Science and technology have a pervasive influence over a wide range of issues confronting the nation. Decisions on how much federal funding to invest in research and development (R&D), and determining what programs have the highest priority, for example, may have implications for homeland security, new high technology industries, government/private sector cooperation in R&D, and myriad other areas. This report indicates the sweep of science and technology in many public policy issues, although it cannot provide a comprehensive examination of every science or technology issue which may be of interest to Congress. This report identifies other CRS reports that treat most of those issues in more depth. It is updated occasionally.

Federal support for child care comes in many forms, ranging from grant programs to tax provisions. Some programs serve as specifically dedicated funding sources for child care services (e.g., the Child Care and Development Block Grant (CCDBG)), while for others (e.g., Temporary Assistance for Needy Families (TANF)), child care is just one of many purposes for which funds may be used. This report discusses budget proposals in areas related to child care and early childhood development in the 109th Congress.

For over 50 years, U.S. trade officials have negotiated multilateral trade agreements to achieve lower trade barriers and rules to cover international trade. During the 108th Congress, U.S. officials negotiated and Congress approved four bilateral free-trade agreements with Australia, Chile, Morocco, and Singapore.

Fish and marine mammals are important resources in open ocean and nearshore coastal areas. Many laws and regulations guide the management of these resources by federal agencies. This report reviews the status of energy efficiency and renewable energy legislation introduced during the 109th Congress. Action in the second session has focused on appropriations bills; the first session focused on omnibus energy policy bill H.R. 6 and several appropriations bills. this report describes several major pieces of legislation, including the Energy Policy Act of 2005 and the Transportation Equity Act. For each bill listed in this report, a brief description and a summary of action are given, including references to committee hearings and reports. Also, a selected list of hearings on renewable energy is included.

Major amendments to the Clean Air Act were among the first items on the agenda of the 109th Congress, with S. 131 (the Clear Skies Act) scheduled for markup by the Senate Environment and Public Works Committee March 9. The most prominent air quality issues discussed in this report are; Clear Skies / Multi-Pollutant Legislation, Mercury from Power Plants, New Source Review (NSR), MTBE and Ethanol, Ozone Nonattainment Area Deadlines, Conformity of Transportation Plans and SIPs.

This report describes Title XII of the House-passed H.R. 6 in the 109th Congress and other sections that deal with electric power issues. In part, Title XII would create an electric reliability organization (ERO) that would enforce mandatory reliability standards for the bulk-power system. All ERO standards would be approved by the Federal Energy Regulatory Commission (FERC). Under this title, the ERO could impose penalties on a user, owner, or operator of the bulk-power system that violates any FERC-approved reliability standard.
