I am very concerned about the BRAC Commission's decision to close Cannon Air Force Base. * I do not believe the Commission is fully aware of the unique attributes that Cannon offers to our national defense. These include an abundance of air space and no encroachment issues, a bombing range that is only seconds away, the airspace to fly at supersonic speeds, and ideal year-round flying weather, among many others. In addition to the military value to the nation, Cannon has been supported over the last 50 hears by the local communities like no other in the country. We consider Cannon a part of our family. The closure of Cannon will also have a devastating impact on our economy. It has been estimated that the area will lose at least 20 percent of its workforce, plus the ripple effect that we will have on our public and higher education systems. Please reconsider all the facts before making your final decision.

I am very concerned about the Department of Defense's recommendation that Cannon Air Force Base should be closed. Cannon Air Force Base should not be on the BRAC closure list for many reasons. Listed below are just a few reasons on why Cannon Air Force should not be on the list: Cannon does not fit the criteria provided for base closure. The weather in Eastern New Mexico provides year round training ability. Cannon has the space and facilities to accommodate joint war-fighting, training, and readiness as was evidenced by the recent joint training effort between Cannon and the US Navy.

Climate Change: Comparison and Analysis of S. 1151 and the Draft "Climate and Economy Insurance Act of 2005"

Several proposals designed to address greenhouse gases have been introduced in the 109th Congress. Two proposals, S. 1151, introduced by Senators McCain and Lieberman, and a draft alternative, announced by Senator Bingaman, received increased scrutiny in preparation for the Senate’s debate on comprehensive energy legislation. During that debate, S. 1151, introduced as S.Amdt. 826, was defeated on a 38-60 vote. In contrast, the draft alternative remains a work-in-progress and has yet to be introduced. This report compares these two proposals.

Climate Change Legislation in the 109th Congress

Climate change and greenhouse gas (GHG) emissions are a continuing issue in the 109th Congress. Bills directly addressing climate change issues range from those focused primarily on climate change research to comprehensive emissions cap-and-trade programs. Additional bills focus on GHG reporting and registries, or on power plant emissions of carbon dioxide, as part of wider controls on pollutant emissions. The bills vary in their approaches to climate change issues. This report briefly discusses the basic concepts on which these bills are based and compares major provisions of the bills in each of the following categories: climate change research, technology deployment, GHG reporting and registries, and emissions reduction programs.

No one wants to have "their" local military base to close; your decisions will not be popular regardless of what closure decision you make. Clovis and Portales, NM are VERY small communities; the total population for both counties (per 2002 census) is only 63,062. Community Correspondence - I am deeply troubled by the Defense Department's recommendation to close the Niagara Falls Air Force Reserve Base. This recommendation is a terrible mistake and I urge the BRAC Commission to reverse this decision and remove the Niagara Falls Base from the list. It is hard to understand why the Air Force has decided to take planes, missions, and jobs away from so many Air Guard and Air Reserve bases and put them on more costly Active Duty bases. Of all the bases to pick to close, how do you close the base whose unit was able to help rescue Jessica Lynch in Iraq because they are the lead night vision C-130 unit in the Reserves?

Ecological Screening Values for Surface Water, Sediment, and Soil: 2005 Update

One of the principal components of the environmental remediation program at the Savannah River Site (SRS) is the assessment of ecological risk. Used to support CERCLA, RCRA, and DOE orders, the ecological risk assessment (ERA) can identify environmental hazards and evaluate remedial action alternatives. Ecological risk assessment is also an essential means for achieving DOE's risk based end state vision for the disposition of nuclear material and waste hazards, the decommissioning of facilities, and the remediation of inactive waste units at SRS. The complexity of an ERA ranges from a screening level ERA (SLERA) to a full baseline ERA. A screening level ecological risk assessments, although abbreviated from a baseline risk assessment, is nonetheless considered a complete risk assessment (EPA, 2001a). One of the initial tasks of any ERA is to identify constituents that potentially or adversely affect the environment. Typically, this is accomplished by comparing a constituent's maximum concentration in surface water, sediment, or soil with an ecological screening value (ESV). The screening process can eliminate many constituents from further consideration in the risk assessment, but it also identifies those that require additional evaluation.
