjustments in the cathode laser system design led to an improved quantum efficiency and electron yield per pulse. The current number of electrons in the pulse is sufficient for acquiring high quality, single-shot electron diffraction patterns. (b) Implementation of computer interface and Labview{reg_sign} programs for cathode and specimen drive alignment and cathode and pump laser trigger and delay settings. These controls provide a user friendly interface and ease in the experimental setup and implementation. (c) Cathode test chamber (offline test apparatus to asses photocathode design and laser induced photoemission) construction has been completed. (2) Notable instrument features brought into service - (a) Drive laser system was enhanced to improve beam shape and uniformity and to include continuous laser energy monitoring. This report is a research aid, which lists the DOD authorization bills (Table 1) and appropriations bills (Table 2). This report includes all the pertinent information on the passage of these bills through the legislative process: bill numbers, report numbers, dates reported and passed, recorded vote numbers and vote tallies, dates of passage of the conference reports with their numbers and votes, vetoes, substitutions, dates of final passage, and public law numbers. Table 3 shows real growth or decline in national defense funding for FY1940-FY2009. Table 4 gives a more detailed picture of both regular and supplemental defense appropriations from the 103rd Congress to the present (FY1993-FY2005). Table 5 shows the President’s DOD appropriations budget requests for FY1950-FY2005 vs. final amount enacted.

Earth penetrator weapons often called “bunker busters,” burrow into the ground some tens of feet before detonating, greatly increasing their ability to destroy buried targets. The United States has several types of conventional earth penetrators. The current U.S. nuclear earth penetrator, the B61-11 bomb, cannot penetrate certainly types of terrain in which hardened underground facilities may be located, so the Air Force and the National Nuclear Security Administration (NNSA) are studying a more effective penetrator, the Robust Nuclear Earth Penetrator (RNEP).

Agriculture and FY2006 Budget Reconciliation

The FY2006 budget resolution (H.Con.Res. 95, H.Rept. 109-62) contains reconciliation instructions that require authorizing committees to report legislation to reduce spending on mandatory programs within each committee’s jurisdiction. The resolution instructed the House and Senate Agriculture Committees to report legislation reducing spending on USDA mandatory programs by $173 million in FY2006 and $3.0 billion over five years (FY2006-FY2010). The House and Senate Agriculture Committees have completed action on their recommendations ($3.65 billion in the House and $3.0 billion in the Senate). The two measures would reduce spending on farm commodity and conservation programs in varying ways. The House measure also eliminates funding for various rural development programs and reduces food stamp spending. The Senate extends authority for a dairy income support program, which would require an offset of its projected cost. Reconciliation floor action is expected in November.

Reconciliation Instructions in the FY2006 Budget Resolution

The House and Senate reached final agreement on April 28, 2005, on a budget resolution for FY2006 (H.Con.Res. 95) which included reconciliation directives expected to lead to the consideration of three different reconciliation bills during the session: (1) an omnibus spending reduction measure, incorporating submissions from eight House and eight Senate committees; (2) a revenue reduction measure; and (3) a public debt limit increase measure. The omnibus spending bill is intended to reduce outlays by $1.519 billion for FY2006 and $34.658 billion for the five-year period covering FY2006 through FY2010; the revenue bill is intended to reduce revenues by $11 billion for FY2006 and $70 billion for the period FY2006-FY2010; and the third bill is intended to increase the public debt limit by $781 billion.

Agriculture and FY2006 Budget Reconciliation

During the week of December 18, 2005, both the House and Senate approved the conference agreement on the Deficit Reduction Act of 2005 (H.Rept. 109-362, S. 1932), which includes net reductions of $2.7 billion over five years for USDA mandatory programs. Included in the agreement is a $1.7 billion reduction in farm commodity support programs, a $934 million reduction in conservation spending, a $620 million reduction in a mandatory research program, and $419 million cut in rural development programs, as scored by CBO over a five-year period (FY2006-2010). The measure also includes a two-year extension of a dairy income support program, at an estimated cost of $998 million. No reductions to food stamp spending were included in the conference agreement.
