Aviation Fees: Review of Air Carriers' Year 2000 Passenger and Property Screening Costs

A letter report issued by the Government Accountability Office with an abstract that begins "The Aviation and Transportation Security Act (ATSA) authorized the Transportation Security Administration (TSA) to impose an Aviation Security Infrastructure Fee (ASIF) on air carriers to help pay for the costs of aviation security services. To impose the ASIF, TSA issued an Interim Final Rule (IFR) and required air carriers to report their passenger and property screening costs incurred in 2000 on an attachment to the IFR referred to as Appendix A. The 2000 screening costs reported by air carriers were going to be used to establish the ASIF. Based on industry estimates of $1 billion, TSA had estimated that the costs incurred by air carriers in 2000 were $750 million, but the amounts reported by air carriers totaled $319 million, significantly less than expected. To provide the Congress with an independent assessment, the Department of Homeland Security Appropriations Act, 2005 required GAO to review the amount of passenger and property screening costs incurred by air carriers in 2000."

Correspondence issued by the Government Accountability Office with an abstract that begins "In connection with fulfilling our requirement to audit the financial statements of the U.S. government, we audited and reported on the Schedules of Federal Debt Managed by the Bureau of the Public Debt (BPD) for the fiscal years ended September 30, 2004 and 2003. As part of these audits, we performed a review of the general and application information security controls over key BPD financial systems. As we reported in connection with our audit of the Schedules of Federal Debt for the fiscal years ended September 30, 2004 and 2003, BPD maintained, in all material respects, effective internal control, including general and application information security controls, relevant to the Schedule of Federal Debt related to financial reporting and compliance with applicable laws and regulations as of September 30, 2004, that provided reasonable assurance that misstatements, losses, or noncompliance material in relation to the Schedule of Federal Debt would be prevented or detected on a timely basis. A letter report issued by the Government Accountability Office with an abstract that begins "The federal government distributed about $400 billion in federal grants in fiscal year 2003 through about 1,000 different federal grant programs administered by several federal agencies with different administrative requirements. Congress, concerned that some of these requirements may be duplicative, burdensome, or conflicting--and could impede cost-effective delivery of services--passed the Federal Financial Assistance Management Improvement Act of 1999, commonly called P.L. 106-107, and mandated that GAO assess the act's effectiveness. This report addresses (1) progress made to streamline and develop common processes for grantees and (2) the coordination among the Office of Management and Budget (OMB), the agencies, and potential grant recipients."

Interference effect in elastic parton energy loss in a finitemedium

Similar to the radiative parton energy loss due to gluonbremsstrahlung, elastic energy loss of a parton undergoing multiplescattering in a finite medium is demonstrated to be sensitive tointerference effect. The interference between amplitudes of elasticscattering via a gluon exchange and that of gluon radiation reduces theeffective elastic energy loss in a finite medium and gives rise to anon-trivial length dependence. The reduction is most significant for apropagation length L<4/\pi T in a medium with a temperature T. Thoughthe finite size effect is not significant for the average partonpropagation in the most central heavy-ion collisions, it will affect thecentrality dependence of its effect on jet quenching.

High-Energy X-Ray Imager for Laser-Fusion Research at the National Ignition Facility

X-ray imaging will be an important diagnostic tool for inertial confinement fusion (ICF) research at the National Ignition Facility (NIF). However, high neutron yields will make x-ray imaging much more difficult than it is at smaller facilities. We analyze the feasibility and performance of a High-Energy X-Ray Imager (HEXRI) to be used on cryogenic DT implosions at NIF, with particular emphasis on spatial-resolution, field of view, signal-to-background and signal-to-noise ratios. Using a pinhole about 4 {micro}m in diameter a resolution of 5.8 {micro}m is achieved at 9 keV, limited by restrictions in the pinhole positioning. The resolution varies between 8.5 and 4.5 {micro}m in the 5-20 keV spectral range. Different options for the scintillating materials have been evaluated with the goal of having a sufficiently fast phosphor screen to allow time gating for minimizing neutron-induced background. Signal/Background (SBR) and Signal/Noise (SNR) ratios (limited to x-rays) have been calculated for different commercially-available scintillators, both showing adequate values with either a tantalum or a platinum pinhole substrate.

Iterative Schemes for Time Parallelization with Application to Reservoir Simulation

Parallel methods are usually not applied to the time domain because of the inherit sequentialness of time evolution. But for many evolutionary problems, computer simulation can benefit substantially from time parallelization methods. In this paper, they present several such algorithms that actually exploit the sequential nature of time evolution through a predictor-corrector procedure. This sequentialness ensures convergence of a parallel predictor-corrector scheme within a fixed number of iterations. The performance of these novel algorithms, which are derived from the classical alternating Schwarz method, are illustrated through several numerical examples using the reservoir simulator Athena.

Residual Stress Measurements in Side Bonded Resistance Welds

Resistance upset welding is used to attach small diameter machined tubes to small gas vessels. Recently there has been interest in determining the level of residual stresses caused by this attachment method and its influence on environmental interactions. A test program was initiated to determine the residual stresses present due to welding using the nominal weld parameters and varying the interference between the foot and the counter bore. In this paper, the residual stress measurement technique is described, the welding conditions are provided, and the residual stress due to welding at the nominal conditions are presented.

QGP and Modified Jet Fragmentation

Recent progresses in the study of jet modification in hotmedium and their consequences in high-energy heavy-ion collisions are reviewed. In particular, I will discuss energy loss for propagating heavy quarks and the resulting modified fragmentation function. Medium modification of the parton fragmentation function due to quark recombination are formulated within finite temperature field theory and their implication on the search for deconfined quark-gluon plasma is also discussed.

The National Museum of the Pacific War presents an oral interview with Joseph Hafter. Hafter went into the Air Force right after Pearl Harbor, attended radio school in Illinois and then was sent to Colorado Springs, CO Air Base. His unit (17th Photo Recon, flying P-38s) was shipped overseas via a Dutch freighter ending up on Guadalcanal on 6 Jan 1943. While on Guadalcanal, Hafter transferred to the 70th Fighter Squadron which was flying P-39s. Had malaria five times. His unit moved to Ondonga Island in the New Georgia Group about Aug 1943, then to Munda, and then Sanspore, New Guinea. At Munda, they switched over to P-38s. After Sanspore, his unit went to Morotai, Dutch East Indies, then to Lingayan Gulf and finally Mindoro in the Philippines when that island was taken. From there, his unit moved to Mindanao and Palawan, which is where he came home from. His first relief was after 21 months in the islands. Got back to the States right before Thanksgiving 1945 and mustered out shortly afterwards.

Exploring the Fast Ignition Approach to Fusion Energy

Probably the most famous equation in physics is Einstein's E=mc{sup 2}, which was contained within his fifth and final paper that was published in 1905. It is this relationship between energy ( E) and mass ( m) that the fusion process exploits to generate energy. When two isotopes of hydrogen (normally Deuterium and Tritium (DT)) fuse they form helium and a neutron. In this process some of the mass of the hydrogen is converted into energy. In the fast ignition approach to fusion a large driver (such as the NIF laser) is used to compress the DT fuel to extremely high densities and then is ''sparked'' by a high intensity, short-pulse laser. The short-pulse laser energy is converted to an electron beam, which then deposits its energy in the DT fuel. The energy of the electrons in this beam is so large that the electron's mass is increased according to Einstein theory of relativity. Understanding the transport of this relativistic electron beam is critical to the success of fast ignition and is the subject of this poster.
